7. The proponent shall take

8. The industry shall take
adequate measures for control of noise from its own sourceso as to comply
with the standards as
may be applicable. Noise Level should not exceed 75 dB (A) and 70 dB (A)
during daytime and night times respectively.
9. DG Sets shall meet the noise and air emission standards prescribed under The Environment
(Protection) Rules, 1986 and shall be provided with integral acoustic enclosure. The applicant shall
comply with order of Hon,ble National Green Tribunal dated 11.05.2015 in Appeal No. 12(Tsc) of
2013, Original Application No. 17(THC) of 2013 and Original Application No. 32ITHC) of 2013 and
implement all conditions in the CPCB Guidelines for DG Set. The DG set which are 15 years old or
completed 50,000 Hours of Operation shall not be used.
10.The unit shall provide minimum stack height (H) to the DG sets as per the formulaH =h + 0.2
sQRT (KVA) where KVA= total generation capacity and h= Height of the building where DG set is
installed.
1. The Industry shall take appropriate measures to ensure that the ground level concentration shall
comply with revised National Ambient Air Quality Standards dated 16.11.2009 notified by
MoEF&CC, GOL.
12. There shall not be any be perceptible odour outside the industry's premises.
3. Any change in the emission source / process / Air Pollution Control System / fuel shall be brought
to the notice of this Authority in writing and fresh consent has to be obtained, as required.
4. The unit shall submit the Environmental Statement in Form V before 30th September every year
as per the Rule No.14 of the E(P) Rules, 1986 & Amendments.
15. Specific Conditions
(a) This Air Consent Order (To Operate) Renewal is issued towards the unit's online Application,
submitted vide PPCC - Online Consent Management Portal - www.ponocmms.nic.in, vide No. 245563

dated 25.01.2022.
(b) The Name and Style of the unit, viz., "M/s. Mohan Breweries and Distilleries Ltd.," herewith
stands amended to "M/s. Devi Innoventures LLP.," henceforth.
(C) No other product, other than permitted, viz,, Glass Bottles (Soda Lime Glass) shall be
manufactured, in the unit and the production capacity shall not exceed, as permitted, viz., 240 TPD,
without obtaining prior consent from this Committee.

(d) For Raw Material Handling and Feed to End Port Continuous Regenerative
Furnace
i) The Raw Materials, such as, Sand, Soda Lime Glass Cullets, Soda Ash, Lime Stone, Sodium
Sulphate, Selenium and Carbon, shall be stored in separate and closed sheds, such that, there is no
wind action on the same to create
any fugitive emissions.
(ii) The Raw Materials shall be mixed, transported and loaded into the in wet condition only,
through mechanized Conveyors and Mixers, to avoid dust emissions. Furnacg,

h e Storage of Furnace Oil, Diesel and LPG shall be as per the prescribed safcty norms, such as
OISD 156, PES -Explosives Act, etc., as applicable.
(h) There shall be no any
spillage of any oil on the land in and around the premises.

The revised standards mentioned under the Special Conditions, shall be applicable for the whole
production capacity of the unit and shall be in force, in accordance with the Rules / Laws /Notifications,
issued under the Environment (Protection) Act, 19986 and its amendments till date.
G) Implementation Schedule for Strict Compliance
D The unit shall engage an NABL Accredited Laboratory, for collection and analysis of samples, for
Parameter of Ambient Air Quality, Emissions of the Furnace Stack, Stacks of DG Sets and Noise
Parameters, as imposed vide this Consent Order and the reports of the same, shall be submitted to this
Committee, once every Six (06) Months. This is for Strict Compliance.
T h e unit has obtained and submitted clearance from the PESO, for storage and deployment for use
of LPG, Furnace Oil and Diesel, inside the premises of the unit. However, the unit has not obtained and
submitted clearances from the District Administration, Puducherry, Inspector of Factories and Boilers,
Puducherry and the Fire Department, Puducherry for the same. The copies of the same shall be obtained
and submitted to this Committee, on or before 31.08.2022.
(in) The unit shall obtain clearance under the provisions of the Hazardous and Other Wastes
(Management and Transboundary Movement) Rules, as amended till date, for storage and disposal of
Waste Bags, Drums / Barrels of Sodium Sulphate and Selenium, respectively, Waste Oil, oil Soaked
Cotton Wastes, Waste Oil Filters, etc., from the DG Sets and the Fly Ash obtained from the Recuperator
and the copy of the same shall be submitted to this Committee, on or before 31.08.2022. The above said
wastes shall be segregated, stored and disposed off as per the provisions of the Hazardous and Other
Wastes (Management and Transboundary Movement) Rules, as amended till date, as applicable.
Disposal of any of the above said wastes in and around the unit, is strictly prohibited.
(iv) The unit shall properly collect the carton boxes and other paper based and / or plastic based packing
material and shall dispose the same to the authorized recyclers. The unit shall obtain clearance under the
Plastic Waste Management Rules, 2016, as applicable and the copy of the same shall be submitted to
this Committee, on or before 31.08.2022. Disposal of any of the above said wastes in and around the
unit is strictly prohibited.
(v) The unit shall scrap the existing DG Sets (05 Nos.) each of 1000 KVA, which are more than 15
years old and shall be replaced with newer ones, as per the prevailing Guidelines for DG Sets, as
notified vide Clause 9 of the Section "Special Conditions", of this Consent Order. The unit shall ensure
that, the total capacity of the DG Sets shall not exceed the Sanctioned Power Load of the unit. This is
for Strict Compliance of the same and compliance statement shall be submitted to this Committee, on or
before 31.08.2022. Before installation of any new DG Set, the unit shall apply and obtain separate
clearance (CTE) from this Committee, via, PPCC Consent Management Portal - www.ponocmms.nic.in,
duely filled in, in prescribed forms and consent fees for one year.
(vi) The unit shall connect the Online Continuous Emission Monitoring System for analysis of
Particulate Matter and Total Fluorides in the End Port Continuous Regenerative Furnace Stack, to the
Server of PPCC,for seamless transfer of data, on or before 31.08.2022.,

irnposed above, this Consent order becomes void, the fees paid so far (Rs. 2,50,000/- (Rupees Two Lakhs
and Fifty Thousand Only)) gets forfeited, the unit shall be further prohibited to apply for the renewal of
this Consent Order, which means the unit shall immediately stop the operations and close the unit, and the

of the Rules / Notifications / Laws. This is for strict compliance, instantly, as the unit has already failed to
comply with the implementation schedules issued earlier and has sought additional time schedule.
(0) For Better Environmental Management:
(i) Energy conservation measures like installation of energy efficient lighting systems, like LED's for
lighting the areas inside and outside the building should be integral part of the design. Used CFL's/TFL's/
L.ED's should be properly collected and disposed off/ sent to for recycling as per the prevailing
guidelines/ rules of the regulatory authority to avoid toxic contamination.

(ii) Use of Solar panels may be adopted to the maximum extent possible, especially for streetignts wil
the campus.

(iii) Energy Audit and annual reduction pattern to be

planned and intimated to this committee.
(iv) Systematic Plantation of suitable varieties of
trees, shrubs and climbers etc., shall be done in phased
manner, with plan budget over a period of years covering the entire available vacant area.
(V) Appropriate rainwater harvesting structures and Farm Ponds shall be established on scientifie basis.
Vi) The unit shall declare itself an "Single Use Plastic Free Zone" and maintain the same, in
compliance with the Notification issued by this Committee on Ban of Single Use Plastics, G. 0.

7. All the conditions shall be enforced under the provisions of the Environment (Protection) Act, 1986,
along with its amendments, from time to time.
