2nd REGIONAL HEALTH PROMOTION SUMMIT

Advancing Health Promotion Strategies


for a Healthier Future

The 1987 Philippine Constitution recognizes health as a basic human right, declaring, "The
State shall protect and promote the right to health of all the people.” Over the years, the
Philippines has undertaken various health sector reforms to achieve Universal Health Care.
In 2010, the health sector officially prioritized UHC under the Kalusugan Pangkalahatan
program. These reforms culminated in the enactment of the UHC Law in February 2019.

With a change of perspective where healthcare is more than curative care, the health system
in the Philippines actively improved health literacy, health-seeking behaviors, and the social
determinants of health of every Filipino. The Republic Act No. 11223, also known as the
Universal Health Care (UHC) Law, presents health system reforms necessary to expand
financial protection and access to health services to all Filipinos. This landmark legislation
adopts a whole-of-system, whole-of-government, whole-of-society, people-centered
approach to improve the overall health system. The UHC aims to progressively ensure that
all Filipinos are guaranteed equitable access to quality and affordable healthcare goods and
services and are protected against financial risk.

As mandated by Section 30 of the Universal Health Care (UHC) Law, the section highlighted
the national efforts to provide a comprehensive and coordinated approach to health
development, emphasizing scaling up health promotion and preventive care. As anchored
to the UHC Law, the Department of Health - Health Promotion Bureau (DOH - HPB)
formulated the Health Promotion Framework Strategy (HPFS) 2030 (Table 1), which has
been implemented since 2021. Together with the partners and stakeholders, the HPFS
serves as the national health promotion roadmap and foundational basis for all policies,
programs, plans, and activities on health promotion.

Healthy Workplaces - Healthy Workplaces, Healthy Hospitals


To efficiently establish the Health Promotion Framework Strategy, all health promotion
interventions shall be anchored on the following priority areas (PAs):

Throughout 2021-2023, we have established efficient and responsive systems and processes,
implemented population-based services, and prioritized foundational policies into action. As we
assess progress from 2024-2028 to speed up reforms and address barriers, we are committed
to ensuring the generation of evidence to support policies and decisions. This year, the
Department of Health Center for Health Development CaLaBaRZon (DOH CHD 4A) Health
Education and Promotion Unit (HEPU) is hosting its 2nd Regional Health Promotion Summit and
look forward to recalibrating our strategies from 2029 onwards and are dedicated to prioritizing
marginalized communities to address health and behavioral outcomes disparities.

OBJECTIVES:

The 2nd Regional Health Promotion Summit emphasizes the Health Promotion Framework
Strategy 2030 and its strategies for implementing relevant policies, programs, plans, and
activities. Specifically, the summit aims:

1. To reiterate the strategic directions of health promotion in ensuring the efficient


implementation of healthy governance, healthy settings, and improving health literacy
through population-wide health promotion programs and activities.
2. To strengthen collaboration between the DOH, CHDs, Provincial/City HEPOs, LGUs, and
other partners and stakeholders toward solidifying health promotion initiatives.
3. Present and discuss successful health promotion programs, campaigns, and
interventions. Highlight innovative approaches and technologies in health promotion.
4. Outline future strategies, initiatives, and actions to advance health promotion efforts.
