2.0Scope:

The scope of this method statement is to provide the controlled sequences of work
Methodology and safety precautions that will be used to execute the Substructure
Waterproofing works for the proposed G+19 (3P+16) STOREY, RESIDENTIAL
BUILDING ON PLOT NO. 3460558 AT BUSINESS BAY, DUBAI.

3.0Purpose:

The purpose of this method statement is to highlight the general measures and
precautions required during the waterproofing works on the substructure members.
Also to ensure that all information, materials, tools and equipment, manpower and
supervision are available for execution of the work.

6.0 Roles and Responsibilities:

 Project Manager
 Responsible for the successful execution of the contractual & statutory
requirements.
 Ensuring that the day to day successful operation of quality & environmental
management system in accordance with company’s and the project’s
requirements.

 Construction Manager

 Ensuring that the project works are carried out in accordance with company
and Quality policies and in accordance with the requirements of this quality
plan.
 Ensure area is ready and safe to start the works.
 Liaise and coordinate with the project manager for the agreed sequence of
works with respect to the construction program.
 Allocation of required manpower through coordination with the project
manager.

 QA/QC Engineer

 Perform all daily inspection and test of the scope and character necessary to
achieve the quality of construction required in the drawings and
specifications for all works under the contract performed ON or OFF site.
 Cary out inspection and checking for all quality related procedures in the site
and ensures activity at site are as per approved method statement and

inspection

test plan.
 Coordinate with the consultant’s representative and Site In-charge for
inspection and meeting about quality problems including closure of Non-
Compliance Report.
 Responsible in the quality and workmanship of every activities, thorough
knowledge of all phases of engineering construction relating to Civil,
Architectural and Structural discipline interfacing the multidisciplinary
operations.

 Project Engineer
 Execution of the project on time, within the approved budget and in accordance
with the contract quality specification for the project.
 Ensuring that suitably qualified personnel required for the project are
mobilized on time to carry out specialized tasks.
 Reviewing the manpower requirements for the project with the Project
Planning Engineer and then with the Administration Department.
 Completion of all necessary Progress Reports (such as Weekly & Monthly
Reports) for the project.
 Assist the Site Engineers in the preparation of all the Project Quality
Procedures.
 Signing all site requisitions and following up with the purchasing department
to ensure that all information is available to procure.

 Project Safety Officer


 Ensuring that safety procedures are fully and aggressively implemented in
accordance with the requirements of the agreed specific project plan, the safety
laws in force in the country and the contract conditions.
 The overall safety advice and information to all personnel including sub-
contractor’s personnel throughout the contract duration.
 Maintaining standards of plant and tools, throughout the contract period by the
operation of regular site inspections.
 Inspection and logging of operating certificates for cranes and other lifting
equipment.
 Ensuring that the mandatory first aid requirements and provisions are provided
and maintained and are accessible at all times.
 Ensure that Health and Safety Records and Statistics are reviewed
weekly/monthly and that the BHE company senior safety officer endorses them
to this effect.
 Ensure that all instruments and equipment held in the U.A.E. requiring
periodical testing/calibration are so calibrated at the appropriate times.

 Site Engineer
 Exercising full control of workforce on site.
 Ensuring work is executed in accordance with the contract specifications,
agreed procedures and method statements.
 Preparations of designated construction quality procedures.
 Monitoring the work of sub-contractors.
 Any other duties and responsible as designated by the Project Manager.

7.0 Work Procedure

7.1 Pre-Construction Activities / Approvals

7.1.1 Ensure that the Material Submittals and Material Inspection have
been approved.
7.1.2 Ensure related details has been approved and properly coordinated
to the site engineer and all workers.
7.1.3 Ensure the Materials stored at the designated storage area.
7.1.4 All materials shall be delivered with a tag number
indicating manufactured date, off loaded as near as possible to the
point of use.
7.1.5 Ensure that the Inspection for Substrate/Blinding has been
approved.
7.1.6 All activities shall refer to this method statement in conjunction
with the manufacturer’s instructions/ procedural manuals.
7.1.7 Ensure that work area is with barricade & safety signages in place.
7.1.8 Ensure that work area is clear and safe.
7.1.9 Ensure that HSE & QAQC procedure are established.

7.2 Installation of Horizontal & Vertical Waterproofing Membrane

 Surface Preparation
 Prior to installation, the areas to be covered with the membrane should
be carefully checked.
 The surface where the primer to be applied should be clean
 The substrate must be free from any sharp particles or edges.
 Site inspection with the Consultant shall be arranged after the
preparation work has been completed prior to start waterproofing
work.
 Fillets for internal corners and chamfer for external corner should be
according to manufacturer recommendations.

 Priming
 Prior to commencement of waterproofing works, the substrate is to be
inspected and approved.
 A primer is applied to horizontal & vertical surfaces where the
membrane is to be torch bonded.
 Torch bonding can proceed 2~4 hours after the primer application.
 Re-application of primer coat will be carried out again if the membrane
installation has been delayed for more than 24 hrs.

 Horizontal Waterproofing
 The membrane is torch bonded horizontally to the primed substrate.

