CONDUCT OF THE 2024 DIVISION SCHOOLS PRESS CONFERENCE (DSPC)

This Division

1. As part of the continuing program to promote campus journalism, the


Schools Division Office of Surigao del Norte, through the Curriculum
Implementation Division shall conduct the 2024 Division Schools Press
Conference (DSPC) on February 27 - 29, 2024 at Alegria National High
School, Alegria Stand Alone Senior High School and Alegria Central Elem.
School, Alegria, Surigao del Norte.

2. The conference aims to:


a. demonstrate understanding of journalism through skillful execution in
various platforms (i.e., print, broadcast, online);
b. recognize the role of journalism in advocating for social consciousness
and environmental awareness;
c. promote fair and ethical use of media as tenets of responsible
journalism;
d. foster camaraderie and enrich learning experiences through healthy
and friendly competitions; and
e. provide learners opportunities to use the skills learned in campus
journalism for their future careers.

3. This shall include the following events in English & Filipino categories,
Elementary and Secondary Levels:

A. Individual Contests
a. News Writing
b. Feature Writing
c. Editorial Writing
d. Sports Writing
e. Copyreading & Headline Writing
f. Science & Technology Writing
g. Photojournalism
h. Editorial Cartooning
i. Column Writing

a. Radio Scriptwriting and Broadcasting (English & Filipino, Elementary
& Secondary)
b. Collaborative Desktop Publishing (English & Filipino, Elementary &
Secondary)
c. Online Publishing (English & Filipino, Secondary only)
d. TV Scriptwriting and Broadcasting (English & Filipino, Secondary
only)

C. School Paper Contest (in Portable Document Format -PDF)


a. News Section
b. Feature Section
c. Editorial Section
d. Science and Technology Section
e. Sports Section
f. Layout and Page Section

4. The participants of this conference are learners from elementary and


secondary (both junior and senior high schools), school paper
advisers/coaches of schools that conducted school/district level
coaching/training and all district journalism coordinators. No contestant
shall be allowed to participate in two (2) events/contests. No observer is
allowed.

5. The official list of participants which also serve as the


Pre-registration/Certification Form must be accomplished on or before
February 27, through the e-mail address of the division journalism
coordinator, cecilia.saclolo001@deped.gov.ph. No changes of names shall
be allowed after the said form is submitted. This is to determine the final
list of participants for each event for the preparation of contest materials.
No walk-in participants shall be included in the competition.

6. Submission of the latest school publication/school paper for the group


contest shall be on or before February 27, 2024, through a link that shall
be shared/provided to the Public Schools District Supervisors/District
In-charge/School Heads and SDN School Paper Advisers’ Facebook
account/messenger, that serves as platform of communication. “All
schools should strictly follow the No School Paper, No Student
Contestant Policy.”

7. Student delegates must be certified to be in good health and must have


the written permission of his/her parent/guardian while School Paper
Advisers shall likewise submit Health Certificates duly signed by a
government physician. These must be collected by the district journalism
coordinator and submitted to the DSPC Secretariat on Day 1, February
27, 2024 @ 7:00 AM. All student delegates shall wear their school
uniforms and ID for verification purposes.

8. Guidelines in the conduct of the contests are attached as Enclosure No.
1, Schedule of Activities is attached as Enclosure 2, the List of the
different Working Committees is attached as Enclosure No. 3 while the
List of Room Examiners is attached as Enclosure No. 4.

9. Furthermore, first – place winners of all events (individual and group)


shall attend the Two-Day Enhancement Training for 2024 RSPC
Qualifiers on March 7&8, 2024 at Alegria National High School, Alegria,
Surigao del Norte.

10.A registration fee of Four Hundred Pesos (P400.00) shall be collected from
each participant to defray expenses on the transportation, meals,
accommodation, and honoraria of the six (6) speakers/judges, trophies,
plaques, medals, t-shirts, supplies and materials, rental of equipment,
contingency and other related expenses of the said activity. Additional
Sixty (60.00) pesos membership fee for the advisers and Thirty (30.00)
pesos for the campus journalists shall be collected by the association.

11.There shall be preregistration by district through the Division School


Paper Advisers Association (DSPAA) Treasurer, Marilyn M. Lamanilao, MT
I, San Francisco NHS, contact no. 09702682187 and the Division School
Paper Advisers Association (DSPAA) Auditor, Mirinisa P. Nordan, Teacher
III, Alegria NHS, with contact no. 09456783574. In addition, the Official
Receipt of the Caraga Secondary School Paper Advisers Association
(CSSPAA) shall be utilized as proof of payment.

12.Registration and membership fees, travel, food, and other incidental


expenses incurred by the participants shall be charged against
local/school MOOE/journalism fund/PTA/Special Education Fund (SEF)
and other funds subject to the usual accounting and auditing rules and
regulations.

13.Immediate and wide dissemination of this memorandum is enjoined.
