Chapter 1

THE PROBLEM AND ITS BACKGROUND

Introduction

The study has shown that celebrating IPED day has a big impact to the students specially here in
the Province of Kalinga for they are belong to where the highest number of IP population located.
Through contested activities and many more is where they showcased their talent as proud IP students.

Furthermore, the population of indigenous people in the Philippines is, 14,184,645 (16%) of the
total population of the country.

From Mindanao is eight million, nine hundred thirty six thousand, and three hundred twenty six
population (8,936,326 ) (63%) and the population of Luzon is four million, eight hundred twenty two
thousand, seven hundred seventy nine(4, 822,779) (34%) and From Visayas four thousand twenty five,
five hundred forty population (425,540) (3%) and By Regions CAR is one million, four hundred seventy
thousand, and nine hundred seventy seven (1,470, ,977) however Region 1 is one million, two hundred
six thousand, seven hundred ninety eight (1.206,798) and Region 2 is one million, thirty thousand, one
hundred seventy nine (1,030,179) Region 3 is two hundred, thirty six thousand, four hundred seventy
nine (236,487) Region 4 is nine hundred thirty six thousand, seven hundred forty five (936,745) Region 5
is two hundred thirteen thousand, three hundred eleven (213,311) Region 6 is one hundred sixty eight
thousand, fourteen (168,14) Region 7 is thirty five thousand, seven hundred sixty seven (35,767) Region
9 is one million, two hundred three thousand, five hundred ninety eight (1,203,598) Region 10 is one
million, eight hundred two thousand, two hundred sixty six (1,802,266) Region 11 is two million, two
hundred eighty nine thousand two hundred sixty eight (2,289,268) Region 12 is one million, eight
hundred fifty six thousand three hundred (1,856,300) Region 13 is one million, four hundred seven
hundred fifty (1,004,750) and lastly ARMM is seven hundred thirty thousand, fifty four (730,054).

This is based on the DSWD data, the number of IP beneficiaries of social amelioration program (SAP)
from FY 2020, totaled to 20 million individuals or 750,000 families.

In the Province of Kalinga, 80% of the population is an IP and 20% none IP.

THEORETICAL FRAMEWORK

October 08, 2021-The department of Education is serving 2.529 million IP learners in 42,176
public schools around Philippines in the first decade of the Indigenous Peoples Education (IPED) program
according to the agency’s Indigenous People’s Education office (IPsEO).

Through DepEd order 62’s. 2011 or the national Indigenous Peoples Education policy framework
which was formulated after several consultations sessions with IP leaders and elders. The department
officially commenced the institutionalization of the IP education program in 2011. The policies adopt a
right-based approach and direct the implementation of an education that is anchored on the social and
cultural context of IP learners.

IPED program is DepEd’s response to the right of indigenous communities and indigenous learners
to an education that responsive to their context. It respects their identities and it values and promotes
their knowledge systems, and their competencies, and the values that are important to them, and of
course, the other parts of their heritage. Senior technical assistant and IPsEO head MARIA LOURIE
VICTOR shared during a DepEd teaches episode.

This was a product if the dialogue of DepEd and IP communities trying to find common ground so
that the advocacy, for what is now called Indigenous Peoples Education could move forward.

Despite the extreme impact of the pandemic to the IP communities, the enrollment of IP learners
in public schools for school year 2020-2021 reached 98. 49% of previous school year in January 2021,
from the 83% initial figure in September 2020.

Some of the continuing initiatives for IP learners to experience culture- responsive education are
the contextualization of lesson plans. Use of the local language for teaching having elders as teachers
and mentors using the ancestral domain as classroom establishing IPED senior high school. Hiring more
teachers who know the knowledge and the culture and delivering more facilities.

To sustain IPED in schools in school year 2021-2022, the department aims to have additional
PROGRAM SUPPORT FUNDS (PSF) to ensure learning continuity through continued contextualization of
learning resources and COVID-related materials, orientation of new teachers and school heads assigned
to schools in IP communities, and enhancement learning delivery modalities.

