The Philippine Statistics Authority (PSA) is currently conducting the 2024 Census of Population (POPCEN) and Community-Based Monitoring System (CBMS), or
2024 POPCEN-CBMS. The POPCEN aims primarily to update the population count in all barangays nationwide. The CBMS, on the other hand, refers to an organized
technology-based system of collecting, processing, and validating necessary disaggregated data that may be used for planning, program implementation, and impact
monitoring at the local level while empowering communities to participate in the process.
The conduct of the POPCEN is pursuant to RA 10625 (Philippine Statistics Act of 2013) and Executive Order No. 325. The conduct of the CBMS, on the other hand,
is pursuant to Republic Act (RA) No. 11315, otherwise known as the CBMS Act, which authorizes the PSA to prepare and conduct periodic compendium of localized
facts, figures, and maps on the different dimensions of poverty such as health, nutrition, water, sanitation, shelter, education, income, employment, security, and
participation every three years.
Section 25 of RA 10625, states that all respondents, whether natural or legal persons including all barangay Local Government Units (LGUs) are obliged to provide
TRUTHFUL AND COMPLETE ANSWERS. Hence, please answer all the questions that will be asked by our census interviewer.
By responding to this questionnaire, you are providing information and authorizing the PSA to collect data about your barangay, in which such data may also be
shared to the national government agencies for monitoring purposes and for possible assistance that may be extended by your LGU. The data that you will provide in
this BPQ will also be stored and archived in the PSA's National CBMS Databank. Moreover, the BPQ data will be used to update the urban-rural classification of
barangays and for other purposes.
Rest assured that the data that you will furnish in this data collection activity shall be considered PRIVILEGED COMMUNICATION and as such shall be inadmissible
as evidence in any legal proceeding. Moreover, Section 4(e) of RA 10173 (Data Privacy Act of 2012) states that data privacy does not apply to “information necessary
in order to carry out the functions of public authority which includes the processing of personal data for the performance by the independent agencies of their
constitutionally and statutorily mandated functions.”
This 2024 POPCEN-CBMS was reviewed and cleared under the Statistical Survey Review and Clearance System (SSRCS) with clearance number and expiration
date provided in the upper left-hand corner of this questionnaire.
