Government of Tamil Nadu through Directorate of Town and Country Planning
intends to engage Consultants to provide consultancy services for the “Preparation of
GIS based Master Plans for Tamil Nadu under AMRUT 2.0 Sub scheme” in accordance
with the provisions of the Tamil Nadu Town & Country Planning Act, 1971. The
Director of Town and Country Planning (DTCP), Tamil Nadu, invites RFP from eligible
bidders for „Preparation of GIS based Master Plans for Tamil Nadu under AMRUT 2.0
Sub scheme as per the terms and conditions laid down in this Request for Proposal
(RFP). More details on the services required are provided in the attached Request for
Proposal (RFP).

The Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 stands as a
pivotal initiative on the path to realizing the vision of „Aatmanirbhar Bharat,‟
emphasizing the crucial needs for water security and functional water tap
connections in urban areas. In alignment with this mission, a robust geo-database, a
cornerstone of the Sub-Scheme, is envisioned to revolutionize urban planning
processes. This geo-database, generated under the ambit of AMRUT 2.0, will play a
multifaceted role in crafting master plans, development plans, zonal plans, local
area plans, town planning schemes, utility plans, and infrastructure plans.

The formulation of master plans for cities is recognized as a linchpin for effective
decision-making, fostering efficient land use practices, and promoting holistic urban
management. This initiative is poised to significantly contribute to the realization of
AMRUT 2.0 objectives, particularly in elevating project planning standards within the
water sector.

Guided by AMRUT 2.0 guidelines, this reform mandates comprehensive coverage,


focusing initially on Class-II Towns with populations ranging from 50,000 to 99,999.
However, with a nuanced approach, the scope extends to include the next class of
statutory towns in hilly and north-eastern States and Union Territories. The Sub-
Scheme ambitiously targets 675 cities/towns for coverage.

Implementing agencies, represented by the State Town & Country Planning


Departments and State Mission Directorates of AMRUT, are tasked with prioritizing
and selecting cities under the Sub-Scheme through the formulation of a State Action
Plan (SAP). In Tamil Nadu, the Directorate of Town and Country Planning assumes the
pivotal role of the State Nodal Agency (SNA) for implementing the scheme, ensuring
a cohesive and strategic approach.

With this backdrop, the Directorate of Town and Country Planning, Government of
Tamil Nadu, takes the lead in proposing a comprehensive plan for undertaking
essential work on identified AMRUT Urban Local Bodies (ULBs) in Tamil Nadu. This

endeavor marks a significant stride towards realizing the objectives of AMRUT 2.0,
promising a paradigm shift in urban planning and management for the betterment of
cities within the state.

Accordingly, the Directorate of Town and Country Planning, Government of Tamil


Nadu proposes to undertake work on the following Class II towns in Tamil Nadu as
packages.

3. In this context, DTCP invites e-tenders from experienced agencies under “Two
Cover System” for Preparation of GIS based Master Plans for Tamil Nadu under
AMRUT 2.0 Sub scheme. The Tender notification has been published after fixing the
date of opening of tender as 01.03.2024 at 3.30 PM. The details of the tender are
furnished in the following sections. The interested Bidders are requested to review
the AMRUT Master Plan guidelines as available on AMRUT website/TCPO Website.

4. TERMS OF REFERENCE
4.1 Scope of Work
The broad scope of work for the plan preparation shall include, but not be limited to
the following:
a) Stakeholder Engagement & Communication Plan
b) Information Gathering & Compilation
c) GIS-based Data Gathering & Mapping
d) Conduct Sectoral Analysis to inform the preparation of the Master Plans (e.g.,
Economic Development, Land Use & Mobility Integration, Infrastructure, Transit
Priority Corridors, TOD, Climate Adaptation, flood prone area / unstable / unsafe
area, informal settlements, and Slums, ecological important areas, protected
areas and key ecosystem services, areas of historical or archeological
importance, if any etc.) identifying key priority growth needs, areas requiring
upgrades & new development needs.

