(Duly Amended)

Short title, application & commencement


1.(1) These University Ordinances may be called the University of
Engineering and Technology Employees (Group Insurance Fund)
University Ordinances, 1971.

(2) They shall come into force with effect from Ist July, 1969.

Definition
2.In these University Ordinances, unless the context otherwise requires:-

(a) ‘Board’ means the Board established under University Ordinance 6.


(b) ‘Family’ in relation to a University employee means his or her:-
i. Wife or wives or husband, as the case may be;
ii. Legitimate children and step children less than 12 years old;
iii. Legitimate children and step children not less than 12 years
old if residing with and wholly dependent upon him or her;
and
iv. Parents, sisters and minor brothers, if residing with and
wholly dependent upon him or her.
(c) ‘Pay’ means the amount drawn monthly by a University employee
as:-
i. The pay which has been sanctioned for the post held by
him/her substantively or in an officiating capacity or which
he/she is entitled by reason of his/her position in a cadre;
and
ii. technical pay, personal pay and special pay; and
iii. any other emoluments which may specifically be classed as
pay by the Syndicate.
(d) “Syndicate” means the Syndicate of the University of Engineering
and Technology, Lahore.
(e) “Treasurer” means the Treasurer of the University of Engineering
and Technology, Lahore.
(f) “University employee” means the University employee to whom
these University Ordinances apply.

3.There shall be established a Fund to be called University of Engineering and


Technology Employees Group Insurance Fund for the purpose of
securing life Insurance benefits for the University employees.

Entitlement
4.All University employees shall be entitled to the benefits of this Fund except:-
(a) the staff paid from contingencies;
(b) the work charged establishment;
(c) the part-time University employees;
(d) the persons employed on contract/deputation;
(e) the employees who have attained the age of sixty years.

Note: The contingent and work-charged Establishment mentioned at (a) & (b)
above will however, be entitled to the benefits of this Fund in terms of the present
agreement dated 30.10.69 with the Eastern Federal Union from Ist July 1969 to 30th
June, 1972.

Resources of the Fund


5.The Fund shall consist of:
(a) All contributions received under University Ordinance 8 and 9; and
(b) all contributions made by the University; and
(c) any interest or profit accruing on such contributions.

Constitution of the Board for the Management of the Fund


6.(i) The Syndicate shall constitute a Board consisting of a Chairman
and Four Members to administer and manage the Fund. The
Treasurer of the University shall be the Secretary of the Board.
(ii) A new Board shall be constituted after every three years.

Functions and Powers of the Board


7.The Board:
(i) Shall from time to time arrange for the insurance of the University
employees in the sums specified below (against each category)
with such Insurance Company of other Insurer as it may deem fit in
accordance with the provisions of these University Ordinances (as
revised with effect from 1.9.1997) vide Notification No.Regu.III/
14(70)/97/284 dated 3.6.1998 as undr:-

As regards the University Employees in BS 1-4 the premium of


Rs.2.28 per employee per month will be paid by the University and the
balance of premium of Rs.6.85 per month shall be deducted from their
monthly salary.

Note: For the currency of the present Agreement dated 30th October, 1969 with
the Eastern Federal Union, contingent and Work-charged staff will stand
included in category ‘C’ above.
(ii) Shall have powers to sanction expenditure connected with the
administration and management of the Fund; and
(iii) may do or cause to be done all other things ancillary or incidental
to any of the aforesaid powers or for the purposes of the Group
Insurance Fund.

Contributions towards fund by University employees.


8.(i) Subject to the provisions of University Ordinance 4, every University
employee drawing pay in B.S.5 and above (p.m.) shall be liable to
contribute towards the Fund every year a sum of Rs. as determined from
time to time per Rs. 1000.00 of the sum in which he is insured during the
currency of the Agreement fixed by the Syndicate from time to time.
(ii) The contribution payable by each University employee shall be
deducted from his pay bill for the month of June payable on Ist July of the
financial year.
(iii) If for any reason contribution to the Fund has not
been deducted from the pay bill of a University employee for June, the
same shall, be deducted from his subsequent pay bill.

Contribution by employees on Foreign Service.


9.When a University employee is transferred to foreign service, he shall
continue to be governed by these University Ordinances in the same
manner as if he had not been so transferred and he shall remit to the
Treasurer his contribution to the Fund during the period he remains in
foreign service.

