SECTION 18000 MECHANICAL INSTALLATION 18000/1

PART 1 GENERAL

This section of the specification covers the mechanical services works associated with this
project.

A suitably qualified and registered Mechanical Contractor shall carry out the whole of
mechanical installation.

This section shall be read in conjunction with the Engineers drawings 1596 M0-M1

The Mechanical Contractor shall ensure they are familiar with the existing condition of the site
and existing services, prior to submitting the tender price.

The price shall be deemed to include the provision of all materials, fittings and performance of
all works, which is necessary for the satisfactory and efficient functions of the installation, and
which is provided in accordance with accepted trade practice, even though such works may
not be explicitly mentioned in the specification or not.

101 Inspection By Tenderers


The Tenderer shall fully inform himself of the nature of the work by personal examination of
the site, the Specification, drawings and by such other means as he considers necessary for
preparation of his tender for this Contract.

102 Discrepancies and Omissions


If any discrepancy, contradictions or omissions appear in the Specification or on the
Drawings, the Consulting Engineer shall be advised.

Appropriate instructions shall be given in writing. Oral amendments and instructions shall not
be recognised.
103 Alternatives & Substitutions
The contractor shall allow in their tender price all the equipment.

“As Specified”. Alternatives and substitutions of ‘approved equal’ shall only be offered as a
deduction and/or alternative to the Tender Price, and any discussions will be entered into
after the close of Tender.

Tenders not adhering to this clause shall be deemed as not complying.


104 Operation of Existing Services During Construction
The site currently houses the existing school which will need to operate unaffected by the new
works. The contractor shall ensure that they understand the site and works as detailed and
shall ensure that all services are maintained to remaining school during the construction,
whether specifically indicated on the drawings or not. The intention is to ensure that all
services such as gas, power, data, telephones, PA, etc are maintained and operational during
the construction.

The contractor shall thoroughly inspect the existing conditions during the tender period and
ensure that they have a complete understanding of the existing conditions and allow for all
temporary works necessary to ensure services are maintained.

PART 2 SCOPE OF WORKS

Specifically the work shall comprise of the following:

 Contractor to allow to visit site, prior to the submission of Tender.


 Supply and installation of a wall mounted split reverse cycle air conditioning system,
including associated refrigeration pipework, flashings, control wiring, etc generally as

indicated on the drawings.


 Contractor to allow to supply and install wall mounted wired controllers for all air
conditioning units in locations generally as indicated on the drawings.
 The new building is to be provided with a Central Controller, to be wall mounted in
Server Room.
 Provide a trapped condensate drain from the unit to waste as indicated on the drawings.
 The condensing units shall be mounted on suitable rubber in shear anti-vibration eliminators
to prevent the transmission of noise or vibration to the building.
 Installation and clearances or external condensing units to be in accordance with
Manufacturer's requirements.
 Supply and installation of a number of roof mounted exhaust fans including associated
fan, ductwork, grilles, flashings, control wiring and any associated controls etc generally
as indicated on the drawings. Exhaust fans to be time clock controlled via timeclock
mounted in new distribution board. Allow to co-ordinate with Electrical contractor.
Exhaust fan NOT to be controlled with light operation.
 Supply and installation of a ceiling mounted exhaust fan including, ductwork, grilles,
flashings, control wiring and any associated controls etc generally as indicated on the
drawings. Exhaust fans to be time clock controlled via timeclock mounted in new
distribution board. Allow to co-ordinate with Electrical contractor. Exhaust fan NOT to be
controlled with light operation. Kitchen exhaust fan to also be provided with labelled fan
switch for control of exhaust fan.
 Supply and installation of a ceiling mounted thermostatically controlled exhaust fan
including, ductwork, grilles, flashings, control wiring and any associated controls etc
generally as indicated on the drawings. This exhaust fan is not to be time clock
controlled.
 Supply and installation of a roof mounted relief air cowl including associated, ductwork,
grilles, flashings, etc generally as indicated on the drawings.
 All externally exposed refrigerant pipework and electrical cabling to be covered with
colourbond cover. Colour to be selected by Architect.
 All electrical wiring including control wiring from isolators provided adjacent to each piece
of equipment.
 Painting and labelling of all equipment exposed pipe work and ductwork as selected by
the architect.
 All over flashings of roof penetrations.
 The refrigeration pipework shall be insulated with insulation with a minimum R value in
accordance with current NCC BCA version as noted in section J5.8, Pipework Insulation.
 All supply air and return air ductwork shall be insulated with insulation with a minimum R
value in accordance with current NCC BCA version as noted in section J5, Ductwork
Insulation.
 Preparation of shop drawings to an appropriate scale. Three copies to be submitted to
engineer for approval prior to commencement of works.
 Three copies of the Operation and Maintenance manuals. No draft copies will be
accepted for approval.
 Testing and commissioning of all equipment. All commissioning data shall be N.E.B.B. or
N.A.T.A. certified.
 Twelve (12) months' maintenance and warranty service.

