1. GENERAL INFORMATION
The Food and Agriculture Organization of the United Nations (FAO) is a specialized agency of the United
Nations with more than 194 member countries. Since its inception, FAO has worked to improve nutrition,
increase agricultural productivity, raise the standard of living in rural populations and contribute to global
economic growth. Achieving food security for all is at the heart of FAO's efforts - to make sure people have
regular access to enough high-quality food to lead active, healthy lives.
To achieve its goals, FAO cooperates with thousands of partners worldwide, from farmers’ groups to traders,
from non-governmental organizations to other UN agencies, from development banks to agribusiness firms
(further and more detailed information on FAO can be found on the internet site: http://www.fao.org).
The purpose of this Request for Expression of Interest (REOI) is to identify vendors in Bangladesh who are
qualified and capable of providing Mobile Top Up Recharge Services meeting Bangladesh national standards
in order to partake in a tender, leading to the establishment of the Long-Term Agreements (LTA) for a period
from one to three years.
An LTA is a written agreement between the selected supplier and FAO, which is established for specific
goods or services at prescribed prices or pricing provisions for up to three years, against which specific
orders can be placed at any time during the defined period and with no legal obligation to order any
minimum or maximum quantity. The LTA will be awarded to the company providing the best value for
the money to FAO.
FAO may award the products and/or services to more than one supplier according to the scope of
products and/or services offered by the selected company and therefore, more than one LTA may result
from this tender process. FAO intends to use the LTA across FAO’s office in Bangladesh, and it may
also be used by other UN agencies, funds, or programmes requiring these products and/or services.
NB It is planned that similar REOIs will be conducted by FAO every two to three years for
shortlisting new Vendors or their authorized agents who can meet the necessary requirements in the
future. This will provide an opportunity for potential suppliers who are currently unable to meet all
the requirements, to work on enhancing their capabilities, quality standards, and compliance with the
national standards. Furthermore, this approach not only benefits FAO Members but also creates an
environment that encourages continuous improvement and innovation within the industry.

2. DESCRIPTION OF SERVICES
Mobile Phone recharge Services are one of the back-office services required to keep FAO Bangladesh and its
operations running in a cost-effective way, thereby efficiently delivering programme activities.
A mobile top-up or recharge is the process of adding balance to a prepaid phone number. This balance can be
used to make calls, access the internet, and send text messages, depending on the subscription they have with
their telecom provider.
FAO Bangladesh intends to set up one or more LTA with qualified Mobile Top Up Recharge Vendors licensed
by the government of Bangladesh.
➢ Number of Subscribers: 200 Subscribers per month are approximately defined and may increase,
which will be notified by FAO. The required recharge services can be approved only by the delegated
staff or representatives of FAO.
➢ List of Operators being used by FAO Personnel:
Grameenphone (GP)
Robi Axiata
Banglalink
Tele talk
➢ Yearly Estimated amount: BDT 4,760,000
The contractor/service provider or its representatives will mostly perform the above-mentioned task in the first
week of each month during the contract period or at any time based on the requirement from FAO.
2.3.Billing:
It is expected to receive one individual invoice for each request per month from the service provider for
which both the request and invoice are fully documented with at least start/end date and time, telephone
numbers, and recharge amount. Ability to generate billing statements without errors. Payment will be
processed within 30 days of receipt of the invoice and supporting documentation.
3. MANDATORY REQUIREMENTS
• The vendor must have a valid business license with legal capacity to enter into a binding contract with
FAO.
• A good track record in serving international organizations, government agencies, private and
multinational corporations for a minimum of at least three years.

• The Vendor must provide the CVs for key personnel to be dedicated in due course of the provision of
comprehensive Mobile Phone Services. CVs should demonstrate qualifications in area of expertise
relevant to the Contract.
• Financially stable which shall be accompanied by Bank solvency certificate.
FAO invites qualified vendors to express their interest by completing and submitting the response
form (page 5) under this EOI no. 2024/FABGD/FABGD/129566 in UNGM placeholders.
To access the documents, you need to be fully registered in UNGM (Basic Level is
sufficient).

A Vendor may, without prejudice, modify or withdraw a submission before the deadline with the
“MODIFY RETURN” function. No submission may be modified after the deadline.
In the event that your company is not interested to participate in this EOI, the Organization
would appreciate your feedback with a brief explanation. In this case, you are kindly requested
to click on the “OPT OUT” button displayed in the UNGM portal to send your reason for non-
