About Vishwakarma University

Higher education system in India include both public and private universities. Public universities
are supported by the Government of India, while private universities formed by various bodies and
societies, are supported by respective state government. All these universities are recognized and
regulated by University Grants Commission (UGC). Today the UGC list more than 300 private
universities present in 22 states in India and union territories.

Vishwakarma university is one such state private university in Maharashtra with a vision
“Maximizing Human Potential”. Situated in Pune, the educational hub of the east, the university

About State Private University

A State Private University is a university established through a State/Central Act by a sponsoring


body viz. A Society registered under the Societies Registration Act 1860, or any other
corresponding law for the time being in force in a State or a Public Trust or a Company registered
under Section 25 of the Companies Act, 1956.1 These Universities are competent to award degrees
as specified by UGC under Section 22 of the UGC Act with the approval of the statutory councils,
wherever required through their main campus.2

 State Private Universities are established by the state government (Local Legislative Assembly
Act.)
 These are UGC approved institutes. According to a ruling by the Supreme Court of India,
private universities adhere to UGC rules and regulations for operations. The UGC regularly
sends committees to inspect private universities.
 According to a UGC consolidated list, there are more than 350 state universities in the country.
 These universities do not run on central or state funds.
 Allowed to conduct their own admission procedure.
 Can decide their own curriculum, syllabus.
 Permitted to conduct their own exams.
 Certified to grant degrees to the students.

 Central Universities - Established by an Act of Parliament and are under the direct purview of
the Department of Higher Education (DHE) under Ministry of Human Resource Development
(MHRD).
 Deemed Universities : “Deemed” is a status of autonomy granted to a university by DHE under
MHRD, on the advice of UGC.

Seat Allocation and Reservation Policy

For each programme, 70% of the total intake capacity is reserved for the students having domiciled
in the state of Maharashtra. 30% seats are for students other than Maharashtra State.

Out of 30% OMS seats, 50% (i.e. 15% of sanctioned intake) seats are reserved for all India
students, whereas balance 50% (i.e. 15% of sanctioned intake) seats are reserved for Foreign
Nationals.

Out of 15% Foreign national seats, 2/3rd (i.e. 10% of sanctioned intake) seats are reserved for OCI
/ PIO / FN students, whereas 1/3rd (i.e. 5% of sanctioned intake) seats are reserved for CIWGC.

Rules of General Behaviour on Campus

Student’s Learning Responsibilities : Vishwakarma University believes that every student


enrolled at university programme should meet the following expectations.
 Appreciate the university goals and objectives and contribute to the realization of the same by
participating in relevant departmental activities on and off campus.
 Have a clear knowledge of the programmes, admission policies, rules and regulations of the
university.
 Read, note and understand the information and guidance provided to them through various
Circulars, Notices, Hostel rules throughout the duration of the programme of study & faithfully
comply with them.
 Be punctual and regularly attend all classes, labs, tutorials, workshops, industry visits, Campus
Recruitment Processes, etc.
 Make optimum use of the academic services - responsibly by following the rules and
regulations intended for their use with due consideration to the needs and rights of other users.
 Prepare seriously for all the evaluations including continuous internal evaluation.
 Respond honestly and constructively to evaluation and other instructions on the programme of
study.
 Maintain discipline & dress code in the campus, classes, KRC and hostels.
 Judicially use all gadgets including mobile phones, cameras, laptops, internet etc.
 Support the efforts of various committees through active participation.
 Meet regularly the Course Teacher / Mentor / Class Teacher / HoD / Dean / TPO / Librarian
and other authorities and inform promptly any difficulties that they might be experiencing.
 Act responsibly on the advice given to them.
 Give feedback for improvement of the systems and overall functioning.

Both on and off campus, students are expected respect the morality, personal honor, and the rights
of others as is demanded of good citizens. The rules outlined here are indicative in nature and are
by no means comprehensive.

Closing Hours : No student is permitted to enter or remain on the university premises or campus,
after normal closing hours, unless written approval to do so has been obtained in advance from
authorized personnel of the university. The Dean / Registrar is the approving authority for such
requests. In any case female students are not permitted to stay back after 8.00 p.m.

Use of Mobile Phones, Headphones, Bluetooth and Other Accessories : Vishwakarma


University recognizes the growing trend regarding student possession of cell phones with video,
camera, or voice recording capabilities. Such usage is however subject to the following norms –
 Mobile phones & all other electronic devices (except calculators) should be switched off during
class room sessions, Lab sessions, guest lectures, conferences, forum activities, etc.
 University prohibits the use of mobile phone, bluetooth, headsets, radio handset & other
electronic devices during all the examinations / evaluation sessions.
 At all other times on the campus, students should activate the silent mode of mobile phone &
not have ear phones, blue tooth etc.
 Students are expressly forbidden to use camera (still/video) or voice recordings without the
express consent of the subject(s) being photographed or recorded. Any student whose use of
their cellular phone violates another’s reasonable expectation of privacy or produces any media
as a result of the cellular phone capabilities without express consent may be considered as
violation. Violations lead to disciplinary action that may result in confiscation of the cell phone
and / or monetary fine.