e) Master Plan Formulation
a. Vision
b. Key Strategies & Recommendations for each development sector
c. Zoning of land use for residential, commercial, industrial, agricultural,
recreational, educational, Agricultural, and other purposes together with
Zoning Regulations through land suitability analysis.
d. Proposed Land Use Map including layout/ network plan of existing and
proposed streets
e. Proposed Densities
f. Infrastructure/Service demand forecasting which takes into consideration
the need for improved access to resilient infrastructure by all groups and
genders
g. Open Space, Recreation & Public Space

mixed-use and mixed-income urban development
i. Land Pooling Area Development Opportunities
j. Proposals on Environmental Management & Climate Change Adaptation,
including delineation of environmentally/socially sensitive zones and
special regulations for such areas

u) The consultant is required to consult a variety of guidelines, rules, and
regulations at the state, national, and international levels, along with case
studies related to master plan preparation. These references will provide
valuable insights and best practices to inform the development of the master
plan for the project.
The Detailed description of the assignment and expected tasks with deliverables ,
but not be limited to the following:

Task 1 - Baseline Study – Study of available data and regulations


The Consultant is tasked with conducting a thorough baseline study to establish an
accurate understanding of the planning area's demographics, socioeconomic status,
environmental conditions, and physical characteristics. This entails developing a
detailed methodology, work plan, and schedule of action with timelines and
milestones, which includes the strategies planned in collection of secondary data,
survey locations, and stakeholder engagements.

The Consultant is required to review and identify the gaps in existing master plans,
development plans, and any other relevant studies within the planning area to
prepare a robust strategic Master plan.

Assessment of available data and information, accuracy of this data in terms of


quantity, quality, and adequacy for the preparation of the intended Master Plans
Additionally, the Consultant must devise a stakeholder engagement and citizen
participation strategy as part of a comprehensive Communication Plan. This strategy
will outline the various methods and timelines for engaging stakeholders effectively
throughout the planning process.

The consultant shall prepare the action plan/strategy for the collection of Drone
imagery, Ground Control Points (GCP) collected through Differential Global
Positioning System (DGPS) survey.

Review of Good International Industry Practices (GIIP) of all policies, regulations,


guidelines, standards, strategies, and plans, on regional economic development,
industrial policy, Hill Area Development Policy (HADP), State SEZ policy, tourism, and
heritage conservation, protection of environmental resources, solid waste, waste
water and drinking water management, etc., focusing on those that share similar
development challenges as the study area.

Inception Report: Submission of an Inception Report within one month of contract


award, detailing the project's objectives, methodology, work plan, schedule of
action, data collection strategies, stakeholder engagement plan, and any limitations
or assumptions based on data gathering and compilation.

Task 2: Procurement of Drone Images
To procure latest high resolution Drone images with resolution of 15cm with 0.2km
buffer from the planning area boundary
DGPS SURVEY: The pair of GCPs to be established is collected for 2 to 5 points per
sq.km. (Depending upon the size and shape of the district boundary) and these
should be evenly distributed over the planning area. The final out put shall have XYZ
values with accuracy for the entire planning area.
Post-Processing of Drone Imageries: To correct various geometric anomalies in Drone
imagery, Ground Control Points (GCP) collected through Differential Global
Positioning System (DGPS) survey will be used for Geo-referencing of the Drone
image. Consultant shall carry out Geo-Referencing of data on WGS-84 with projection
on UTM.

The deliverables of the Drone imagery that shall be provided by the consultant are as
follows:
• Raw Images *.jpeg
• Ortho-mosaic *.tiff
• Digital Surface Model *.tiff
• Digital Terrain Model *.tiff
• Processing Report and Flight Details *.pdf
• Ortho rectified output in *.ECW
• DGPS data / GCP monument details with photos

Task 3: Preparation of Base Map Layers using High Resolution Drone images as per
AMRUT Designs and Standards for Drone/ UAV Technology, 2020

An ideal base map should be indicative of and a perfect demonstration of all the
existing site features. It should be accurately positioned and mapped and should be
based upon an in-depth site survey

Spatial Attribute collection & vetting of Base maps:


The Directorate of Town and Country Planning (DTCP) will furnish high-
resolution drone images acquired from drone surveys to the Consultant. These
images will serve as the foundational basis for the preparation of AMRUT base map.
Subsequently, the Consultant is tasked with digitizing all layers in accordance
with the Designs and Standards for the Application of Drone/UAV Technology, 2020,
as mandated by the Ministry of Housing and Urban Affairs (MoHUA) under the
approved AMRUT (Atal Mission for Rejuvenation and Urban Transformation) design
and standards. This entails meticulous attention to detail and adherence to specified
protocols to ensure the accuracy and consistency of the digitized data.
Furthermore, the Consultant is required to conduct ground truthing activities
to validate and finalize spatial attribute data. This crucial step involves verifying and
enhancing the attribute data through direct observation and fieldwork. Key

