A Brief Introduction of Multilateral Development Banks Electronic Government Procurement Handbook (Toolkit)

Why do we need a e-GP Handbook (Toolkit)?


Provide specific guidelines to MDB staff and borrowers on the requirements for using electronic procurement under MDB financed projects. Serve as a knowledge product for helping MDB member countries in developing and implementing e-GP/e-PP Fill the gap in up-to-date e-GP knowledge products and meet the market demand

The Origin of the Handbook (Toolkit)


In 2002, ADB, AfDB, IDB and WB formed a MDB e-GP working group to coordinate MDB e-GP initiatives and develop related policies and guidelines (UNCITRAL joined the group later) In 2004, MDB e-GP Working Group published a set of documents which included a e-GP strategic panning guide, e-GP readiness assessment guide, MDB etendering requirements, e-GP roadmap and other related documents. These documents are collectively referred to as the MDB e-GP Toolkit (accessible at www.mdbegp.org)

Since 2004, the MDB e-GP Toolkit has been used in many MDB member countries in e-GP readiness assessment, planning, development and implementation.

In 2010, the MDB e-GP Working Group in Manila decided to update the MDB e-GP Toolkit.

ADB took the lead in this initiative with strong budget support in partnership with other MDB eGP WG members.

Who wrote the draft Toolkit?


A team of top electronic procurement experts are engaged to work on the new toolkit:
Paul Schapper, Author of 2004 Toolkit Dale Neef, Author of e-Procurement: From Strategy to Implementation 2000 Joseph Fagan, Has done numerous MDB e-GP assignments in many countries. Steve Mutkovski, Consultant

Who will use the Toolkit?


MDB procurement staff Government personnel responsible for planning, developing and implementing e-GP Policy/law makers and government officials responsible for public procurement Private sector/users of e-GP system IT firms or government in-house IT teams designing and providing e-GP software
