Introduction In today's fast-paced and data-driven world, the integration of Management

Information Systems (MIS) has become indispensable for organizations aiming


to enhance their operational capabilities and strategic planning. For the
departments such as Department of Public Works and Highways, the adoption
of a robust MIS framework is a critical component in achieving its mission to
provide quality infrastructure and public services. The effectiveness of the MIS
within underscores the department's dedication to harnessing technological
advancements to streamline processes, improve service delivery, and ensure
accountability. The role of Management Information Systems (MIS) in modern
organizations cannot be overstated. With comprehensive data on project
timelines, budgets, and resource allocation, the department can ensure that
projects are completed on time and within budget. Additionally, MIS supports
the identification and mitigation of potential risks, thereby minimizing delays
and cost overruns. The effectiveness of the Management Information System
in the in different fields is pivotal to the department's success in delivering
high-quality public works and infrastructure services. It can achieve greater
efficiency, transparency, and strategic alignment, ultimately contributing to
national development and public welfare.
Purpose The primary purpose of the MIS is to streamline the department’s operations
through effective data management and utilization. By facilitating the seamless
flow of information across various levels of the organization, MIS enhances
decision-making processes, project management, and resource allocation. The
system integrates data from multiple sources, providing a holistic view of
operations, which is essential for planning, monitoring, and evaluation.

The Purpose of the Study The purpose of this study is to evaluate the
effectiveness of the Management Information System (MIS) used. It aims to
assess how well the MIS improves operational efficiency, decision-making,
project management, transparency, and resource utilization. Additionally, the
study seeks to identify areas for improvement, support strategic planning, and
enhance the department's contribution to public welfare and national
development. The goal is to provide actionable insights and recommendations
to optimize the MIS and better support the different fields and department's
mission.

