OBJECTIVES
✓ To promote physical education and sports as an integral part of the basic education curriculum
for holistic development of the youth;

✓ Inculcate the spirit of discipline, teamwork, excellence, fair play, solidarity, sportsmanship, and
other values inherent in sports;
✓ Promote and achieve peace by means of sports;
✓ Widen the base for talent identification, selection, recruitment, training and exposure of
elementary pupils and secondary students to serve as a feeder to the National Sports Association
(NSA) for international competitions; and

RULES ON PARTICIPATION IN THE PALARONG
PAMBANSA AND ITS LOWER MEETS
The participants in the Palarong Pambansa and its lower
meets shall be elementary and secondary athletes from public
and private schools. All athletes shall be registered in the School
Sports Club.
Generally, Kinder to Grade 6 athletes shall play in the
elementary Division and Grade 7 to Grade 12 athletes shall
play in the secondary Division. However, an elementary athlete
who has been declared overage at the elementary level may be
allowed to play at the secondary level provided that he/she is
registered in their school sports club (applied in Integrated
Schools only).
This year’s Palarong Pambansa and its lower meets
shall continue to adopt the WINNER-TAKE-ALL policy for
Team Sports:
1.Basketball
2.Baseball
3.Softball
4.Football
5.Futsal
6.Volleyball
7.Sepak Takraw – in Secondary Boys, Option B may be
applied with two schools with 8 and 4 number of players
QUALIFYING STANDARDS for
measurable sports shall be
applied:

3.Swimming
The conduct of all competitions in
Palarong Pambansa and its lower meets
shall be guided by the on the Eligibility
of Athletes and Technical Rules,
Regulations, and Guidelines of the
Different Sports played in the 2024
Palarong Pambansa.
ELIGIBILITY OF ATHLETES

To be eligible in the Palarong Pambansa, Regional, Division


and other lower meets, the athlete must be:
a)A Filipino citizen;
b)Enrolled in a public, private recognized schools;
c) In case of transfer of learner-athlete, the following rules shall
apply:
i. For transfer of athlete from one region to another region,
a one (1) academic year or school year residency requirement
shall be imposed, which shall commence at the beginning of
the school year except for those in Grade 7 and Grade 11.
ELIGIBILITY OF ATHLETES
ii. For individual event – Transferees from one school to
another school within the Division or transferees from one
Division to another Division within the same Region are allowed
to participate in the Palarong Pambansa, provided that, they
have participated in the lower meets.
iii. For team events (Basketball, Baseball, Football, Futsal,
Sepak Takraw, Softball, Volleyball) – a student-athlete who
transferred from one school within the Division or Region shall
be allowed to participate in the competition provided his/her
transfer was made before the conduct of the school
intramurals.
ELIGIBILITY OF ATHLETES

d) For student-athletes in the elementary


level, the athlete must have been born on or
after January 1, 2012.
For those in the secondary level, the
athlete must have been born on or after
January 1, 2007.
GROUNDS FOR DISQUALIFICATION
a)Athletes who have been declared over age;
b)Elementary Athletes with 3rd molar tooth;
c)Athletes with three or more failing grades in any
learning areas in the First Grading Period;
d)Athletes who fail to submit the required documents;
e)Athletes banned during the previous SDO1P-AA Meet
f) Other grounds include but are not limited to
falsification of documents, misrepresentation, and
use of prohibited drugs.
DOCUMENTARY REQUIREMENTS FOR ATHLETES
a) Athlete’s Record (AR) signed by the athlete, coach, and authorized Division
Sports Officer and/or Coordinator;
b) Original copy of PSA/NSO birth certificate;
c) Certified true copy of SF10 (Form 137) with entries of LRN duly signed by
the Teacher-Adviser and Registrar or School Head;
d) Certificate of enrolment and attendance duly signed by the School Registrar
or School Head;
e) Parental Consent:
i. Combative sports, including gymnastics – signed by both parents
duly verified by the school head where the athlete is enrolled.
ii.Non-combative sports – signed by at least one parent duly verified by
the school head where the athlete is enrolled.
f) Medical certificate – issued within three (3) months
g) Dental certificate – for Elementary only
QUALIFICATION AND DOCUMENTARY
REQUIREMENTS FOR COACH AND ASSISTANT COACH
a)He/she must be a Filipino Citizen;
b)Certificate of relevant experience of one (1) year for non-
combative sports and two (2) years for combative sports and
gymnastics;
c) Educational attainment of at least 2nd year college, preferably
sports-related course;
d) Medical records
e) Employment/Appointment Paper or duly Notarized Contract
of Service that shows at least six (6) months of
employment/engagement in the public or private school before
the Division Meet;

ATHLETICS
COMPETITION GUIDELINES
1) Athletes should present Id to the marksman or
recorder for identification purposes.
2) An athlete is allowed to enter 3 individuals and two
relays
3) A team may enter a maximum of 2 individual and 1
relay per event
4) The first event will start at 6:00 am in the morning
and 3:00 pm in the afternoon.
5) No coach, no play

COMPETITION GUIDELINES
6) For track events finalists will be determined by best time.
7) In case of rerun, the concerned or affected heat/s will run
after their recovery
8) Coaches, chaperones parents are not allowed inside the
competition area throughout the competition. They should
stay outside the control fence or in the grandstand. Violation
of this rule may lead to an athlete’s disqualification.
9) Athletes causing the delay on the progress of competition will
be penalized. First offense will receive yellow card his/her
athlete will be disqualified
10)Take off board for triple jump should be decided during the
during the solidarity meeting

11) Protest will be no held within 30 minutes after the announcement
of the result.
12)In case of inclement weather during an event that cannot be safely
completed, the coaches will be consulted prior to the
postponement or cancellation of the schedule by the TOs.
13)In case of unfinished finals due to the typhoon, ranking will be
based on the result heats or semifinals.
14)Awarding of medals will be done the next day after the
competition has been concluded except for the last day of
competition where medals will be awarded after the last event
15)All awardees must wear rubber shoes with their delegation
uniform.
16)No medal/s for any event/s not played