attributes to be captured during this process include building usage classifications
floor-wise land use categorizations and the number of floors to assess the built up
density. These attributes are integral for facilitating informed decision-making and
comprehensive urban planning initiatives.
After incorporating spatial attributes, the draft base maps generated shall be
provided to DTCP for vetting, after which the final base maps will be generated
which will be used as an input for plan formulation.
Deliverable of base map with the following details:
a) Digitization of all the layers in the Designs and Standards for Application of Drone/
UAV Technology, 2020 as separate features classes. The data has to be in GIS
format only.
b) Consultants should make sure that attribute data collected is verified with
respective data-holding departments and the same should be submitted to the
DTCP.
The layer-wise spatial attributes as per the Performa given in Design – Standards
under AMRUT will be collected from the field by the Consultant, so that the draft
final base map can be generated which can be used as an input to the plan
formulation

Deliverable 2: Spatial attribute collection and Vetting of Base Maps

Task 4: Preparation of Base Map Layers using Cadastral Maps


The consultant is required to procure updated cadastral village maps and Town
survey maps for the designated planning area. Upon acquiring the necessary
cadastral maps, the Consultant is mandated to overlay cadastral maps onto the
drone images. This process involves precisely aligning cadastral boundaries with
corresponding features captured in the drone imagery. By effectively overlaying
these maps, the Consultant can ensure spatial accuracy and consistency in the
digitization process. Subsequently, the Consultant will digitize the overlaid cadastral
maps, incorporating all pertinent attributes present in the cadastral maps.
Consultants should make sure that attribute data collected is verified with respective
data-holding departments and the same should be submitted to the DTCP.
Deliverable of base map with the following details:
I. Geo-referenced & Scanned images of Cadastral Map has to be provided in .tiff
format to the DTCP.
II. All the features in the cadastral map should be incorporated in the Base Map.

Task 5 – Preparation of Existing Land Use Map


The consultant is responsible for obtaining the Field Measurement book, Town
Survey Register, and A register. These documents are to be digitized. Additionally,
the consultant is tasked with creating the Existing Land Use Map, which will overlay
cadastral images with the FMB, TSR, and A register. This process encompasses
delineating land parcel boundaries, detailing ownership information, specifying land
use classifications, and incorporating any other pertinent spatial data found in village
maps, FMB, TSR and A-Register. Furthermore, the consultant will integrate survey

number features into the existing land use map.
The Revenue / Ward / Block / Parcel Boundary (FMB sketches) must be
procured by the consultants. However, the consultant has to verify the Authenticity,
and missing data/maps and submit them to the client by written request
summarizing the findings
The Consultant shall prepare an Existing Land Use Map and make an inventory
of all parcels within the study area following Tamil Nadu Town and Country Planning
Act (1971), Master plan (Preparation, Publication, and Sanction Rules),1983, Urban
and Regional Development Plan Formulation and Implementation (URDPFI) Guidelines
– 2014, Tamil Nadu Combined Development and Building Rules 2019 (TNCDBR) - and
AMRUT Design & Standards for Formulation of GIS Based Master Plan as
recommended by MoHUA
The Consultant shall record/update the actual land use by checking land use
maps and ground truthing wherever required, confining to the parcel boundaries
along with its zoning attributes

Task 6: Engagement Interface/communication platform


The consultant shall develop a website to serve as a central platform for the master
planning process between the planning authority to the stakeholders.
The website serving as the primary repository for all pertinent information related to
the Master planning activity. It is essential to comprehensively delineate the plan
preparation process and engage stakeholders actively at each stage. This includes
comprehensive documents such as the Existing scenario report, Government orders,
and other supporting documents. Through this website it guarantees transparency
and ensures that stakeholders remain informed throughout the various phases of
master plan development.
To facilitate stakeholder involvement, the website will incorporate dynamic tabs
representing distinct stages of project advancement.
The Consultant must design and implement interactive features and dashboards on
the website aimed at facilitating public engagement and feedback. These features
will include user-friendly questionnaires designed to solicit feedback on various
aspects of the master plan and its proposals. Additionally, the website should
incorporate online forms to enable stakeholders to submit aspirations about their
planning area specifically concerning the visioning process

Furthermore, relevant web portals will be activated to furnish stakeholders with


readily accessible and current information. This interactive medium will cultivate
transparency and encourage collaboration, thereby bolstering the efficacy of the
master planning endeavor. The consultants shall handover the website with all the
plugins necessary to the DTCP after the Final Master plan.

