    As you know, Chemical & Metallurgical Organization is engaged in testing and certifying of all raw materials and vital safety items like Wheels, Axles, Springs, Bogie frames and controlling production-processes in the manufacture of Rolling stocks / Coaches, thereby assuring usage of standard materials and ensuring safety of travelling public. The Railway Board Management Services has considered C&M Organization as the back bone of entire Quality Control and preventive maintenance exercise of all Engineering departments. We are pleased to inform you that during Regular Course No. 135 of Ultrasonic Testing training at RDSO/LKO, in Oct 2009, about 35 C&M supervisors from different zones of Indian Railways participating in the training program decided to form an association, to represent and highlight the hidden and ignored grievances of C&M department to Rail Federation and Rail Administration. C&M department remained highly deprived and neglected cadre since its inception. As it was a very micro organization in very big Indian Railway, highly sensitive issues were either neglected or were kept hidden to top leaders or Rail administration. Hence it was decided to apprise the Rail Federation as well as Rail administration, of the prevailing injustices and continuing negligence of CMT staff, through a platform which was unanimously accepted to be called as RACE-

    Time has changed. The Indian Railway is nothing without Quality and Safety and the Quality and Safety cannot be defined without C&M department. From just few hundred at inception to about 2000 (as per RTI data) now, C&M department has really proved themselves as the back bone of Indian Railways. Despite that, it has a long list of anomalies and injustice as compared to other department in Indian Railways. Now in an era of ballot system, the power or value of single C&M staff in Diesel shed/Electric shed/Workshops/PU can be felt or understood by this incident of Raipur division where a candidate of a particular federation managed to

    win the delegate post of Co-operative society election by just a single vote. Keeping itself at back stage, RACE people in different form have represented the highly severe issues of C&M wing to Federation leaders & Supervisors Association through posts, mail, phone, personal appointment and the famous GANDHIGIRI during past couple of years. A ten point master memorandum already submitted to you features the major demands and anomalies of C&M department. During this past couple of years, we contacted and interacted with almost all C&M staffs in every zone of Indian Railways and formed the team of RACE. From Junior Supervisors (B.Sc.holders) to Senior Supervisors (B.E./M.Sc.) all unanimously pledged for making the RACE physically and financially strong. Time has now come that we should make the RACE officially known to Indian Railways. And what would be the best day than REPUBLIC DAY 26 JAN 2012 itself, for the foundation day of RACE. Hence we have formed the RACE team for National level as well as zonal level to raise the grievances/ issues of C&M department in National and local level respectively. The provisional committee is appended below. We would like to extend heartiest thanks to you and your federation for considering our severe issues in different forums. Similarly we hope for wide acceptance of RACE as the representative association for the C&M department in representing policy matter to your federation. We are confident that RACE would fulfill its objective under your blessing. Thanking you.