Vehicle Parking and Traffic : Students desirous of using private vehicles on campus should
adhere to the following rules.
 The maximum speed on any roadway in the VI campus is 20 km/ph.
 The Security Guard or other designated support staff of University is authorized to inspect the
vehicle at entry, exit and at parking spots.
 Students are discouraged from using four wheelers. In exceptional circumstances four wheelers
can be parked along the internal road & not in the building premises.
 Honking is strictly prohibited on university campus.
 Students must park their vehicles in neat & organized manner.

 Parking will be at owner’s risk. University assumes no liability for damages to any vehicle
parked or driven on campus.
 Vehicle repairs that create a nuisance are not permitted on campus. Any property damage
caused by making of any repairs is the responsibility of the person making such repairs.
 All students must obey public safety and police direction and instructions regarding operating
and parking motor vehicles.

Smoking & Drinking: The University has adopted a “no smoking” policy in accordance with the
evidence that indicates that passive smoking, i.e., involuntary inhalation of pollutants in the air
produced by the smoking of others, is potentially harmful to nonsmokers. Smoking, consuming
alcoholic drinks, chewing tobacco is strictly prohibited while on the campus. Any student found
smoking or chewing tobacco or under the influence of alcohol will be liable for the action deemed
fit by the disciplinary committee. Students are strictly prohibited from entering the campus in an
intoxicated state at any point of time during their tenure in the University. In case of any violation
they will be handed over to the Police.

Drug-Free Campus: The unlawful manufacture, distribution, dispensation, possession, or use of


illicit drugs and the abuse of alcohol are prohibited in and on property owned or controlled by the
university and as a part of any of its outdoor activities such as industry visits, field work, etc. The
term “illicit drugs” refers to all illegal drugs, and to legal drugs obtained or used without a
physician’s order. This policy does not prohibit the use of prescribed medication under the
direction of a physician. No student is expected to report to the University / Department / or any
official activity while under the influence of illicit drugs or alcohol. Possession of paraphernalia
for illegal drug use, or taking a prescription that does not belong to the person, are also prohibited.
There are serious health risks associated with the abuse of drugs and alcohol. If a fellow student,
teacher, or coworker has a problem with abuse of drugs and/or alcohol, you are requested to inform
the Registrar / Dean / HoD etc.

Stalking : Any students who willfully, knowingly, maliciously, or repeatedly follows; harasses;
attempts to contact or communicate (written, verbal or electronic); and makes a credible threat
placing the individual in reasonable fear of death or bodily harm or loss of social standing is

considered as violation of the university’s stalking policy. Such conduct is prohibited. Stalking
causes substantial emotional distress in individuals and serves no legitimate purpose.

Travel : Students are responsible for adherence to the University code of conduct and policies and
procedures while attending or participating in University / Department - sponsored programs,
activities, and/or events on and off the campus.

Unauthorized Entry : Any student who enters, attempts to enter, or remains in any room,
building, motor vehicle, premises, programmes, events, activities without proper authorization
may be subject to disciplinary action.

Unauthorized Possession of University Property : Students in possession of property owned or


controlled by the University without authorization for such property will be subject to disciplinary
action and/or restitution. In addition, students may be referred to legal authorities for prosecution.

Vandalism or Destruction of University Property : Defacing, littering, or damaging property of


the University is prohibited. Students will be subject to disciplinary action and/or restitution. In
addition, students may be referred to legal authorities for prosecution.

False Information: Providing false or misleading information to the University / Department or


to a university official or to a local, state, or national agency is a violation of the Code of Student
Conduct subjecting a student to disciplinary action up to and including expulsion.

Falsification of Records : Falsification of university / department records is prohibited. Records


include, but are not limited to, admission, enrollment, registration, financial aid, loans and
scholarships, student disciplinary, academic, health records, summer and final placement records.
In such cases, the university will take appropriate disciplinary actions.

Fraud: Any act or statement (written or oral) containing false, incomplete, or misleading
information intended to deceive or misrepresent any agency of the university or any person or
business is prohibited during the programme of the study, both on campus and during any off-

campus activities. In such cases, the university will take appropriate disciplinary actions, up to and
including expulsion. In addition, students may be referred to legal authorities for prosecution.

Equipment Handling: Students are responsible for proper usage and handling of all the
equipment in the labs, KRC, auditorium, classrooms, studio etc. Students should adhere to standard
and safe operating procedures. They should seek help from competent faculty / non-teaching staff
and should desist from operating any equipment in case of any doubts. Loss or damage caused to
any equipment on account of neglect or mishandling is the sole responsibility of the concerned
student, who will be liable to pay the fine or bear the cost of replacement of equipment as per the
existing market value of the equipment.

Littering / Projecting Objects: Students shall not throw, discard, place, or deposit litter or project
objects from university buildings or on university campus except in receptacles provided for such
purposes. Students should maintain a high level of cleanliness in the classrooms, staircases,
corridors, restrooms & all the other parts of the campus.