A website exclusive for the master plans shall be launched

Task 7 –Survey, and Data Collection
a) The Consultants shall collect and collate critical sectoral plans prepared and/or
under preparation from the list of government agency on Planning Area annexed
in Annexure XXII
b) Survey Locations and Schedule: Identification of survey locations and
development of a schedule for conducting field surveys to gather primary data as
needed
c) The consultants can follow the URDPFI Guidelines for the sample size of the
primary surveys
d) The consultants shall conduct surveys referring (template/ format for AMRUT
Guidelines as given in the annexure)
e) The following primary and secondary surveys are required to be undertaken by
the Consultant:
Traffic and Transportation Survey to collect and update the traffic data for
the present-day scenario. The surveys that needs to be performed but not
limited to are:
 Road Network Inventory survey
 Speed and Delay survey
 Traffic volume Count at major intersections (NH junction, SH
Junction, Connecting Road to NH and SH, Roads along Bus Terminus,
Commercial Establishments, etc.)
 Outer Cordon Origin-Destination Survey
 Intersection Turning Movement Survey
 Parking Surveys
 Pedestrian Count at important intersections
 Terminal Survey
 Public Transport Passenger onboard survey

The surveys shall include Comprehensive mobility patterns, including details


of modal split for active and motorized transport and congestion corridors,
Accidents hot-spots.

Data from this exercise shall be used to generate an Origin-Destination matrix


and that can feed into developing a Transportation Model building on
available/existing data from the recent Comprehensive Traffic and
Transportation Plan datasets.
1. Socio economic survey: A series of integrated sample surveys / data
collection of households, establishments and enterprises will be
undertaken to provide the basis to capture the current demographic,
economic and enterprise context and assist in medium and long-term
projections based on a structured questionnaire aimed at capturing the
dimensions of:
2. Demographic and socio-economic characteristics including age, gender,
disability, occupation, social group, consumption basket, assets and

income.
3. Establishment and enterprise type, number of workers and their inputs.
4. Access to infrastructure and public services including power and energy,
telecom, water, sanitation, sewerage and solid waste
5. Level of access to social infrastructure including healthcare, education,
recreation and public spaces.

The Consultants shall prepare a draft questionnaire, consonant with existing


Census/National Population Register, Economic Survey and submit it to the
Review Committee along with a pilot-test and an appropriate sample size
before undertaking the detailed survey across all the planning areas. They
have to be approved by the DTCP before conducting household surveys.

It is important that the entire population is divided into multiple non-


overlapping, homogeneous groups and randomly choose final sample from
the various group‟s efficiency. Members in each of these groups should be
distinct so that every member of all groups get equal opportunity to be
selected using simple probability. The variable as it is a spatial planning
exercise is selected as Residential cluster, population density and socio-
economic characteristics.

f) Sample Household Survey: To capture the demographic, socio-economic data,


Household travel characteristics, and access to basic infrastructure services
including power, energy, water, sanitation, and Telecom. The household survey
will take a sample from the entire population of the study area, including both
formal and informal settlements to analyze the trends, potentialities, and
problems for the Planning Area. The sample size and sampling method should be
proposed in the Technical Proposal submitted by the consultant and finalized
with the client.

g) The results of the Primary survey are to be compiled and tabulated as a report
and matrix with findings and recommendations in a predefined format as
discussed and approved by the DTCP and shall be annexed as part of the report
by the consultants

h) Compile all available sector-wise projects – existing and proposed, spatial and
attribute data, regarding existing conditions in the Planning Area

i) Ecological Survey: To retain the existing native flora and fauna, and ecological
habitats across the local planning area. The activity shall also map all wetlands
(tanks and water bodies), streams and drainage (including inventory of drains and
canals), parks and open spaces including all protected areas along with their
existing status.

j) Hazard and Vulnerability Survey and Assessment: A detailed hazard risk

assessment of the major natural and technological hazards that Planning Area is
exposed to; a planning area-based assessment of physical, social, economic and
environmental vulnerabilities; leading to an integrated risk multi-hazard risk
assessment and an identification of hazard hot-spots in the city and its
integration with GIS database. If possible, a probabilistic hazard risk assessment
over a 25, 50 and 100-year time horizon should be undertaken. The Consultants
shall take into cognizance of the Industrial Zoning Atlas prepared by the Tamil
Nadu State Pollution Control Board as well. All red category and orange
categories industries shall be located.