Determination of the status of deceased employee


10. Notwithstanding the fact that a University employee may have held posts
in different categories at different times the assured sum to be paid on
his/her death to the member or members of his/her family nominated by
him/her in this behalf or the other persons specified in University
Ordinance 13 shall be the sum specified in the University Ordinance 7 in
respect of the category to which he/she belonged before his/her death.

No benefit admissible on dismissal etc.


11. If a University employee, for any reason whatsoever, quits University
service or is discharged or dismissed from service, or his/her service is
terminated, he/she shall neither be entitled to any benefit from the Fund
nor to the refund of the contributions made by him/her towards the said
Fund during the period of his/her service.

Nomination
12. (i) Within three months from the date these University Ordinances are
notified every University employee shall nominate, in the form
appended at Annexure ;A;, a member or members of his/her family
to whom he/she desires the sum insured to be paid in the event of
his/her death, specifying, in case the assured sum is to be paid to
more than one member of his/her family, the proportion in which
the sum is to be paid to them and forward the nomination form in
duplicate, to the Treasurer for transmission of one copy of the form
to the insurance company concerned which shall assign a
nomination number to the employee and furnish a receipt to be
placed in his/her Service Book. The receipt shall be forwarded by
the Treasurer to the Registrar for pasting the same in the Service
Book of the employee.
(ii) In case the nominee or one of the nominees is a minor, the
University employee shall nominate one or more persons through
whom the payment of the sum assured or the share of the minor
successor as the case may be shall be paid.
(iii) A University employee may at any time cancel his/her nomination
by sending a notice in writing to the Treasurer for transmission to

the insurance company and the Registrar and may also send a
fresh nomination alongwith such notice.
(iv) If the nomination relates only to a part of the total sum assured, the
part to which it does not relate shall in the event of the University
employee’s death, be distributed in accordance with the provisions
of University Ordinance 13.

Payment to Relatives on University Employee’s Death.


13. The arrangement to be made with the insurance company or insurer
under clause (i) of the University Ordinance 7 shall be to the effect that
on the death of a University employee of a class specified in column 2
the sum specified against that class of University employee in column 3
shall be paid.
(a) to such member or members his/her family as he/she may have
nominated for the purpose in full or in the shares specified by
him/her at the time of making nomination; and
(b) where no valid nomination by the University employee exists at the
time of his/her death, to his/her family, and in the absence of a
family, to his/her legal heirs.

Submission of Claims for Payment.


14. Claims under this University Ordinance shall become payable only upon
submission by the Treasurer to the Insurance Company of:-

(a) a certificate in the form appended at Annexure ‘B’ about the death of
the University employee indicating the class of University
employee to which such University employee belonged
immediately before his/her death and his/her nomination number;
and
(b) where no valid nomination under the University Ordinance 12 exists
in respect of the University employee at the time of his/her death, a
certificate specifying the names of the members of his/her family
and in the absence of any member of his/her family the names of
his/her surviving relatives to whom the sum assured is payable
under the provisions of clause (b) of University Ordinance 13 and
the shares in which the sum is payable to them.

Payment of claim by the Insurance Company/Insurer.


15. On receipt of the documents referred to in University Ordinance 14 the
Insurance Company/Insurer concerned shall make immediate
arrangements for the payment of the sum assured to the person or
persons mentioned in University Ordinance 13.

Meeting of the Board.


16. (i) The Board constituted under University Ordinance 6 shall
hold a meeting at least once in three months.
(ii) The Chairman may, however, call a special meeting of the Board
at any time he considers necessary.
(iii) The Chairman and any two members of the Board shall form a
quorum at the meeting.

Withdrawals from the fund.


17. Any amount required to be withdrawn from the Fund shall be drawn on a
bill signed by the Chairman of the Board.

Maintenance of Fund and its Audit.


18. (i) The accounts of the contribution to and withdrawals from the Fund
shall be maintained by the Treasurer.
(ii) No expenditure shall be incurred out of the fund unless a bill for its
payment has been audited by the University Audit Officer in
conformity with these University Ordinance.

Money to be kept in approved bank.


19. All moneys credited into the Fund shall be kept in a separate account in
the name of the Chairman of the Board in a Bank approved by the
Syndicate.

Accounts and payment in rupees.


20. The account of the fund shall be kept in rupees and all payments from it
shall be made in rupees.