Furthermore, DepEd plans to support long-term community development through education


initiatives that can promote responsive and pandemic-relevant indigenous community knowledges, like
indigenous farming and health systems, through the rural farm schools, senior high school offerings, and
similar initiatives. The IPED program also seeks to assign with the call of UNESCO that all curricula are to
have education for sustainable development as its core by 2025.

“And so, moving forward, we continue with our journey of solidarity with indigenous community so
that together we are able to care for our IP learners as they grow into the future.” Victor noted.

RESEARCH PARADIGM

Figure 1 is the paradigm of the study which presents the theoretical framework of the study.

Under input, the profiles of the respondents when it comes to celebration of the IPED Day in
the said Institution.

Under the process is the focus of the study which is the assessing the impact of IPED Day to the
high school students of KCSTI. The third box shows the output of our study which is the suggestion of
the student to the said institution to celebrate IPED day for them to embrace their culture and tradition
a showcase their talent being proud IP students.

Statement of the problem

This study assessed the impact of celebrating IPED day to the high school students of KCSTI.
Specifically, it seeks answers to the following questions:

1.what is the impact of Celebrating IPED day to the high school students of KCSTI?

1.1 Did they enjoy participating to the native contested activities?

2.what are the factors affecting being not aware to the culture and tradition?
2.1 Is there a significant difference in the perception of the respondents on the factors affecting an IP
student for not celebrating IPED day?

Hypotheses

The researchers were guided by the following hypotheses:

1.There is a significant difference in the perceptions of the respondents to let them embrace and
aware to their own culture and tradition.
2. There is a significant difference in the perception of the respondents as to not celebrating
IPED day.

Significance of the study

The researchers consider that this study is beneficial for the IP students:

To the Curriculum and learning management Division

The benefits that will be gained by the Division from this study or research is that they will enhance
our heritage among students and teachers.

To the community Development planners

This study or research will help the Barangays even the Barangay officials for them to know that even
in their beloved schools, cultures and traditions were integrated for them also to know the importance
of it.

To the Teachers

This study or research will help the teachers to integrate cultural practices, traditions and beliefs to
our curriculum, through this indigenous way of respect or preservation to our environment This will also
to inculcate the students the value of rituals, beliefs and traditions.

To the Students

This study or research will benefit them for they are the participants of this research. As they read this
study or research, they understand the importance on preserving our cultural heritage

To the Researchers

As the Junior High School of the Kalinga Colleges of Science and Technology, Inc. are the
participants of this research or study, the researcher is also benefited due to some of them are not
totally knowledgeable on the way how we preserved our cultural heritage. sometimes they misinterpret
other values, beliefs and tradition, and we benefited in this research for it added our little knowledge
about our cultural heritage.
To the future researchers

This study or research will help the future researchers as they will continue this research.
furthermore, the future researchers will use this study as part of their research and it can be one of
their resources or references. From this study, it will guide them in making their research.

Scope and delimitation of the study

This research was limited on assessing the impact of celebrating IPED day to the high school
students of KCSTI. It was further delimited on:

1. The impact of celebrating IPED day to the high school students of KCSTI, academic performance,
motivation, and overall well-being.
2. The factors affecting high school students in not celebrating IPED day.

Definition of terms

According to the findings of the study, the following terms are hereby presented and define
for a better understanding of the study:

Tradition =The transmission of customs or beliefs from generation to generation or the fact of being
passed on in this way.

Culture. The customs, arts, social institutions, and achievements of a particular nation, people, or social
group.

Ancestral Domain: This refers to the lands, territories and resources of Indigenous Peoples particularly
in the Asia-Pacific Ocean.

Sustain: Strengthen or support physically or mentally.

Enhancement: An increase or improvement in quality, value, or extent.