PART 3 BUILDERS WORKS


The following works shall be provided by other trades:
 All penetrations through floor, wall and ceiling required to accommodate the mechanical
services, unless noted on the drawings.
 Power supply terminating adjacent to all mechanical services equipment
 All trimmed roof penetrations and primary flashings required for the mechanical services
installation.
 Installation only of all door grilles generally as indicated on the mechanical drawings
 Installation only of all weatherproof louvres generally as indicated on the mechanical drawings

 Provision of all temporary lighting, power, water and other services required by the
Mechanical Contractor
 Provision of tundishes for condensate drains where shown on the mechanical drawings.

PART 4 AUTHORITIES & STANDARDS


All works covered in this specification and relevant drawings shall be carried out strictly in
accordance with the current issues of the following standards and authority requirements.

* All relevant Regulations and Bylaws of the Municipal Council.


* Building Code of Australia.
* Electrical Supply Authority.
* AS 3000 SAA Wiring Rules.
* Fire Authority - Metropolitan Fire Brigade.
* Insurance Council of Australia - I.C.A.
* AS1668 The use of mechanical ventilation and air conditioning in buildings.
* AS3500 National Plumbing and Drainage Codes.
* Relevant Gas Authority regulations.
* All other relevant SAA Standards and Codes

PART 5 VIBRATION AND ACOUSTIC REQUIREMENTS

501 General
All items of driven equipment shall be mounted on vibration bases.

They shall be equipped with spring or rubber vibration mounts to give sufficient deflection to
provide not less than 95% vibration isolation.

502 Equipment
All rotating equipment when complete as a fully assembly shall be statically and dynamically
balanced.

503 Connections to Equipment.


Suitable flexible connections to isolate rotating equipment, complete with weatherproof covers
to shall be provided between all rotating equipment and associated ductwork.

504 Grilles and Registers


All supply air and return air grilles and registers shall be selected to comply with the noise
ratings stated in this Specification.

PART 6 DESIGN CRITERIA


The air conditioning systems shall be designed to provide comfort conditions within the air
conditioned spaces as detailed below:
Indoor Outdoor
Summer 24 oC DB 34 oC DB
50% RH 21 oC WB
Winter 21 oC DB 2 oC DB
The plant shall normally operate to provide indoor conditions of 22oC, plus or minus 1.5oC,
except where the conditions approach or exceed the ambient conditions.
The mechanical system shall be designed to comply with the following:

PART 7 AIR DISTRIBUTION


701 General
This section of the Specification covers the requirements for ductwork, fittings, air outlets and
grilles.
The sizes indicated on the drawings are in millimetres and represent the clear internal
dimensions of the ductwork.

All ductwork shall be manufactured from best quality galvanised sheet metal.

As a minimum requirement, the ductwork shall be supplied and installed in accordance with
the "Low Pressure Duct Construction Standards", (5th Edition -1976), as published by the
SMACNA Association.
Ductwork to comply with the fire hazard properties of AS4254.

