PT. APOL PARAMA JAYA
I. PURPOSE
1. This procedure is to facilitate execution of communication when the ship berths / unberths,
and sails around Coal Unloading Jetty. The target of this procedure is to arrange berthing /
unberthing activity smoothly and to avoid any damage at CUJ, ship and port facilities.
2. This procedure shall be applied and implemented with reference to other procedures and
documents issued by PT. APOL PARAMA JAYA, including amongst others :
a) CUJ and Port Regulation
b) CUJ Operation HSE Procedure (attachment 1)
c) Communication Procedure Flowchart and List of Emergency Contact (attachment 2)
d) Navigation charts, Port coordinates
e) Tide Tables
f) Ship to Shore Safety Checklist
g) CUJ check list (attachment 3)
h) Recommended Maritime Codes of Practice
II. SCOPE
This document is applied to every User of the CUJ Facilities.
III. RESPONSIBILITIES
The Jetty Master and his deputy have the overall responsibilities for the Procedure and for

updating this Procedure. All parties involved in berthing and sailing process shall be responsible
for the implementation of this procedure to ensure that the Ship’s Berthing/Unberthing and
Sailing are performed safely and efficiently.
Shipping agency staff shall be responsible for complying with the procedure by maintaining their
quality and smoothness of Berthing/ Unberthing and Sailing process.
1. The ship shall be adequately staffed, have full use of engines, bow thruster (when equipped),
all winches, electrical power, lighting and communications.
2. All ropes, lines and attachments shall be in good order. Lines shall be ‘attached’ and
‘detached’ from the shore, so as not to interface with, or damage to ship power system or
other systems.
3. All Ship’s navigation aids, system and lighting, shall be in good order and fully functional.
4. The arriving ship should have pilotage in accordance with CUJ information.
5. All constraints, system limitations, hazards, navigation limitation, intent, schedule and safety
concern shall be well understood between the parties prior to berthing and Sailing.
6. The ship must berth at safe angle of approach as much as parallel with CUJ with the safe
speed for approach.
7. For safety berthing/unberthing, Assist Tug boat (2nd Tug boat) shall be arranged by APJ.
8. The ships master / shipping agent and the jetty master shall agree an unloading plan provided
by Owner prior to arrival of the barge.
9. In an emergency, including adverse weather conditions, the ship must be able to move under
its own power at short notice.
10. Contact details of ship and CUJ Port Personnel shall be readily available to all.
11. Technical data, required proced rules shall be maintained by CUJ and updated such as,
emergency procedures, radio communication procedures, pilotage requirements, depth of
water at berth, tidal and current information and other procedures which effects to the ships
berthing process.

12. Weather condition including wind and sea conditions shall be regularly updated and
monitored.
Ship and heavy equipment have to be handled with being careful enough with such weather
condition.
13. Mooring staff and equipment, including attendance at mooring lines shall be prepared.
14. Crane shall be suitably placed and booms shall be raised to avoid interference.
15. The bollards shall be serviceable and in good condition at all times.
16. The ships master shall enssure all ship’s documents are completed before departure
17. On unberthing the ship shall maneuver with safe angle with Jetty and leave the CUJ with safe
speed.
18. Jetty Master shall ensure that all navigation buoys are located at designated point and
working properly. In case of any problems, Jetty Master shall coordinate with Owner.
19. APJ shall ensure the depth of shipping channel and maneuvering area are sufficient and
conduct echo-sounding monthly and report to Owner.
In Emergency case such as marine incidents and landside operation incident, the situation has to
be shared among stakeholders immediately. The communication route and emergency contact
list are shown as attachment 1 and 2.