Formulate: Create or devise methodically (a strategy or a proposal) expressed (an idea) in a concise or
systematic way.

Consultation: The action or process of formally, consulting or discussing.

Session: A meeting or series of meetings of body such as a court or legislature for the transaction.

Commenced: to begin or to start

Institutionalization: the action of establishing something as a convention or norm in an organization or


culture: The state of being placed or kept in residential institution

Implementation: the process of putting a decision or plan into effect, execution.


Identity: The fact of being who you are or what a person or thing is.

Competence: is the demonstrable of characteristics and skills that unable and improve the efficiency or
performance of a job.

Heritage: property that is or maybe inherited; an inheritance, a special or individual possession; an


allotted portion.

Advocacy: public support for or recommendation of a particular cause. The profession or work of a legal
advocated.

Despite: without being affected

Extreme: reaching a high or the highest degree; very great.

Impact: the action of one object coming forcibly in contact with another.

Initiative: The ability to assess and initiate things independently.

CHAPTER II

METHODS AND PROCEDURES

These chapters present the research design, population and locale of the study, data gathering
tools and data gathering procedures to analyze all the data that were gathered.

Research Design

This study used the qualitative descriptive approach to assess the impact of celebrating IPED day
to the high school students of KCSTI.

Since this study was concerned on the impact of celebrating IPED day to the high school students
of KCSTI, the descriptive correlational method of research was utilized. Through use of research tools,
data was gathered, compiled, indexed, and prepared in proper form for analysis and interpretation.

This method of research is simply getting how is the impact of celebrating IPED day to the high
school students of KCSTI.

Through interviewing students of Kalinga Colleges of Science and Technology Inc. the descriptive
correlational method is the most applicable and useful that was used.
Population and locale of the study

This study was conducted at Kalinga Colleges of Science and Technology, Inc. high school
department. This school was selected because it’s our beloved Alma matter.

The respondents of this study were ten (10) male and twelve (12) female of the high school
students, of the said institution for this calendar year 2022-2023.

The table shows that there are 4 of Grade 7 respondents or 14 of the entire population, and grade
8 is 4 of respondents or 21 of the entire population, grade 9 is 4 respondents or 24 of the entire
population, and grade 10 is 10 respondents or 34 of the entire population.

The table shows that there are 10 male respondents of the 59 entire population, also 12
respondents or 37 of the entire population.

The table shows that there is only one male respondents of the 59 entire population while female
respondents are all aware of the Indigenous people education day or the IPed day.
Data Gathering Tools

The researchers made use of the questionnaire as the main instrument in gathering the data. It
consisted of three (3) parts:

Part 1 - Personal Profile of the Respondents;

Part II - Solicited responses on the impact of celebrating IPED day to the high school
students of KCSTI.

Part III - Gathered responses on the awareness of high school students of KCSTI about
IPED day.

Data Gathering Procedures

The researchers conducted the study at high school department Kalinga Colleges of Science and
Technology, Inc. Bulanao, Tabuk, Kalinga. The researchers asked permission from the high school
department in-charge Upon approval, by the high school department in-charge, the researchers
personally went to the high school department of Kalinga Colleges of Science and Technology.

Interviewing per year level was done by the researchers and explains to the respondents the
importance of their response to the study. The researchers clarified some terms so that the
respondents can answer the questionnaires with full knowledge of their responsibility as the subject of
the study. The researchers requested the respondents to answer with all honestly. The researchers used
qualitative research. After the respondents answer the questionnaires, the researchers collected it.
Based on the data, the researchers come up with a conclusion and recommendation for this study.

Treatment of the Data

The data gathered on the received questionnaires were collected and only one male
respondents of the 22 students of Kalinga Colleges of Science and Technology Inc. Bulanao, Tabuk,
Kalinga respondents.
CHAPTER III

PRESENTATION AND INTERPRETATION OF DATA

This chapter presents the interpretation of the data gathered in response to the specific problems
determined in the study.

