LANAO DEL SUR PROPOSED CATALYTIC PRIORITY PROJECTS

Lanao Del Sur is one of the major Provinces of BARMM comprising 1 city, 39
municipalities, and 1,159 barangays. The Province has a total land aera of 1,505,551
hectares. In CY 2020, Lanao Del Sur population was 1,195,518 which is 27.14% of the
total population of the Bangsamoro Autonomous Region in Muslim Mindanao, 4.55% of
the population of the Mindanao, and 1.10% of the entire country (PSA 2020). The
Province Population is growing by 2.86% from CY 2015 to CY 2020. Population density
of the Province is at 1.26 persons per hectare.

The median age of the Province or 50% of the Population is 18 years old and below and
the other 50% is above 18 years old. The Productive age group or ages 15 years old to
64 years old comprise 55.91 % while the dependent age group or ages below 15 years
old and 65 years old and above constitute 44.09%. These information shows that the
Province is populated with young population and relatively high dependency ratio or for
every 100 individuals, around 44 individuals are dependent on what 56 individuals of the
Province can produce.

In CY 2015, the Province has a total household of 121,372 and a population of


1,045,429 or an average household size of 8.6. Considering poverty threshold monthly
income of P13,797.00 (PSA 2023) for a household size of 5, the Province 8.6 household
size will require a monthly income of P23,730.84. Poverty is therefore a priority concern
of the Province of Lanao Del Sur.

In a scenario where the Province has young population, large family size, high poverty
incidence, lacking opportunities and skills except to hold arms is a recipe for a creeping
disaster and fertile ground for the remnants of violent extremism to regain influence in
the Province. Until today, what happened in Marawi City is a grim reminder of what will
happen if nothing much will change from henceforth.
A way forward would be to capitalize the strengths or the Province potential in
agriculture, ecotourism, power generation, and the newly found hope from the gains of
peace through BARMM, among others. This can be tapped by closely working with
Local Government Units which plays pivotal role and are also mandated to provide and
deliver basic services. Following the path of accelerated growth and less resistance,
incubator and catalytic projects could be started in highly supportive LGUs of the
Province to make the most of time and resources.

In the series of consultations conducted in the Province, the following are the highly
supportive Local Government Units of the Province in District I and District II of
BARMM, to wit:
District I

4. Saguiaran
5. Tagoloan
6. Tamparan
District II
7. Bacolod Kalawi
8. Binidayan
9. Calanogas
10. Marogong
11. Pualas
12. Lumabayanague
13. Lumbaca Unayan
14. Tubaran
15. Kapatagan

The proposed projects of the above LGUs includes provision of Potable Water -Level III,
Micro-Hydropower Development, Lakeport Aquaculture Ranaw Enterprise Hub
(Lakeport AREH) Development, WASIAT (Wasatiyyah Integrated Agri-Fishery
Socioeconomic Transformation) Projects, Accelerate Coconut Industry Initiative (ACII)
Development, and Waste to Energy projects.

The Level III Potable Water System projects is to provide households with direct access
to potable water in their respective homes or establishments. Essential services that
every family needs, business, including religious practices.

The Micro-Hydropower Development is a decentralized or non-grid approach in


providing electricity to our communities. Access to electricity is a precursor of growth
and provides comfort and convenience to our communities.

The Lakeport Aquaculture Ranaw Enterprise Hub (Lakeport AREH) is to reinvigorate


and promote integrated lake-based aquaculture-ecotourism initiative that closely
identifies with Maranao or Lake Lanao. The project includes development of lakeport,
fishery production, esplanade, and training center.

The Wasatiyyah Integrated Agri-Fishery Socioeconomic Transformation or WASIAT


which also mean in Meranaw as moderation is an initiative that promotes and provides
municipalities with remnants of extremist group to improve and implement agriculture
and fishery related projects, improve rural accessibility, and training center. A nucleus of
integrated initiatives which provides hopes and promotes accelerated growth of
previous extremist influenced communities.

The Accelerate Coconut Industry Initiative (ACII) is to develop an integrated processing


center of coconut-based Halal products. It will produce oil and other related products
that local market demands. It intends to improve the plight of coconut dependent
farming communities of the Province.

Specifically, the following are the proposed projects of the above respective Local
Government Units:

4. Poona Bayabao - (On-going FS Lakeport Aquaculture Ranaw Enterprise Hub
/Less than 100M, Wasatiyyah Integrated Agri-Fishery Socioeconomic
Transformation Projects)
5. Saguiaran - (FS Waste to Resource Center, On-Going FS Water System Level
III)
6. Tagoloan – (FS-Water System Level III Phase 2, *Note: Part of FS Kapai-Marawi
City-Tagoloan Water System Level III)
7. Tamparan – (No FS/Less than 100M WASIAT (Wasatiyyah Integrated Agri-
Fishery Socioeconomic Transformation Projects)

The LGUs and people of the Province is hoping that we can favorably act on said
proposed requested projects which will usher growth, prosperity, and peace to the
Province, BARMM, Mindanao, and country.
