INTRODUCTION

The agricultural extension system in Nigeria serves as a cornerstone of the nation's

agricultural landscape, embodying a multifaceted approach to addressing challenges,
fostering innovation, and driving sustainable growth in the sector. With a rich tapestry of
diverse ecosystems and agricultural practices, Nigeria relies heavily on its extension services
to disseminate knowledge, provide technical assistance, and facilitate the adoption of best
practices among farmers and stakeholders.

In the context of this report, we spotlight two pivotal institutions that stand at the forefront of
Nigeria's agricultural extension efforts: the Cocoa Research Institute of Nigeria (CRIN) and
the Rubber Research Institute of Nigeria (RRIN). These institutions, with their distinct
histories, mandates, and achievements, represent pillars of expertise and innovation within
their respective domains of cocoa and rubber production.

CRIN, established in 1964, emerged as a beacon of agricultural research excellence,

particularly in the realm of cocoa cultivation and allied crops. Situated in Ibadan, Oyo State,
CRIN's founding marked a significant milestone in Nigeria's quest for agricultural self-
sufficiency and global competitiveness in cocoa production. Over the years, CRIN has
evolved into a dynamic hub of research and development, pioneering disease-resistant
varieties, optimizing cultivation techniques, and spearheading knowledge dissemination
initiatives to empower farmers across the nation.

On the other hand, RRIN traces its origins to legislative frameworks established in the 1960s
and 1970s, culminating in its formal inception as a Federal Government agency dedicated to
rubber research and development. With a mandate encompassing genetic improvement,
agronomic practices, processing techniques, and socio-economic research, RRIN has played a
pivotal role in propelling Nigeria's rubber industry forward, contributing to economic growth,
rural livelihoods, and global market competitiveness.

As we delve deeper into this report, we aim to unravel the intricate tapestry of CRIN and
RRIN's contributions to Nigeria's agricultural extension system. By examining their founding
principles, geographical locations, mandates, and notable achievements, we seek to shed light
on the transformative impact of these institutions on sustainable agricultural practices,
productivity enhancement, and ultimately, the overarching goal of ensuring food security for
the nation.

1
Through a comprehensive analysis of CRIN and RRIN's endeavors, we endeavor to glean
insights into the challenges, triumphs, and future trajectories of Nigeria's agricultural
extension landscape. By celebrating their successes, acknowledging their contributions, and
identifying areas for growth and collaboration, we aim to chart a course towards a more
resilient, inclusive, and prosperous agricultural future for Nigeria.

The Cocoa Research Institute of Nigeria (CRIN)

HISTORY AND MANDATE
The Cocoa Research Institute of Nigeria (CRIN), a pioneering institution dedicated to
advancing agricultural research and fostering sustainable practices in the realm of cocoa and
allied crops. Established in Ibadan, Oyo State, on the 1st of December, 1964, CRIN emerged
as an autonomous research organization succeeding the Nigerian Substation of the defunct
West African Cocoa Research Institute (WACRI) as mandated by the Nigeria Statute, Act
No. 6 of 1950. This transition was necessitated by the establishment of the WACRI
headquarters in Tafo, Ghana, in 1964, which led to the restructuring of its regional branches.

Initially tasked with the critical responsibility of conducting research to enhance the
production of disease-free or disease-resistant cocoa, CRIN's mandate was broadened beyond
the purview of WACRI by the Nigerian Research Institutes Act No. 33 of 1964. This
expansion included the inclusion of research on kola and coffee in addition to cocoa,
reflecting a commitment to a diversified agricultural research agenda.

In a significant development in 1975, the Agricultural Research Institutes (Establishments,

etc.) further enlarged CRIN's research activities by incorporating cashew and tea into its
mandate. Consequently, CRIN emerged as an institute with a multifaceted mandate,
conducting research on five key crops—Cocoa, Kola, Coffee, Cashew, and Tea—across the
length and breadth of Nigeria.

The institute's commitment to agricultural research goes beyond the scope of cocoa,
extending its expertise to a diverse range of crops crucial to the country's economy. CRIN has
been at the forefront of groundbreaking research, introducing disease-resistant varieties,
optimizing cultivation practices, and developing efficient processing techniques. These
efforts not only enhance crop yields but also contribute significantly to the sustainability and
prosperity of the agricultural sector in Nigeria.

As a center of excellence, CRIN plays a pivotal role in disseminating knowledge and

providing training to farmers and stakeholders. Through collaboration with international

2
organizations, the institute ensures that it remains at the forefront of global agricultural
research and innovation. The continuous expansion of CRIN's mandate reflects its dynamic
and adaptive approach to meet the evolving needs of the agricultural landscape in Nigeria,
making it a cornerstone in the nation's journey towards agricultural excellence and food
security.