The total population of the Junior High School of Kalinga Colleges of Science and Technology Inc. is 96.
There are 4 students of the 14 total population of grade 7, 4 students of the 21 total population of grade
8, 4 of the students of the 24 total population of grade 9, and 10 of the students of the 37 total
population of the grade 10. only one male students of the grade 7 was not aware of the IPED
celebration. This male grade 7 student is from Davao who with his auntie here in Bulanao, Tabuk,
Kalinga. While interviewing him, he was amazed on the cultures and traditions that we have. He told us
that we must have to celebrate IPED day for them to know more about these cultures and tradition we
have.

As an IP student, must have to know this IKSP for you to know more deeper what an IP means.

Here are the factors in celebrating IPED day in the Kalinga Colleges of Science and Technology Inc.

1. To enhance our heritage among students and teachers. (Making of Bigao. Did Tesda teach this?
2. Preservation of the IKSP for the next generation.
3. Knowledgeable of our custom laws and cultural values.
Custom laws= amicable settlement by the elders.
Cultural values= hospitality, humanity, camaraderie. Nobody commands us, maintain social
obligation to the ICC.
4. To inculcate to the students the value of our rituals and beliefs.
(Through observation you dance with the singing of the gong, but nobody teaches you while
modern dance, you need to know the rhythm and counting.
5. To integrate cultural practices and traditions to our curriculum. (Indigenous way of respect or
preservation to our environment.)
6. To inculcate to the young generation the important of our astronomical calendar.
7. In compliance of Dep-Ed existing memorandum and administrative order, school-based
celebration of the Indigenous month compliant to R.A 8371.
8. Preservation and the proper use of our native attire.

In celebrating IPED day at the Kalinga Colleges of Science and Technology Inc. Bulanao, Tabuk,
Kalinga, students of the said school will know deeper what IPED day means and also to value it
not for compliance only. Now that we have now the subjects, mother tongue. Indigenous
education is a kind of education that recognized IP cultures as the foundation of learning that
begin in our own community. Effort should be made that the IP have to access education that is
culturally and linguistically appropriate and does not aim or result unwanted assimilation and
instruction in the mother tongue language is recommended for IP youth and adult. Above all,
education is needed to ensure the survival and transmission of knowledges and world views that
uphold spiritually, abundantly, and sustainability living within in the carrying capacity and
making collective division for the benefit of all.

CHAPTER IV

SUMMARY OF FINDINGS, CONCLUSIONS AND RECOMMENDATIONS

Summary of findings

Among the 22 students of Kalinga Colleges and Science Technology Inc. high school
department Bulanao, Tabuk, Kalinga, only one male of the grade 7 students who is not aware of the Iped
celebration due to he’s not belong to the IP group. He’ with his auntie here in Kalinga, but through this
research, he was amazed to our traditions and culture. He also encourages us, the researchers to let the
young one or the elementary level to be aware of this. We come up in our mind to value all of these not
only for compliance but it’s our opportunity to know more deeper in our identity.

Conclusions

Based on the findings of this study, the following conclusions were drawn:

1. Celebrating IPED day at the Kalinga Colleges of Science and Technology Inc. Bulanao, Tabuk,
Kalinga had a big impact to the high school students of the said institution.
1.1 They enjoyed participating native contested activities.
1.2 They value their culture.
2. There is a significant difference in not celebrating IPED day at the said institution.
2.1They will not aware of the culture and tradition where they belong.

Recommendations

Based on the important findings revealed in this study, the following recommendations are submitted:

1. Kalinga Colleges of Science and Technology Inc. Bulanao, Tabuk, Kalinga is recommended to
celebrate IPED day.
2. Kalinga Colleges of Science and Technology Inc. Bulanao, Tabuk, Kalinga is recommended to
integrate cultural practices and traditions to the curriculum.
