Violations of KBP
in the Philippines
Example 1
ABS-CBN and ABC-5 violation of Section 4, Article 6 of the KBP Broadcast Code,
which states: “The coverage of crimes or crisis situations shall not provide vital
information or offer comfort or support to the perpetrators.”
- In the context of broadcasting, this means that any information that could help
the people committing the crime or catastrophe should not be shared by the
broadcasters while they are covering it. This could include facts on the tactics
employed by the police, the whereabouts of the hostages, or any other
intelligence that the criminals could exploit to their advantage. In the same
vein, broadcasters must refrain from saying or acting in any way that can be
seen as consoling or endorsing the offenders. The particular event that resulted
in ABS-CBN and TV5 breaking this regulation was their reporting of a hostage
situation. The KBP Standards Authority concluded that their reporting had in
fact broken the KBP Broadcast Guidelines by giving the offenders consolation
or support or important information. The source makes no indication of the
precise information that was shared or the manner in which the offenders were
consoled or supported. The KBP Standards Authority likely took action against
the two networks after this breach, albeit the source does not specify the precise
sanctions.

Example 2
The violation by RJ Nieto pertains to the Broadcast Code’s Article 4, Section 1. This
section states: “Personal attacks, that is, attacks on the honesty, integrity, or personal
qualities of an identified person, institution or group, on matters that have no bearing
on the public interest are prohibited."
- Nieto's demand that "hollow blocks" be hurled at Rappler reporter Pia Ranada
was taken as a personal attack against Ranada in light of this violation. This
was judged to be disrespectful and unprofessional, in violation of Article 4,
Section 1 of the KBP Program Standards. In this case, Nieto received a serious
warning from the KBP for this offense, which strengthened the organization's
resolve to protect its standards and make sure broadcasters follow them.
Example 3
The violation by ABS-CBN, TV5, and RMN during their coverage of the August 23,
2010 hostage-taking incident pertains to Article 6 (Crime and Crisis Situations) of the
KBP Broadcast Code. “CRIME AND CRISIS SITUATIONS”
- Officially, the events of August 23, 2010, are referred to as the Manila hostage
crisis or the Rizal Park hostage-taking incident. In Rizal Park, Manila,
Philippines, a tourist bus was taken over by Rolando Mendoza, a former
member of the Philippine National Police who was furious. Sadly, the situation
worsened and led to the deaths of eight foreign individuals and the injury of
seven more during a 12-hour standoff that was aired live on television. Rolando
Mendoza, the person holding the hostages, died as a result of the incident.
