PQM: Definition, Necessity, and Role in PM
Project quality management, defined by the PMI, is “The degree to which a set of
inherent characteristics fulfills requirements (PMI, 2024).” Quality management is necessary
because it encompasses all activities and processes to achieve and maintain quality throughout
the life of a project. Quality management within a project is essential to stay competitive in the
world of businesses today. Applying quality control processes allows us to mitigate risks, meet
customer expectations, and enhance overall project success. Quality management is not only a
necessary practice, but it is critical for achieving and sustaining project success.
Quality plays a crucial role in project management because it directly influences project
outcome and stakeholder satisfaction. On page 69 in Project Quality Management, Kenneth
Rose states “Quality planning is important and has far-reaching effects on project performance”
as one of the key takeaways from the chapter. By proactively planning for quality, managers
can prevent defects, minimize rework, and improve efficiency. Providing high quality products
or services also builds trust with stakeholders and builds a strong reputation for the
organization for which we work.
Effective leadership in quality management is a crucial element as well because it
creates a culture of quality within your organization. Management can set the tone for quality
by creating a mission statement that emphasizes the importance of quality in all aspects of its
organization. When employees see their management team prioritize quality, they are likely to
follow in their footsteps as well. To summarize, quality management in projects ensures that
deliverables meet or exceed stakeholder expectations to satisfy the customer and enhance
organizational reputation.

Six Key Attributes of Project Quality Management:

There are six key attributes of Project Quality Management that will bring the Evergreen
management staff success. The first one is being customer focused. Remembering that the
project should meet or exceed the customer’s expectations and requirements. Focusing on the
customer will allow Evergreen Management to build a good relationship with the customer and
ensure that the expectations and final deliverables are met to the highest standard.
The second attribute is creating a structured process. This is done by creating practices
and methodologies that guide the project's success. Quality planning, quality assurance, and
quality control should be integral parts of this structured process to ensure the project’s quality
throughout the project’s lifecycle.
The third attribute is using a preventive approach to help mitigate risks or pitfalls that
could impact the quality of the baseline or the final deliverables. This proactive approach helps
alleviate the need for fixing problems that could cost the project time and money while also
preventing a disruption to the schedule.
The fourth attribute is understanding the value of continuous improvements. By
identifying, assessing, and improving the project’s processes and outcomes, Evergreen
management can learn from each project phase. Management can then document those
lessons learned and apply them to the ongoing and future projects. This ongoing process should
always be applied to projects, and it will allow the projects to become more efficient and
effective while also increasing the overall quality.
The fifth attribute is Stakeholder involvement, this works best through strong
communication, and it involves the stakeholders throughout the quality management process.
While the project team and customers might be seen as the focus for this attribute, it will also
be important to consider contractors and suppliers to ensure that all perspectives are
considered in defining quality standards and expectations.
The last attribute to consider for project quality management is measuring
performance. To ensure effective project quality management it’s important to use regular
assessments to measure this performance. These assessments may be quality audits, ongoing
project reviews and analysis that may occur at random or once certain milestones are met.
By focusing on these six attributes, Evergreen management staff can gain a better
understanding of the importance of project quality management and the attributes that help
create better project quality. These attributes will help Evergreen management meet quality
expectations from all stakeholders.
