1. Market Manuals
The market manuals consolidate the market procedures and associated forms, standards, and policies
that define certain elements relating to the operation of the IESO-administered markets. Market
procedures provide more detailed descriptions of the requirements for various activities than is
specified in the “Market Rules”. Where there is a discrepancy between the requirements in a
document within a market manual and the “Market Rules”, the “Market Rules” shall prevail.
Standards and policies appended to, or referenced in, these procedures provide a supporting
framework.

This document is Volume 3.0 of the market manuals, and provides an overview of “Market Manual 3:

2.1 Purpose
The metering manual is designed to provide an overview of the metering procedures required for
registering as a metering service provider (MSP) and for registering a metering installation in the
IESO-administered markets.

2.2 Scope
This overview is intended to provide a summary of the steps and interfaces for metering service
providers, metered market participants (MMPs), and the IESO, for metering-related registration
activities. Procedural work flows and steps described in component procedures serve as a roadmap
for metering service providers, metered market participants and the IESO, and reflect the
requirements set out in the market rules and applicable IESO policies and standards.
The information provided in the metering manual is not intended for use as training material for the
above referenced procedures, and specific procedures internal to the IESO are not provided.

2.3 Who Should Use This Manual


The intended audiences for the metering manuals are metering service providers. Metered market
participants should refer to this manual for reference purposes.

2.4 Conventions
The standard conventions followed for market manuals are as follows:
• The word ‘shall’ denotes a mandatory requirement;
• Terms and acronyms used in this market manual including all Parts thereto that are
italicized have the meanings ascribed thereto in Chapter 11 of the “Market Rules”;
• Double quotation marks are used to indicate titles of legislation, publications, forms and
other documents.
Any procedure-specific convention(s) shall be identified within the procedure document itself.

3.3 About the Procedures in this Manual


The following is a synopsis of each of the procedures that comprise the ”Metering Manual”.

3.3.1 Part 3.1: MSP Registration, Revocation and De-registration


This procedure provides an overview of the metering service provider registration process, and
describes the requirements, forms and steps to register as a metering service provider. Maintenance
processes, such as revocation and de-registration are also described.

3.3.2 Part 3.2: Meter Point Registration and Maintenance


This procedure is the second step in registering a metering installation and follows the procedure
described in “Part 3.8: Creating and Maintaining Delivery Point”. This procedure defines the
registration processes for meter points. Procedures are also defined for registering changes to a
metering installation.

3.3.3 Part 3.4: Measurement Error Correction


This procedure explains what measurement error corrections are, and how to calculate and submit
them for the purposes of metering installation registration or upgrades.

3.3.4 Part 3.5: Site-Specific Loss Adjustments


This procedure explains what site-specific loss adjustments are, and how to calculate and submit them
for the purposes of metering installation registration.

3.3.5 Part 3.6: Conceptual Drawing Review


This procedure describes how to prepare and submit single line diagrams to the IESO for preliminary
review. The single line diagram can be for a proposed metering installation or for proposed changes
to an existing metering installation. The IESO provides this review as a service to metering service
providers and metered market participants.

3.3.6 Part 3.7: Totalization Table Registration


This procedure describes how to register totalization tables with the IESO. Totalization table
registration is the third step of the metering installation registration process.

3.3.7 Part 3.8: Creating and Maintaining Delivery Point


Relationships
This procedure describes how to create and modify delivery points for both the energy market and
transmission tariffs. Creating a delivery point is the first step in the metering installation registration
process.

3.3.8 Part 3.9: Conformance Monitoring


This procedure describes how the IESO monitors the conformance of metering installations and
metering service providers to the ”Market Rules” and provides the steps required to comply for
market participants, metered market participants and metering service providers.

3.3.9 Part 3.10: Transmission Grid – High Voltage Metering


This manual describes the implementation and registration process for transmission grid high voltage
metering installations, which is part of the registration process for a metering installation in the IESO
marketplace.

4. Applicability of Procedures