k) Pollution Survey: Air pollution survey to be conducted next to major traffic


signals, hospitals, schools, land fill sites, red category industries and shall be
mapped. Apart from this the pollution levels of surface water bodies shall be
determined.

l) Hydrographic/ Hydrogeological Survey and Assessment: The Consultant shall


collect information on Coastal Regulation Zones (CRZ), stream, drain and tank
highest flood level (HFL), low water levels (LWL), discharge velocity etc. from
available past records, local enquiries, and visible signs, if any, on structural
components over a 50- year period. The Consultant shall obtain rain fall data at
appropriate grid density and the status of ground and surface water and drainage
systems, including an analysis of water quality.

m) The Consultants shall also prepare a map showing all the water bodies, including
nalas and tanks in the planning are as a separate layers
a) as per the revenue records and b) based on satellite remote sensing data
provided.

n) An aquifer delineation and total ground water estimation to be arrived. This shall
include delineation of various aquifers and their zones and zones of water
recharge potential. Also water quality of the water sources in the planning area
has to be collected and analyzed. A ground water flow pattern to be arrived
along with water resource estimation. List of recommendations to be arrived
along with location of various recharge structures. This study should also provide
a water budget for the LPA.

o) The consultant shall indicate “Heritage Buildings” and “Heritage Precincts” and
shall include the regulations made therein for conservation

p) The consultant will be responsible for identifying and categorizing individuals


belonging to the economically weaker section within the specified area. This
process involves thoroughly delineating and understanding the demographics,
financial circumstances, and socio-economic backgrounds of these individuals to
facilitate targeted interventions and support programs

q) Continuous Building Area: The consultant shall prepare a filed assessment and
verify various historic revenue records to ascertain the areas which can be
classified as Continuous building area.

Task 8 – Existing Situation Analysis and Sectoral Issues Assessment


a) Based on the Surveys, the Consultants shall assess the existing situation and
identify issues
 The consultant shall be involved in conducting a thorough analysis of the
study area following an initial survey and data collection phase. This
analysis should be comprehensive, focusing on key sectors including urban
growth, housing, economy, environment, disaster and climate change
resilience, transportation, physical infrastructure, social infrastructure.
The consultant should take into account the existing situation and identify
sector-specific issues, ensuring alignment with state government policies
and strategies
b) This task shall cover the following along with a Strength, Weakness, Opportunity,
and Challenges (SWOC) analysis for each sector:
 Demographic characteristics
 Existing land use pattern and its characteristics, Climate & vegetation,
topography & land features, trends in existing agricultural land use
(classification – dry/wet/seasonal), existing land ownership pattern,
distribution of land value Regional Economic base assessment - Inventory of
existing land use, animal husbandry, industry and infrastructure
development initiatives in the vicinity of the planning area.
 Economic sectors' assessment - Determine sectors of competitive strengths
of the respective regions/planning area such as skilled manpower, resource
base, cost advantage, etc.
 Study of Agglomeration Economic and Investments Scenario including the
trends in the economy, investment attractiveness, and leading destinations
of investments.
 Road & Transportation network, Connectivity to institutional establishment
& offices, heritage, religious structures & sacred sites, existing housing,
social amenities, workshops, and Industries, pedestrian footpaths, and
parking.
 Infrastructure and utilities, Water resources and water management,
Water bodies and conservation
 Solid Waste Management of the planning area
 Housing and poverty – Urban & Rural, Slums, etc., Real Estate Market
Survey and Assessment.
 Assessment of existing water bodies, channels, reserve forests, hillocks,
etc., and the issues/concerns affecting them

f) The Analytical Report should be supported with suitable thematic maps for each
of the sectors.

Task 9: Stakeholder Engagement


a) Based on the existing situation Analysis, Demand Assessment, Development
potential, and Stakeholder consultations, the consultant needs to prepare Vision
for the city.
b) Stakeholder Engagement and Citizen Participation Strategy: Development of a
Communication Plan outlining strategies and methods for engaging stakeholders
and soliciting input from citizens throughout the planning process.
c) The Consultant will organize stakeholder consultations, providing advance notice
to the public to facilitate their involvement. These consultations will serve as
platforms for meaningful dialogue and exchange of perspectives between
residents, community organizations, businesses, and other relevant entities. The
input gathered through these consultations will be instrumental in refining the
master plan to better align with the needs and aspirations of the community it
serves.
d) The vision should be drafted through consultation capturing the aspirations of
the people and should have the buy-in from various GoTN and external
stakeholders. Accordingly, the consultant shall:
 Support DTCP in launching the visioning exercise by holding the first
stakeholders meeting to introduce the project and collect input on key
development issues. Most importantly, the meeting should aim to
introduce best practices to help stakeholders understand how cities can
transform (awareness campaign)
 Conduct a stakeholder analysis and identify key stakeholders for shaping

