Role responsibilities and duties


The ACMA’s Communications Infrastructure Division (CID) carries out a range of
functions including spectrum planning and engineering, licensing and infrastructure
safeguards and spectrum allocations.

The Licence Allocation Section (LAS) provides a range of licensing, frequency


assigning and other spectrum management services. LAS is also responsible for
managing complex enquiries and complaints associated with the issue of licences
under the Radiocommunications Act 1992 and the Broadcasting Services Act 1992.

EL1- Assistant Manager, Engineering and Licensing Technical Services.

This opportunity is for an ongoing Executive Level 1 to play an important role in


supporting the ACMA’s spectrum management activities. The position may also be
required to provide assistance and advice to other ACMA business areas.

As Assistant Manager, Engineering and Licensing Technical Services, you will have
demonstrated problem solving, analytical and technical skills that can be applied in a
spectrum management environment, a sound understanding of, or the ability to
acquire an understanding of spectrum management and radiocommunications
licensing practice, and the ability to provide and manage the production of timely,
accurate and high-quality advice to assist the Manager, Licence Allocation Section
and other areas of the ACMA in the performance of regulatory and operational
functions.

APS6- Engineering and Licensing Technical Services Officer.


This opportunity is for an ongoing ACMA6 to play an important role in providing
engineering and technical services associated with the ACMA’s radiocommunications
licensing activities

As Engineering and Licensing Technical Services Officer you will have demonstrated
technical skills that can be applied in a spectrum management environment, and/or a
sound understanding of spectrum management and radiocommunications and
broadcast licensing practice, combined with analytical skills and the ability to provide
timely, accurate and high-quality advice to assist the Manager, Licence Allocation and
the ACMA senior management team and other areas of the ACMA in the performance
of regulatory and operational functions.

based tools and capabilities to extract, synthesise and analyse data to align with those
requirements.

As Assistant Manager, Engineering and Licensing Technical Services, the occupant of


this position is expected to:

• Undertake analysis of spectrum use and population data to support spectrum


management and broadcasting planning, policy and licensing activities and
other regulatory and operational activities across the ACMA.
• Manage the production of regular reports on licensed spectrum use and other
ad hoc reports as required.
• Provide high quality, advice on the implementation of spectrum planning and
radiocommunications licensing policy decisions within the ACMA’s spectrum
management system.
• Contribute to the development and implementation of system specifications for
the ACMA’s spectrum management system.

As Engineering and Licensing Technical Services Officer, the occupant of this position
is expected to:

• Undertake analysis of, and provide reports on, spectrum use to support
radiocommunications licensing and other spectrum planning tasks.
• Contribute to the development and implementation of system specifications for
a future spectrum management system.
• Undertake other licensing and section tasks as required.

Suitable candidates may be placed on a merit pool from this selection process and be
used to fill similar ongoing or non-ongoing roles. Non-ongoing vacancies filled from a
merit pool may be offered as a specified term. Applicants may have their application
and assessment results shared with other Australian Public Service agencies looking
to fill similar roles.

Eligibility
To be eligible for ongoing employment with the ACMA, applicants must be an
Australian citizen.

The successful applicant must be able to obtain and maintain a Negative Vetting Level
1 level security clearance or hold a current security clearance of an appropriate level.