702 Rectangular Ductwork


Rectangular ductwork shall have Pittsburgh longitudinal joints and be of the following
minimum thicknesses:

1225 – 1500 mm 1.0 mm
Over – 1500 mm 1.2 mm

703 Circular Ductwork


Circular ductwork shall be of spiral seam construction with the following minimum
thicknesses:

0 - 500 mm 0.6 mm
525 - 900 mm 0.8 mm
925 – 1200 mm 1.0 mm
Over – 1200 mm 1.2 mm

704 Flexible Ductwork


All Flexible ductwork shall be as manufactured by Uniflex (Aust.) Pty. Ltd. or approved
equivalent. It shall be complete with a 25mm thick fibreglass insulation enclosed with an
aluminium foil laminate sleeve.
All flexible ductwork shall consist of an aluminium foil laminate core, mechanically locked into
a metal helical frame with a coated spring steel wire.
The ductwork shall have a four zero rating (both inside and outside surfaces) when tested in
accordance with AS 1530 Part 3.
The flexible ductwork shall be fully extended and supported with hanging straps at maximum
spacing of one metre.
Connections to spigots shall be with plastic bands. Spigots shall be fully insulated.

705 Weatherproof Ductwork


All ductwork exposed to the weather shall be sealed with a silicon sealing compound and
cross-broken to prevent ponding of water.

706 Bends and Tees


Bends shall be provided with profiled turning vanes and tees shall include an adjustable
splitter blade.

707 Duct Supports


Provide trapeze hangers consisting of angle iron under the duct supported with hanging rods
on both sides. Angle iron to be prime coated.

708 Air Outlets and Grilles


The final selection of all air outlets and grilles shall be the responsibility of the Contractor.
This shall include providing the correct throw, without drafts, within the specified noise levels.

Suitable balancing devices shall be provided to all grilles and registers to achieve the
specified air quantities.
Ceiling diffusers shall be of the louvred-face type with removable covers. The style shall
match the ceiling type, as applicable unless noted on the drawings. Opposed blade dampers
shall be included.

Side wall, supply-air registers unless noted, shall have individually adjustable horizontal and
vertical blades unless noted on the drawings. Opposed blade dampers shall be included
unless otherwise noted.

Ceiling, return-air grilles shall be of the 15mm square pattern, egg-crate type.

Door relief-air grilles shall be of the invert, chevron blade type.

All air outlets and grilles shall be provided with acoustically lined cushion head boxes.

All air outlets and grilles shall be either anodised aluminium or baked enamel to the required
colour, or prime coated, as selected by the Engineer or Superintendent. All visible surfaces
behind outlets and grilles shall be painted matt black.

709 Ductwork Insulation


All supply air and return air ductwork shall be insulated with insulation with a minimum R
value in accordance with current NCC BCA version as noted in section J5, Ductwork
Insulation.
All supply-air and return-air ductwork shall be insulated and sealed to form a vapour barrier.
External insulation shall include fibreglass or mineral wool blanket covered with aluminium
foil. This shall be held in place with welded pins and clips at 400mm centres.
All internal acoustic insulation shall consist semi-rigid fibreglass or mineral wool batts having
a density of not less than 48kg per cubic metre. The insulation shall be faced with perforated
aluminium foil sheets.

710 Outside Air Grilles


All outside air grilles shall be completely weatherproof for the specified air quantity. Birdmesh
and vermin proof screen shall be included.

PART 8 TESTING, COMMISSIONING AND MAINTENANCE

801 Plant performance


The Contractor shall guarantee the plant performance duties as stated in this Specification.

802 Testing and commissioning


The Contractor shall fully allow for all testing, balancing and commissioning of plant to provide
specified conditions and requirements.

All air grilles shall be balanced to with +- 10% of the supply specified air quantity. Air
quantities in the main supply air ducts shall also be measured. All air balancing shall include
a N.E.B.B. or N.A.T.A. certification.