the vision,
 Support DTCP in the formation of the needed committees to ensure proper
representation of gender, socially excluded groups, differently abled
people and senior citizens.
 Prepare Stakeholder Engagement Plan (SEP) and in implementing it during
the visioning exercise. DTCP shall support the consultants in preparing the
SEP. This shall help anticipate and address questions that may come from
the stakeholders during initial consultation. It may also help DTCP plan
next steps.
Finally, The vision shall reflect sustainable development principles. It should
resonate with the existing communities of the place, and explain how the area might
change, both in terms of its geography and its socio-economic characteristics. It also
needs to identify clearly the outcomes sought. The vision shall highlight what is
unique about Study area, and its identity. It should address the future aspirations of
the city‟s residents, while building on the city‟s assets / strengths and addressing its
challenges.

The vision shall include, but not be limited to:


e) Three suggested slogans which capture study area‟s vision (this also can be the
basis for the master plan‟s promotion). The slogans need to be easy, relevant
and contextualized to study region. Cliché slogans of cosmopolitan nature void of
local meaning need to be avoided. They shall also capture relevant feedback
from the city-wide survey (mentioned above).
f) A series of thematic vision statements that address future growth aspirations in
the city to include, and not be limited to:

g) The Consultant will develop a set of strategic objectives based on the thematic

support the strategic objectives.

Task 10 – Projected Requirements


Based on the detailed existing situation analysis and assessment of the development
status and current trends the consultant shall do the listed projection but not limited
to the following.
a) Demographic projections and also estimate the activity level that can be
supported in relation to levels of urban development . It helps in making a
realistic demand assessment on key
b) Economic activities and employment opportunities - Demand Assessment to
analyses future development prospects, identify target sectors / markets based
on the competitive and comparative advantage to enhance the pace of economic
development, and ensure balanced development
c) Social and Physical Infrastructure Plan with demand and supply assessment,
capacity estimations and network plan of water, power, sewer, waste
management, medical facilities, security and safety facilities, education
facilities etc;
d) Road network plan, highlighting the traffic projections for next twenty years,
hierarchy of roads and public transportation plan

Task 11 – Concept plan, Projects and Strategy Formulation

The concept plan serves as the blueprint for the overarching vision and strategic
direction of the master plan. It outlines key objectives, identifies critical issues, and
sets the framework for subsequent stages of planning

The consultant shall develop a conceptual framework that translates the vision and
objectives into spatial, functional, and design principles.

The activities in this stage shall include:


a) Based on the case studies, detailed analysis, and assessment in the Planning
Area, the Consultants shall develop alternative strategies to achieve the
objective of developments including prioritizing the identified projects in the

b) Consultants shall carry out a scientific study, analyzing the population up to 20
years shall estimate future demand for housing, key economic activities,
industries, and other physical and social infrastructure.
c) Analyse the growth of industries and employment opportunities within each
sector and estimate the spatial requirement for all key sectors.
d) The consultant to evolve alternative growth strategies for up to 20 years by
evaluating at least three alternative scenarios of spatial growth and land use
pattern, based on the key elements such as density distribution, transportation
model, housing, commercial and retail components, industries, environmental
conditions, health and education, and agriculture, etc. The pros and cons of each
alternative scenario should be presented and compared with the business-as-
usual (BAU) or “No Intervention” scenario, to come up with the recommended
plan that is resilient, inclusive, productive and sustainable.
e) Each of the proposed alternative scenarios (minimum three, including the
BAU scenario) shall discuss the key elements as per the Master Plan (Preparation,
Publication, and Sanction Rules), 1983, Town and Country Planning Act (1971),
TNCDBR (2019) , URDPFI Guidelines, Laws for the differently abled people and
other regulations as relevant
f) The vision of the spatial structure and the likely scale of development in the
context of demographic trends with growth and development patterns.
g) Distribution and impact of population and activities on the land use and
environment;
h) The direction of developing growth corridors, trends of agricultural activities
i) Identification of key projects that can be to be taken by the Client or other
government agencies.
j) Regional and Urban Infrastructure viz., transport including, traffic network plan,
parking, water supply, power, communication, waste management, flood
control, etc.
k) Management of Environment and Natural Resources, climate adaptation and
mitigation, carbon footprint.
l) Potential environmental and social risks and impacts
m) Recommend the most appropriate alternative based on the overall analysis.
The Consultant shall take cognizance of various policies of the Government of
India and the Government of Tamil Nadu applicable to the respective planning
area while evolving the scenarios.

