(GSL):
1.General Speakers List (GSL) :
● The time for each speaker in GSL is changeable but the most
frequent one is one and a half minute,
● The topic of speech should be regarding the committee and
agenda item,
● Delegates should deliver their speech on the floor,
● Delegates who want to be added to the GSL should raise
their placard/hand (bear in mind that chair can choose the
speakers randomly),

speaker time,
● Delegates should speak on their seat (standing),
● Delegates aren't allowed to yield the time after their speech
is finished,
How to have a moderated caucus?
● To have a moderated caucus a motion should be given,
● Delegate who has given the motion should determine the topic,
individual speaker time and the total time of the caucus,
● To set the caucus the given motion should be voted in favor by
the majority,
● Delegate who has given the motion should speak upon the
motion at least once and have the right to choose to be the first
or the last speaker,

● There is no queue for speakers but delegates
shouldn't interrupt each other,
● Delegates can stand from their seats and
wander around the room,
● Delegates can work on the working papers or
draft resolution papers,

● To have a ln unmoderated caucus a motion should
be given,
● Delegate who has given the motion should
determine the topic and the total time of the caucus,
● To set the caucus the given motion should be voted
in favor by the majority,
