A. INTRODUCTION
The scope of this Health and Safety Plan relates to the first stage of Construction and Building
Works. During the development of the project provisions regarding Track Works and Trains and
Systems shall be incorporated, as well as other necessary adaptations regarding all activities
concerned.
A. 1 PLAN OBJECTIVE
The purpose of this Health and Safety Plan is to establish for the duration of the works, the
provisions and action to take with respect to the prevention of risks involving accidents and
occupational ill health.
This Plan shall be updated when required by the various works packages or when conditions or
processes significantly change. Any amendments to the plan will be submitted to the Engineer
• Personnel transportation.
The plan shall be reviewed at least every three months based on the works progress. A formal
review shall be carried out annually after each management review. The results of this review shall
be presented to the Engineer for approval.
A. 3 HEALTH AND SAFETY MANAGEMENT SYSTEM
The health and safety management system described in this Safety and Health Plan which focuses
on:
• Eliminating or minimizing the risks of accidents and occupational Ill Health employing the Zero
Harm and Zero Defects Policy.
• The involvement of all interested groups, including clients and suppliers and stakeholders.
The Occupational Health and Safety Assessment System are modelled as follows.
• Accident/incident statistics
• Results of previous accident investigations, corrective actions carried out on the system
since the last review.

• Report from the H & S staff on overall system performance
• Reports on identification, assessment and periodic risk monitoring and updating of the
master risk register
• Legislative changes
A. 4 WORKS DESCRIPTION
The execution of the construction works, supply and installation of the SAMA BBC PROJECT
consisting of the following:
• Excavation
• Substructural concrete works
• Super structure concrete works
• Electro mechanical works
• Finishing works
• Furniture works
1. Project Manager
The Project Manager together with the HSE officer are the only the interface between the Engineer
and the client.
The PMs are solely responsible for the execution of their project and will offer strategic professional
advice and technical guidance to his department staff. The PM is accountable for managing the
progress of the Project from planning to handover, ensuring the results are in accordance with the
Project requirements documentation and will immediately report any major deviations from the
requirements in their management meetings. They shall ensure implementation of HSE policies and
procedures. They are assisted in his role by the Project Management Office and the System Design
Coordination.
H&S Officer is accountable for the occupational health and safety performance of his worksite. The
responsibilities assigned to H&S Officers shall include, but shall not be limited to, the following:
• ensure that all personnel at the work site are trained in the contents of the relevant work
• Ensure that all personnel required to work at the relevant workplace are inducted
accordingly.

• ensure that employees are provided with and trained in the proper use of plant and equipment
and PPE to a level of competency that shall eliminate risks to their health and safety
• assist in the reporting and investigation of incidents and accidents and ensure that
appropriate corrective action is taken where required
• Ensure that sub-subcontractors and their employees adhere to their health and safety
obligations, including evidencing proof of compliance by providing documentation for
equipment.
• Conduct Tool Box Talk daily before works starts outlining possible risks and preventions as
per activities taking place on site