Task 12 – Preparation of Draft Master Plan


The Consultants shall formulate the draft Master Plan comprising of a Comprehensive
Report and the proposed Land Use Map based on the discussion and strategy
approved by the DTCP as per the guidelines as prescribed by Master Plan
(Preparation, Publication, and Sanction Rules), 1983, Town and Country Planning Act
(1971), TNCDBR (2019) , URDPFI Guidelines and MoHUA “FORMULATION OF GIS BASED

MASTER PLANS FOR AMRUT CITIES” for GIS Based Masterplan (template/ format for
GIS-based land-use map as given in the annexure):
The draft Master Plan report shall include the following:
a) Planning Area Profile
b) SWOC Analysis of the city
c) Socio-economic conditions and trends - Employment Projections based on
current trends – Direct and Indirect employment, Clustering of areas
concerning Agglomeration Economics
d) Review of existing Comprehensive land-use Plan, Spatial growth, direction,
and development of the town

Proposed development strategy of the Master Plan:


a) Formulate Development control regulations, zoning regulations and Urban
Design Strategies and built-form guidelines based on the context of the area's
development character;
b) Identify strategies for ensuring climate resilience is embedded into
environmental management and physical infrastructure projects such as
stormwater management, energy efficiency, watershed management, and
other critical systems
c) Alternative Energy utilization (Renewable and Non-Renewable), Plan for
power supply leveraging on green power sources
d) Environment Management (including liabilities) strategies/ projects/ schemes
with proposals for environmental improvements, such as up-gradation /
development plan, renewal, and rehabilitation proposals. Development of
passive & active open spaces, plantation, and Forest Development Areas of
towns.
e) Identification and plan for the redevelopment of old areas within the Local
Planning Area with relevant special development regulations. The proposed
plan should be in line with the New Redevelopment Policy as recommended
and in discussion with the DTCP
f) Slum Development and other social liabilities Plan (thinking of other
encroachers in solid waste dumpsite etc) with focus on affordable housing
encompassing PMAY guidelines & Housing Policy of Tamil Nadu.
g) Informal sector (street vendors) plan with its location & mechanism of
functioning and implementation including vegetable markets and wholesale
godowns.
h) Overall mobility plan for passengers and freight including the identification
and plan for „Transit Oriented Development (TOD) along major transport
corridors integrating features such as pedestrianization and cycling to reduce
carbon footprint;
i) Plan for heritage conservation
j) Gender inclusive plans that consider safe access to services and public
places; safe and affordable mobility; safety from violence and perceived
gender-based violence; health and hygiene; security of tenure to affordable
housing; employment opportunity and climate resilience plan that takes

cognizance of the needs of differently-abled people and complies with the
laws for differently abled people
k) Environment – Water Bodies Conservation, Eco-sensitive areas, and natural
preserves, Pollution levels, Urban Heat Island effects

l) Consultant to suggest Land Pooling Area Development Scheme (LPADS) with


special development regulations for the identified projects with detailed
strategy and mechanism with a roadmap for various projects as
recommended in the Master plan

m) Regulatory and Implementation Framework: Propose a legal and regulatory


framework and broad management structure for the development,
implementation, regulatory/operation, and maintenance functions of the
study area. The proposed institutional framework should be aligned with the
GoI-approved institutional and financial structure for Master Plan.

n) Broad Project Structuring and Block-Cost Estimates for Capital and O&M costs
 Suggest a suitable institutional and holding structure and funding plan
for the Master Plan
 Prepare block cost estimates for capital, operation, and maintenance
costs for the selected alternative for phase-wise implementation of
various project components, physical and social infrastructure, external
linkages, etc. of the Master Plan.
 Capital Investment Plan and Resource Mobilization Strategies (Business
Plan)
o) Prepare an exclusive document on the "Working Plan" for the implementation
of short, medium- and long-term projects that are translated from the Master
Plan. The consultant shall also provide the merits and demerits of the plan
along with the short-term, medium-term, and long-term projects in a matrix
form. The Working Plan shall help the DTCP/ ULB‟s for accessing funding for
various infrastructure projects.