These procedures shall be performed under the inspection of the Engineer, and shall be
completed to his satisfaction.
The systems shall be set in operation and left to operate under Automatic Control for a period
of two weeks, prior to practical completion.

It is the intention that the systems shall be fully tested and commissioned prior to this, the two
week period being used to demonstrate the correct operation of the system under normal
automatic control.

Failure to comply with this Clause will result in Practical Completion being delayed, until this is
achieved.

803 Maintenance and Warranty


During the twelve (12) month period, the Contractor shall carry out, free-of-charge, regular
servicing of plant, at monthly intervals. Copies of the service report shall be provided to the
engineer within 3 days of the service.

804 Shop Drawings & “As Built” Drawings


Regardless of the tender qualifications submitted by builders and their subcontractor, the
builder and their subcontractors agree to pay the Consulting Engineer for each electronic
drawing they require for the preparation of shop drawings, as installed drawings, tactical
plans, etc.
The contactor shall allow to produce shop drawings for approval by the Engineer prior to
manufacture of any ductwork. The drawings shall be produced at a minimum scale of 1:50
and shall indicate all the proposed works. They shall also include sections and details of
transitioning ductwork to ensure all plains are covered and details where appropriate.
These drawing shall be updated at the completion of the project to reflect any changes and
additions and shall include the commissioning figures.
The updated drawings shall be issued as, “As Installed” drawings and shall be submitted
with the maintenance manuals for approval by the Engineer in both hard copy and electronic
format.

805 Operations & Maintenance Manuals

Prior to Practical Completion, three sets of the Mechanical Services Maintenance Manuals
shall be provided in hard copy and in digital copy (PDF). (No draft copies will be accepted
for approval.) These shall be in vinyl-covered, hard-backed folders, appropriately labelled.

Digital copies (PDF) of the Mechanical Services manuals are to be provided as one combined
manual for review. A link containing folders with information will not be reviewed.

Manuals will be reviewed by the Consultant a maximum of two times. Any further review will
incur a cost to the Contractor at the Consultant’s hourly rate.

The manuals shall include the following:


* Index
* Schedule and technical data of all equipment installed
* All Commissioning Data
* All control settings
* Operating instructions
* Maintenance instructions
* As Built shop drawings
* Control wiring diagram

Part 9 PACKAGED AIR CONDITIONING UNIT


901 General
The air conditioning units shall be the air-cooled wall hung split type complete with and external
air cooled condenser and, coils, condenser haematic compressor, refrigeration piping and
fittings, evaporator air side fan condenser coil and fan, all housed in a cabinet.
The units shall be factory wired and charged with refrigerant ready for installation.

The fan coil units shall be controlled via a wall mounted wired controllers, supplied by the
manufacturer and installed generally as indicated on the drawings, with consultation on site
with the Architect.

The building to be provided with wall mounted central controller as denoted on the
drawings.
903 Ductwork Connections
Flexible connections shall be provided between the unit and the supply and return air
ductwork, complete with weatherproof covers on the top and two sides where located on roof.
904 Condensate Drain
Provide a trapped condensate drain from the unit to the nearest waste.
905 Mountings
The unit shall be mounted on rubber in shear anti-vibration eliminators to prevent the
transmission of noise or vibration to the building.

PART 10 FANS

1001 General
Provide all fans, as shown on the Drawings
These shall include all associated wiring and controls.
Where shown on the drawings, the system shall be complete with all ductwork and registers.
The static pressures, as scheduled, are for tendering purposes only. The Contractor shall
calculate the actual static pressures.
1002 Fans
Fans shall be of the axial or centrifugal type, as scheduled.
Vermin-proof mesh shall be provided on all fans that are mounted out of doors.
Roof mounted fans shall incorporate a moulded base that forms a weatherproof skirt and is
suitable for mounting on a kerb proved by the Builder. An integral wiring conduit shall be
provided from the motor compartment to under the weatherproof skirt.
