CHAPTER I.
BACKGROUND
A. Introduction
Looc Elementary School, with school ID, 107251 is a complete public elementary school
under the district of Balete. It is located in Brgy. Looc, Balete, Batangas. It is managed by
Principal I, Mrs. Glenda R. Enriquez. Together with 14 personnel, it constitutes a total
number of 363 pupils, 193 males and 170 females as of SY 2023-2024. It also consists of
nine (9) functional buildings which makes this institution works for its purpose. In addition,
Looc Elementary school occupies a land area of about 5,000 square meters with the distance
of 2 kilometers from the municipality.
Brgy. Looc, where Looc Elementary resides, occupies a total land area of 144
hectares with a population of 2,273. Its location is near the famous Taal lake of Batangas
where people of the barangay commonly deal with fishing as part of their daily living.
However, in the course of different man-made and environmental activities, their source of
daily living is somehow interrupted. Due to exposure to different hazards and severe heat due
to climate change, fire incidents are possible to arise in any time of the year.

As shown in the table above, fire ranks third in the above likelihood and impact
ratings of hazards. In 2022, National Fire Protection Association recorded 13,029 fire
incidents where common causes were linked to faulty electrical wiring. In the municipality of
Balete, there are five major fire incidents recorded with the same major cause, faulty
electrical wiring and negligence wherein severe damages to properties have been recorded.

A. Goal
B. General Objectives
Looc Elementary School crafted a contingency plan for fire to examine particular
prospective occurrences or developing scenarios that might affect the school environment and
creates procedures beforehand for enabling prompt, efficient, and suitable reactions to such
events like fire. It serves as guidance for an organized and coordinated courses of action when
emergency condition or disaster suddenly arise.
To ensure the protection of all learners, parents, teachers, visitors, non-teaching personnel
and property in Looc Elementary School.
To minimize casualties and injuries in an event of fire.
To inculcate preparedness to learners and personnel before, during, and after hazard of
disaster occurs.
To provide clear guidance for establishing explicit parameters for achieving optimal
levels of preparation at the systemic, institutional, and individual levels.
To educate personnel, specifically the SDRRM Team regarding their roles in surviving
lamenting impacts of fire.
To immediately provide response, needs, and resources in an event of fire.
To establish connection and coordination between various stakeholders to collaborate
with in the occurrence of fire.

SCENARIO
Fire incident occurred within the vicinity of Looc Elementary School during class hours.
As a result, massive fire consumed some buildings and left lamented impact within the vicinity.
Thus, due to these damages caused by fire, affected people need to be transported to evacuation
centers. With the total number of 374 (360 learners, 13 teaching personnel, and 1 non-teaching
personnel), 360 learners were brought in the safe area with the 14 personnel to guide the
students.