p) Develop an appropriate analytical basis for clearly explaining the proposed


plan. This means defining all background metrics and suggesting
implementation mechanisms - including monitoring processes such as design
review and plan implementation thresholds and necessary change
mechanisms if required and ensuring that every suggestion made has a clear
path to implementation or a conceptual guideline that will aid the
development of such mechanisms.

q) The proposed Master Plan shall be in accordance with and synchronization


with other ongoing Regional Plan and other plans in discussion with the DTCP.
Necessary interventions are to be proposed in discussion with the DTCP.

r) The Proposed and land use plan shall have the schedule prepared

s) The proposed Land Use Map shall be prepared in a detailed manner in
accordance with Tamil Nadu Town and Country Planning Act, 1971, Master
Plan (Preparation, Publication, and Sanction Rules), 1983, and as per the
URDPFI guidelines, 2014. The land use map shall be in accordance with the
rules and guidelines for the preparation of a GIS-based master plan as
recommended by the Ministry of Housing and Urban Affairs (MoUHA),
Formulation of GIS-based Master Plan for AMRUT cities, etc. in discussion and
approval from DTCP.
t) The proposed Land Use Plan shall provide for:
 Comprehensive land use map for residential, commercial, industrial,
agricultural, educational, and institutional, open spaces, parks and
playgrounds, water bodies, and other uses in accordance with Master Plan
(Preparation, Publication, and Sanction Rules), 1983. The plan should
justify considering the needs of growth dynamics without compromising
environmental sensitivity, green belts, and/or suggested buffers and in
discussion with the DTCP.
 Areas for future development and expansion and areas for new and
affordable housing;
 Areas required for various amenities, services, and utilities, green/open
spaces for the projected population.
 Areas reserved for public buildings and institutions (Health and Education)
and new civic developments.
 Areas reserved for the formation of new roads, widening of roads, parking
lots, public transport and terminal facilities, etc., Complete sidewalk,
road, and street pattern and traffic circulation pattern present and future
requirements including bus priority lanes where appropriate and parking;
 The proposed land use map shall also accommodate all the interventions
and projects proposed based on the strategy and findings with respect to
earlier tasks.
 The changes required, if any, by the DTCP and the Government in the
draft Master Plan, during different stages of its adoption, shall be
incorporated by the Consultant and the final Master Plan comprising the
Report and Land Use Maps shall be submitted to the DTCP and respective
LPA.
u) The Draft Master Plan after modification based on the remarks of the Director
of Town and Country Planning will be submitted to the Government for getting
Consent from the Government for the Draft Master Plan. The changes required, if
any, by the Government in the draft Master Plan, it shall be incorporated by the
Consultant till getting the Consent from the Government as per Tamil Nadu Town
and Country Planning Act, 1971, Master Plan for (Preparation, Publication, and
Sanction Rules), 1983, etc.

v) The DTCP will publish the Draft Master Plan inviting objections and
Suggestions, if any, from the public as per the provisions of the Tamil Nadu Town

and Country Planning Act, 1971, Master Plan for( Preparation, Publication, and
Sanction Rules), 1983, etc.

Deliverable 7 -Draft Master Plan Report

Task 13 – Final Master Plan as per Master Plan (Preparation, Publication, and
Sanction) Rules, 1983

Consultants are required to conduct a Stakeholder Consultations for obtaining


Objection and Suggestions. The website serving as the primary repository for all
pertinent information related to the master planning activity shall allow the
stakeholders to share their objections and suggestions.

The consultant will develop strategic plans and wide publicity for executing the
survey campaign to solicit objections and suggestions effectively. This involves
crafting methodologies and approaches to encourage active participation, gather
valuable feedback, and address concerns or recommendations raised by
stakeholders.

The input gathered through these consultations will be instrumental in refining the
master plan to better align with the needs and aspirations of the community it
serves.
The consultant has to prepare a Final Master Plan incorporating the objections,
suggestions, and modifications recommended by the DTCP and other Stakeholders.

shall incorporate them in the series of maps and reports as suggested below. The
Consultants shall submit 5 copies of all the intermediate reports along with a soft
copy. The Consultants shall submit 10 copies of the draft and 10 copies of the final

departments, incorporating modifications if any, as and when required by the client.