b. gender
c. years of service
2. To what extent is the effectiveness of Information Management System?
3. Is there a significant difference in the perception of the respondents on the
extent of effectiveness on the implementation of the Information
Management System when group according to their profile?
4. What measures can be proposed to enhance the effectiveness of the
implementation of information management system?
Hypothesis There is no significant difference in the perception of the respondents
on the extent of effectiveness on the implementation of the Information
Management System when group according to their profile.
Significance This study holds significant implications to Management in informing decisions
of the Study regarding resource allocation and improve strategic planning. To Engineer
Staff, to streamline project management, improv collaboration and provide
access to real-time data analytics. To Researchers, in adding information and
benefited insights and explore new methodologies and best practices. And to
Future Researchers, in providing foundational understanding and offer basis
for comparative studies and benchmarking against study standards, trends
within the sectors.
Theoretical One prominent theory is the Technology Acceptance Model or (TAM)
Framework proposed by Davis on 1989, it suggests that the perceived usefulness and ease
of use are critical factors influencing individuals’ acceptance and utilization of
technology, including information system. This model helps explain why some
information management systems succeeds in gaining user acceptance and
support while others may face resistance.
Conceptual The researcher made used of Input-Process-Output (IPO) model as a
Framework framework that helps in understand and analyze the flow of activities of the
research. For the study on Effectiveness of Information Management System
within the Department of Public Works and Highways.
The input load includes the age, sex, years in service and educational
attainment and Effectiveness of Information Management System by providing
the necessary resources and initial conditions for the effectiveness of IMs.
The process load includes the analysis and determining the Information
through a survey quest Management System through questionnaire in
transforming inputs into valuable output.
The output load shows the proposed measures and attainable results of
the effectiveness of information management that demonstrate the success in
implementation in costumer focus, records management, processing time,
cost-effectiveness, emergency preparedness and response, environmental
impact and overall impact that validate the effectiveness of the conceptual
framework and guide further refinements and improvements of the current
study.
Research The researcher employed a descriptive research method, which entailed the
Design careful selection of respondents, the use of specific research instruments, and
a strategic approach to data collection and interpretation. Polit and Hungier
(1999) state that descriptive research aims to describe existing conditions and
may reveal new facts and meanings. Its primary purpose is to observe,
describe, and document various aspects of a situation as they occur naturally.
Data collection methods in descriptive research include questionnaires,
interviews with closed questions, and observational checklists. Ethridge (2004)
explains that descriptive research presents a statement of affairs without the
researcher exerting control over variables. This type of research seeks to
determine, describe, or identify what exists, as opposed to analytical research,
which attempts to explain why or how a situation has developed. Fox and Bayat
(2007) suggest that descriptive research
illuminates current issues or problems through comprehensive data collection,
allowing for a more complete description of the situation. They note that it
often involves describing the characteristics and behavior of a sample
population.
Magsajo-Sarno (2010) further elaborates that descriptive research includes
describing, recording, analyzing, and interpreting the current nature,
composition,
or phenomena.
Study Site The study is conducted in the Province of Isabela, located in the
and northern part of the Cagayan Valley Region, encompassing various cites and
Participants municipalities. Isabela continues to thrive, contributing to the enhancement of
people's lives and the development of infrastructure and construction to meet
the community's needs. The participants in this study include engineer
supervisors and project engineers from different sections of the organization
involved in road construction and government projects. Additionally,
employees from the engineering offices in the 4th district of the Isabela DPWH
office, including municipal, city, and provincial engineering offices responsible
for road construction, are also part of the study and job order employee were
not included.
Population, The respondents consist of 146 employees from the city, municipal, and
Sampling provincial DPWH offices in the 4th district of Isabela, including supervisors,
Size and project engineers, and heads of construction projects. Using the Raosoft
Sampling calculator, a sample size of 106 respondents will be employed for the study.
Methods The list of participants was obtained from the roster of employees of the
Department of Public Works and Highways in the province. Given that the total
number of participants is 106, the study made used of a random sampling
method for selecting respondents.
Instrument The researcher used the survey questionnaire as the study's main tool to
gather and obtain relevant data. It is adapted from the study of Molina (2017)
entitled Implementation of Integrated Management System of Development
Bank of Isabela; however, the researcher made some revisions to fit the study's
need. It consists of three parts, namely:
Part I - Profile of the Respondents. It was used to acquire and gather the
necessary data about the respondents' demographical profiles.
Part II - The aspects to consider in determining the effectiveness of the
information management system (IMS), namely: (1) Customer Focus; (2)
Records Management; (3) Processing Time; (4) Cost-Effectiveness; (5)
Emergency Preparedness and Response; (6) Environmental Impact; and (7)
Overall Impact.
Data The researcher used the following procedures to collect data to attain the
Gathering objectives of the study:
Procedure  The researcher sought approval from the Heads of DPWH for the conduct
of the study.
 After the approval the researcher adapted and revised the survey
questionnaire with the assistance of the adviser.
 Pilot testing was also done to evaluate the validity and reliability of the
questionnaire to the engineers and job order employee summing up with
the Cronbach alpha of .881.
 The researcher personally distributed and retrieved the questionnaire
from the respondents.
 The data were tallied and presented in table form for easy interpretation
of data.
Data 1. Descriptive statistic was used namely simple frequency, percentage,
Analysis mean and t-test to analyzed the data. Simple Frequency shown the
number of times (frequency) that such consecutive score was made.
Percentage denotes the relationships between magnitudes or the
relationship for numerical analysis on the demographic profile of the
respondents. Weighted Mean used to measure a position or central
tendency in a single figure representing the general level of magnitudes
or values of the items in a data set according to the effectiveness of the
information management system as perceived by the respondents
themselves.
2. Analysis of Variance (ANOVA) used to determine if there is a significant
relationship between the respondents' demographic profile and the
determination on the effectiveness of the information management
implementation system.
3. To facilitate the respondents' responses, they were quantified and
interpreted using a 5-point Likert Scale with the
corresponding qualitative interpretation.