Eating & Drinking in Academic Areas: The university prohibits eating and drinking in all indoor
areas including classrooms, IT Rooms, seminar halls, KRC, etc. Any student found violating the
above policy will be liable to a fine.

Defacing the premises / property of University : Students will not damage, spoil, misuse or in
general deface any area of the university campus. Students will not put up posters, banners, etc.
without prior written permission, except on Notice Boards made available for the purpose.
Students found violating this rule will be liable for punishment and or a fine per occasion or the
cost of the damage done whichever is higher. The entering, or attempt to enter, any room, building,
motor vehicle, or other form of property without proper authorization or consent is prohibited.

Illegal Activities: It is expected that students do not get involved in any unpleasant, illegal acts.
Criminal offences committed within the campus will come under the purview of the law of land
& the consequent legal proceedings will have to be faced by the students. Any student(s) involved
will be liable for expulsion without any notice.

Political Activity: Students will not form groups or association for the purpose of acting against
the university / management. Such a group or association will be treated as illegal & any student/s
involved will be liable for expulsion without any notice.

Official Notices - Student Messages and Announcements: Official notices are displayed on the
Notice Boards. Academic Calendars, Class Time Tables, Assignments, Exam schedules, Viva
Schedules, Training and Placement schedules etc. are also hosted on the websites and at times
delivered by emails, at times posted on the WhatsApp groups. Students shall read notices regularly
and will be held responsible for knowing about all notices that are issued.

Noise: The university noise policy is based on the belief that all students have a responsibility to
respect the rights, health, security, and safety of other university and community members.
Excessive noise that disturbs the campus environment, unless approved by the authorities, is not
allowed. Students are held responsible for the actions of their guests.

Students with Disabilities: University has the commitment to provide equal educational
opportunities for students with disabilities. To provide equality of access for students with
disabilities, accommodations and auxiliary aids and services will be provided to the extent
necessary.

Consent to Use of Photographic Images: Registration as a student and attendance at or


participation in classes and other campus activities constitutes an agreement by the student to the
university’s use and distribution (both now and in the future) of the student’s image or voice in
photographs, videotapes, electronic reproductions, or audiotapes of such classes and other campus
activities.

Personal Problems / Problems with Roommates or Classmates : Students with personal


problems that are interfering with their ability to attend classes, to study, or to take exams should
contact the HoD / Dean to discuss how to handle the problem. Students having difficulties with
roommates or classmates should contact the respective academic and hostel authorities.

Abuse / Physical Assault : University expects that students resolve differences in a mature and
respectful manner. Physical abuse, verbal abuse, threats, intimidations, coercion, and/or other
conduct that threatens or endangers the health, safety, and/or welfare of any other member of the
university community on or off campus is prohibited. Any such act whether intentional or
otherwise, whether provoked or otherwise will result in expulsion from the university.

Arson: No student shall commit or aid in the intentional commission of an act that results in a fire
being ignited, which causes damage, or is intended to cause damage, to the property of the
university or the personal property of any member of the university community.

Communicable Diseases Guidelines: It is the intent of the University to protect students from
communicable diseases that pose reasonable risk of harm to members of the VU community. It is
also the intent of the university to protect the rights of those infected with a communicable disease.
Students who do become infected with a communicable disease must report the contacting of the
disease to their Class Teachers and the HoD. The university will be flexible in its response to
incidents of communicable diseases, evaluating each occurrence on the severity of the case and
available medical information.

Guests : Students are welcome to bring guests to the campus, but must assume responsibility for
the conduct of their guests and must accompany them at all times. If a guest is asked to leave a
specific area of campus, it is the responsibility of the student host to cooperate with the university
/ departmental officials making the request. The university reserves the right to exclude all guests
from any area on campus for any reason the university deems appropriate.

Contracting on Behalf of the University / Department : Unless specifically authorized in


advance, in writing by the Vice-Chancellor’s Office, Registrar, Dean, HoD, students shall not
contract on behalf of the University / Department. Students who attempt to, or enter into, a contract
on behalf of the University / Department without proper written advance authorization, are subject
to disciplinary action. Any contract entered into on behalf of the University / Department by a

student without proper authorization is void. Vishwakarma University will not honor any such
contracts entered into by the student.

Failure to Comply : All students and guests are expected to comply with the directives or
reasonable requests of university officials acting in the performance of their duties. This
requirement includes reasonable requests for students to meet appointments in administrative
offices; the compliance by the stated deadline with all the terms and conditions of all documentary
requirements. Administrative discretion may be used to place a hold on a student’s marks,
examination forms, eligibility forms, mark sheets, transfer certificates, deposit refunds, etc. if the
student fails to comply with the directions of the university official.

The university reserves the right to withhold enrollment privileges or to cancel the admission of
any student who is not in compliance with its policies, rules, or regulations. The university reserves
the right to initiate appropriate disciplinary action including, but not limited to, a combination of
academic punishments and/or monetary fine, if in the opinion of the university authorities, any
behavior of the student demands such disciplinary action.
