Relay Monitoring Systems Pty Ltd


RMS is a 100% owned Australian manufacturing enterprise with
third party quality system accreditation in accordance to AS/NZS
ISO9001:2008. RMS operates a modern manufacturing facility at
its corporate headquarters in the Melbourne suburb of Mulgrave.
This facility includes research and development, engineering,
quality control, sales/ marketing and training facility. The pro-
duction facility includes sheet metal, tool room, press shop, coil
winding, relay assembly, printed circuit board loading, protection
relay assembly, high voltage isolation testing, noise immunity
verification, calibration laboratory and environmental burn-in
facility.
The operation of this extensive facility means that RMS has direct
control over all major manufacturing processes thus providing
significant benefits in terms of being able to offer short lead time
and a wide range of product variations.

RPL Compliance Laboratory


The RPL Compliance Laboratory is maintained on the RMS site to
facilitate extensive testing of new product designs.
This facility is a major resource for research and development
activities and to carry out type testing to a wide range of IEC in-
ternational standards.
Customer witness testing of type tests and production validation
is also carried out in this facility.

Overveiw

Introduction
The following document outlines methods and process invloved with testing protection and measuring relays. This will
ensure Relays confrom to the relevant standards, as specified in the product Technical Bullitens.

• RMS holds BSI ISO 9001 Quality Management Certification. Accreditation number FS604860 for the certifi-
cation of a quality assurance system to AS/NZS ISO9001.
• Certification tests are performed to verify the relays performance against the product specification and
relevant standards.
• After products are certified to the relevant standards the certification is valid until the design is altered.
• Type testing of a product of a family group may be applicable to the entire family group provided a risk
assessment is conducted to determine which product and tests are valid and which tests need to be per-
formed.

TEST REPORTS
The RMS issues a test report which includes the following information:

• Test Facility
• Test location, address and date
• Test equipment used for testing including asset number and calibration dates
• Equipment under test, product number, serial number and description
• Atmospheric test condition: temperature, pressure and humidity
• Test specification and standards
• Test method and procedures
• The test results including product schematics and images
• The name of the person who tested, approved and released the test
• Test reports may be compiled and supplied as a comprehensive Product Type Test Manual

REFERENCE CONDITION FOR TYPE TESTING


• As per IEC 61810-7, 2006

TEST REFERENCE CONDITION


Unless otherwise specified, all tests shall be performed under standard atmospheric condition:
• Temperature: 230C +/- 5 0C
• Relative Humidity: 25 % to 75 %
• Atmospheric Pressure: 86 kPa to 106 kPa

VISUAL INSPECTION
The visual inspection is performed before commencement of type test and shall be repeated as necessary after each
stage of the test with a view to detecting visible damage to the equipment under test.
The equipment under test is tested for conformity with:
• The specifications
• The design drawings
• The specified standards

B - Product Safety Tests

Insulation Coordination Type Test


The objective of the test is to verify the Insulation Coordination per-
formance of the relay. The tests are performed between all circuits
and case earth, all independent circuits and across normally open
contacts.
The dielectric voltage withstand test verifies that product is safe to
operate under normal conditions.

Surge Immunity Test


The Surge Immunity test simulates interference caused by power
system disturbances. The objective of the test is to confirm that re-
lays operate correctly when energised and subjected to high energy
disturbances.

Common Mode Test – Line to Earth


• 4kV, .1.2/50 ms, 5 positive and 5 negative pulses
• The test waveform has an open circuit voltage of 4 kV

Differential Mode - Line to Line


• 2 kV, .1.2/50 ms, 5 positive and 5 negative pulses
• The test waveform has an open circuit voltage of 2 kV.
• The test waveform has an open circuit of a 1.2/50 ms rise/fall
time and a short circuit current of 8/20 ms rise/fall time.

The surges are applied sequentially in both modes.

The relay shall not maloperate during the test, shall function normal-
ly after the test within specification.

Fast Transient
The objective of the test is to verify that the relay will operate correctly
when subjective to repetitive fast transient (burst) noise generated by partial
breakdown of insulation between conductors and earthed enclosures.

Relays must not maloperate when interference is applied in common mode.

Conducted Radio Frequency Immunty


Conducted immunity test is performed to certify that EAT is immune to
levels of conducted interference that it may be subjected to.

The EUT shall conform to its normal operational configuration, mounting


and earthing
arrangements and shall operate under specified test conditions.

The EUT perform normally when energised and subjected to conducted


continuous disturbances of 10 Vrms within the range of 150 kHz – 80 MHz.

Spot frequency tests are carried out at 27 MHz and 68 MHz with stop on
spot for 60 seconds.

Electrostatic Discharge Test


The test simulates the type of high voltage interference when an
operator touches the relays front panel after being charged to a high
potential.
Two types of discharged are applied:

• Air discharge Class 3, 8 kV test voltage


• Contact discharge

Air discharges are used on surfaces that are normally insulators.


Contact discharges are used on surfaces that are normally connecting.
The test is carry out with single discharges repeat with each point 10 times
with positive and 10 negative polarity pulses at 1 seconds intervals.
Tests are performed with the relay in the following condition:

• Latched relay state


• Unlatched relay state

The following acceptance criteria should be applied:

• The EUT shall not change its state during the test.
• Temporary degradation or loss of function during test, with self-recovery at the end of the test of any visual alarms as
LED’s or other indicating devices can be accepted.
• The relay has to comply with published performance specifications after the test.

High Frequency Disturbance


To verify that the EUT will operate correctly when energised and sub-
jective to repetitive sinusoidal waveform. The high frequency distur-
bance test consists of 1 MHz sinusoidal waveform applied across the
following:

• Differential mode
1 MHz sinusoidal waveform is applied across each independent cir-
cuit for 2 seconds

• Common mode
1 MHz sinusoidal waveform is applied across each independent cir-
cuit and earth via external coupling network.

The test carried out across terminals of the same circuit must be
repeated for both the circuit in non-energised and in the energised
state.
The relay is energised and must not maloperate.

Cold Operational and Storage


The EUT is equipment is placed in the climatic chamber in its switched-
off, unloaded, ready for use state. The temperature is lowered to the
minimum specified operating temperature. If the temperature inside
the equipment is stabilized (change of temperature ≤ 1̊°C/hour) the
equipment is switched-on and this condition is maintained for 96
hours.
If the operational and storage temperatures are the same only the
operational test is performed.

Hot Operational and Storage


The EUT is equipment is placed in the climatic chamber in its switched-
off, unloaded, ready for use state. The temperature is lowered to the
minimum specified operating temperature. If the temperature inside
the equipment is stabilized (change of temperature ≤ 1°C/hour) the
equipment is switched-on and this condition is maintained for 96
hours.
If the operational and storage temperatures are the same only the
operational test is performed.

Damp Heat
Relative Humidity: (93+/-3) %
Temperature: (40+/-2) °C
Duration: 56 days.

EUT shall be enclosed in in its own case with a front cover fitted and placed in the climatic chamber.

Initial Measurements
At room temperature the EUT is energised and functional checks are carried out at the temperature of the laboratory.

Intermediate Measurements
After 1 hrs @ 40ᵒC and 93 % RH. To avoid condensation the temperature in the climatic chamber is raised to 40C without
raising humidity then humidity is raised to 93% for 1 hour. EUT is exposed to the temperature condition for duration as per
appropriate severity level. The functional checks at ambient temperature 40ᵒC and humidity 93 % are repeated in regular
weekly interval during period of 56 days.

Final Measurements
After recovery period the functional test is carried out to ensure that the relay performance have not changed.
Final measurements, visual inspections and electrical and mechanical checks were performed.
