Notes:

A.Justification of Requirement:
Presently there are two nos. of Fire Tenders available at Bhavnagar Lignite Thermal Power Station (i) GJ 04 W 8552 and (ii) GJ04 W 8553.Both fire tender are very old
model which was purchased in the year 2013.Both fire tender condition is poor and having frequent problems. Due to this frequently remain break down and the spares
are not easily available in the open market. The body of fire tender as well as water and foam tank is totally corroded and frequently got punctured.

The self-life of fire tender as per the norms of SFAC is of 10 years which is already over hence required the replacement. The body and super structure of fire
tender is corroded and needs completely re fabrication work which is very costly issue and uneconomical.

PTO and vacuum system of pump of fire tender is not working properly and the spares of pump are not available.

At BLTPS lignite fire and smoke occurs repeatedly ,looking to emergency it is quite essential to have another healthy fire tender to meet our plant requirement.

Bhavnagar Lignite Thermal Power Station is interior place so it is very difficult to get outside help at the time of emergency. Looking to above genuine reason the
competent authority is requested to accord an approval for procurement of new fire tender for BLTPS.

C. Last Three Year consumption: As per attached sheet.

D. D.O.P. as per DOP (Procurement), clause no. 1.A, 2.A and 3.A.

E. Detail of Estimation: The Estimated cost is considered and prepared on basis of budgetary offer received from various parties as per attached sheet.

F. Budget Provision: SYSID. No: 145328 & 145329 of budget Provision sheet FY-2023-24 TECH section. However budget for this SYSID Number not sanction, hence
additional budget for the subject requisition may be approved.

G. Delivery Period: The materials should be delivered within 04 Months after the date from LOI.

H. Terms & Condition:

The Bidder has to furnish the following documents:

1.Standard Payment Terms of GSECL are applicable. I.e. 80% For Destination Price from the date of receipt of material against TRC within 30 days on verifying required
documents, amount of GST and applicable cess will be kept under retention till submission of documentary proof of payment of GST or till reflection of payment of GST
pertain to respective bill amount in GST Return for concern order after due verification & balance 20 % against S.R. note within 45 days from the date of receipt of
materials at site in good condition.
2.List of equipment?s have to be provided with multipurpose fire tender as per ANNEXURE-1
3.The supplied materials must be guaranteed for 12 months from the date of utilization or 18 months from the date of supply whichever is later.
4.10% of the order value must be withheld against performance Guarantee of the material and may be released after satisfactory performance within stipulated time limit.
5.The firm will have to procure chassis from manufacturer looking to the load bearing capacity of fire tender and all allied accessories and order will be placed to overall
lowest firm.
6.The firm should arrange for 3 stage inspection/test of fire tender before supply of fire tender.
7.The party has to submit certificates of all pump test/Gradient test/Circle test along with supply.
8.The party has to arrange two days training program on operating and maintenance of fire tender and pump at Bhavnagar Lignite Thermal Power Station, Padva free of
cost.

9.The party has to submit 03 Nos. of operating manual (in hard copy as well as soft copy) along with the delivery.
10.The firm should supply the vehicle up to BLTPS site on their own cost.
11.The party shall have to submit following documents along with Offer & supply.
(a)General Drawing of Fire Tender. (With 3 views) showing maximum possible details.
(b)Technical Details/Pictures/Drawings on for crew seating arrangement.
(c)Load Distribution chart.
(d)General Layout of equipment when mounted on the chassis.
(e)Drawing of the water and foam tanks.
(f)Drawing of DCP vessel and whole system.
(g)Drawing of the MS 4 inch Anti corrosive treated sub frame and fully imported metacone mounting.
(h)Layout sketch of piping and wiring.
(i)Performance curve of centrifugal pump.
(j)Drawing of Engine to PTO to Pump connection.
(k)Drawing of MSDS for aluminum extruded profile sections framework super structure mounting.
(l)List of Make/Brand and Model of all bought items with their respective catalogues.
(m)Explosive certificates of CO2 cylinder issued by the chief controller of explosive.
12.The firm shall enclose all the required documents/drawings as mentioned in technical specifications also. The firm shall enclose the list of accessories/Equipment?s
make/brand for multipurpose fire tender.
13.The Party should provide complete technical details including drawing, design and photographs for the ISO-6063 aluminum profiles.
14.The Party should provide complete technical details of the sub frame design and metacones. Further the load calculation for selection of met cones shall also be
provided by manufacturer.
15.The party shall submit OEM certificate of the fire pump along with supply.
16.Reflective stripe(s) shall be affixed to the perimeter of the apparatus.
17.Party have to provide owner?s emblem in original colour together with full name on both sides of the vehicle.
18.Overall Lowest ? L1 Bidder shall be consider for firm order.
