The specifications will cover all the necessary work for constructing the Proposed Five-Storey Civic
Center owned by Hon. Teresita Buenaventura, located at Zapote Rd, Barangay 177, Caloocan City.
Each trade concerned must carefully study and abide by these standards, which apply to all parties
providing materials and carrying out labour.
The construction must utilize high-quality materials free from flaws to ensure the building's
structural integrity and intended functionality.
II. Sitework

B. Site Clearing
The site must be levelled according to plans and cleared of debris, roots, and other unwanted
materials to create an appropriate subgrade.
All debris and other materials left over from the demolition process and any excess material
that is neither needed nor appropriate for fill or backfill must be removed from the site
premises immediately and disposed of in areas the Architect has designated. The removal and
transportation of debris and rubbish will be done in a way that avoids any spillage on streets or
nearby areas. After a spill occurs, it is essential to promptly clean up the roads and surrounding
areas that have been impacted.
C. Staking Out
Before beginning any excavation, all of the lines and grades shown in the drawing must be set,
along with the building lines. Ensure that batter boards and reference marks are erected
where they will remain undisturbed throughout the excavation process. Build two lasting
benchmarks at previously established elevations close to the construction site.
D. Excavation/Backfills
All excavations must be made to the grade specified in the drawings. In cases where the site is
covered in fill, the footing excavation must be done deeper to reach the safe soil-bearing
stratum.
When water is found during the excavation process, it must be removed by pumping or bailing,
taking care not to remove or damage the nearby soil particles.

The excavation materials must be used to backfill the ground after the forms are removed
from the footings and piers. Areas for backfilling must be cleared of rubbish, wood chips, and
other waste. Each filling layer must be well tampered with and not thicker than 150 mm.
A. General Specifications
1. Hand mixing is prohibited, except for emergencies such as mixer failure during pouring
operations, and it must end at the first permitted construction joints. Machine mixing is
required for all concrete, ensuring that all materials, including water, are thoroughly mixed
in the drum for a minimum of 1-1/2 minutes.
2. The mixer's size and kind must be approved to guarantee that the material is distributed
evenly throughout the mass.
3. The material must be added to the mixer so that the first batch of concrete materials adds
enough extra cement, sand, and water to coat the interior of the drum without lowering
the amount of cement in the mix that will be discharged.
5. Testing must adhere to the most up-to-date ASTM Test Methods or ASTM Standard.
Concrete and aggregate samples used in work must match the authorized samples.

1. Cement
The cement used must be Portland cement approved by the Architect in charge of
construction and fit to ASTM C150, Type I, or Type II.
2. Aggregates
The fine aggregate must be washed with natural sand that meets the ASTM Standard.
It should fall within the specified size limits of US Standard Sieve sizes.
The Coarse Aggregate should be a well-graded, crushed stone or washed gravel that
conforms to the ASTM Standard and has the specified maximum size.
3. Water
The water must be safe to drink, pure, and without harmful levels of acids, alkalis, oils,
or organic substances. Avoid using seawater.
4. Admixtures
The concrete must be mixed with an ASTM Standard-approved water-reducing aspect,
either Type A or D, which will entrain 3.0 to 5.0 percent air in the final product. The
manufacturer's recommendations should be followed for proportioning and mixing.

All the formwork and supports needed to surround the concrete and mold it into the shapes
depicted in the drawings. The form design must adhere to ACI 347. The forms must be strong
enough to withstand the pressure caused by the placement and vibration of the concrete
and should be tight enough to prevent any mortar from being lost during the process.
Forms must be devoid of rough edges or flaws and must be constructed from steel or freshly
authorized lumber.
G. Reinforcement Bars
1. Unless otherwise noted, all reinforcing steel bars must be 40,000 psi Intermediate Grade.

H. Construction Joints
The standard practice is to position joints in floors near the center of the spans of slabs,
beams, or girders. Yet, if a beam intersects a girder at this particular point, the joint in the
girder should be offset by a distance equal to twice the width of the beam. Column joints must
be located at the top of slabs, beams, girders, and footings, while beam and girder joints
should be placed underneath.
Joints need to be oriented perpendicularly to the primary reinforcement. The roof slabs must
be poured continuously and monolithically, with the upstanding edge beams acting as
parapets.

V. Masonry
A. Materials
1. Cement
The Portland cement must adhere to the ASTM Specification C150, Type I.
2. Sand
Sand should have solid and transparent particles that don't contain harmful levels of
organic materials. It must also meet ASTM specifications C144 or C33, as necessary.
3. Water
Water must be pure and fresh, free of harmful concentrations of oils, acids, alkalis, and
organic materials.
The exterior concrete hollow blocks must have a minimum thickness of 150mm, while the interior
walls must have concrete hollow blocks with a thickness of 100mm unless specified otherwise. The
thickness of interior CHB walls where plumbing pipes and fittings will be located should be a
minimum of 150mm.
Mortars should be made in large quantities and utilized before the initial setting but by 45
minutes before being delivered to the mason mortar board at the designated use sites. The
mortar should be mixed with enough water in a clean mechanical mixer to achieve the desired
consistency. It should consist of one part Portland cement, ¼ part hydrated limes, and three
parts sand. Any tampering with the mortar after it has begun to set will not be allowed.
The plastered finishes must include control joints and reinforcement with joint metal devices
to accommodate any movement of the finish material. The finishing will be divided
approximately every 5–6 meters, and unless the drawings specify otherwise, the necessary
reinforcement will be added as described below.
C. Workmanship
Concrete masonry must be stocked on platforms or kept to protect it from soil or weather
damage as soon as it is delivered to the site. Care must be used when handling masonry units
to prevent chipping and breaking. Durable pile stocks or bins must be shielded from unneeded
traffic construction, operations, and damage of any form.
Sheets or other suitable covering must be placed over any surfaces that will be plastered to
prevent them from drying out too much from exposure to the sun or wind.
All surfaces that have been plastered must be adequately shielded to avoid damage, stains, or
dirt tarnishing the job.

The flooring must be finished using the Mariwasa tile brand or equivalent brand. Ensure all
joints between tiles and moldings are filled with ABC Tile Grout and thoroughly wiped. The