 The membrane rolls must be properly aligned observing at all times the
overlap dimensions which should be marked properly (10cms
longitudinal and 15cms transversal) in accordance with the
manufacturer’s recommendations.
 Unrolling of the membrane can be done by hand
 A cover strip of 200mm width should be torched over the overlapping
joints to ensure the perfect welding.
 The membrane should be loosely laid over a slip sheet of non-woven
glass mat, to be seamed only at overlapping.
 Ensure that an additional length of 250mm minimum horizontal
membrane is left all around for carrying an overlapping with the
membrane laid on vertical walls.
 Torching can proceed only after the inspection of all overlaps and of
any accidental damage to the membrane itself.
 The torch applicators will apply heat on both sides of the overlap and
press the overlaps immediately afterwards.
 Proper checking of all welded overlaps will be done by a technician.
 Membrane joints and protection board joints should be staggered.
 Any gaps in overlaps will be re-torched.

 Vertical Waterproofing
 After casting the raft and the Basement walls, the membrane should be
overlapped and torch bonded to the existing membrane on the extended
PCC.
 The membrane must be properly aligned observing at all times the
overlap dimensions which should be marked properly (10cms
longitudinal and 15cms transversal) in accordance with the

manufacturer’s recommendations. Unrolling of the membrane can be
done by hand.
 The torch applicators will apply heat on both sides of the overlap and
press the overlaps immediately afterwards.

 Proper checking of all welded overlaps will be done by a technician.


 After checking the membrane, the protection board shall proceed.

 Protection board shall be laid on vertical surface and extended


minimum 20 cm to the horizontal surface. Torch the back of the
protection board until the PE film starts disappearing and the asphalt
starts melting softly. Press the board immediately onto the substrate.

 Repairs
 Accidental damages will be repaired as follows:
 Clearing and cleaning the area concerned.
 Marking specifically the areas to be repaired.
 Seaming using the hot spatula over the damage area.
 Torching a piece of membrane over the damaged area and at least
10cms around it.

8.0 Quality Control

 All significant stages of work (submission of IR’s) shall be ensured by


Project Engineer/ Site Engineer and Quality Control Engineer to
conform to the drawings, specifications and manufacturers
recommendation.
 The QC Engineer & Project Engineer will check & monitor the
progress of execution of work to ensure that the work process complies
with this method statement.
 Inspection Requests (IR) shall be raised to Consultant for the following
stages of work:
 Surface preparation prior to Primer application.
 Primer Application prior to membrane
 Completed membrane prior to Protection Board/Screed.

10.0 Health, Safety, Environment (HSE)

10.1 Health:

10.1.1 Occupational Health Hazard:


Among the health hazards for Waterproofing Works are chemicals,
extreme temperatures and biological agents. Exposure to health hazards
may result in occupational diseases or work-related illnesses. Many of
these are insidious and only manifest after a prolonged period of
exposure to the hazards; some are irreversible and have no cure. Thus,
Safety Team;
 Ensure to have proper management of workplace health hazards
and provide proper advice or assistance to the persons who are
exposed to such hazards or suffer from occupational diseases or ill
health.
 Ensure the health and safety of all persons at work.
 Ensure the workplace is safe and without risks to health.
10.1.2 Chemical:
 Employee exposure to chemicals and toxic substances shall be kept
below the recognized exposure levels.

 Chemicals or dangerous goods shall not be brought to Site until a
material safety data sheet (MSDS) has been viewed and approved by the
Project manager.
 Flammable and combustible liquids shall be stored and handled
according to all local regulatory standards in area of operation.
 Hot work, hot processes and smoking shall be strictly prohibited within
a five meter radius of a flammable liquid storage area.
 A suitable fire extinguisher shall be located in the nearest convenient
spot to any flammable liquid storage area.
 MSDS shall be located in the work area for all chemicals used, and a
register of chemicals in use on the site shall be maintained, including
copies to First Aid personnel.
 Assessments will be carried out on all chemical substances and
appropriate handling safeguards will be put in place prior to use.

10.1.3 Hot Weather and Heat Stress:


When working outdoors in hot weather:
 Drink small amounts of cool water (not cold) frequently,
regardless of your activity level. Drink throughout the day.
 Replace salt and minerals (Avoid salt tablets).
 Protect yourself from the sun by wearing a wide-brimmed hat.
(Sunglasses and sunscreen) .Work under shades provided.
 Schedule outdoor work carefully. If outdoor work must be done in
hot weather, try to limit it to morning hours. Limit sun exposure
during mid-day hours. Consider rotating outdoor work schedules
among your co-workers.
 Monitor yourself for the signs and symptoms of heat-related
illness e.g. heat stroke, Heat exhaustion, Heat Cramp, Fainting.
Heat Rash & Fatigue.

 Take time to cool down. Rest often in shady areas.


 When working outdoors in hot weather:
During Hot season, Job will be stop in High Summer. Company’s Site
Management guideline shall be followed. Working hours will be
regulated /restricted as per company regulations & Local laws.

10.1.4 Welfare Facilities:

Drinking Water:
 An adequate supply of potable water shall be provided at site.
 The drinking water supplied during hot weather shall be cooled.
Toilets:
 Shall be provided clean, well ventilated toilets.
 Toilets shall be provided for employees according to the
following table.

10.1.5 Pollution Control:


 Pollutants (e.g. smoke, gas fumes, dust, sludge, waste noise, sewerage,
oils, and grease) shall not be released into the atmosphere or onto the
ground unless a license is held under local statutory regulations. Further
to this, all pollutants will be kept to the absolute reasonably practicable
lowest limit.
 Unplanned or unauthorized emissions of pollutants shall be reported to
the Project Manager immediately.
 Small spills in workshops, on roads etc shall be cleaned up immediately
after the material has been identified and the appropriate precautions
have been taken. Manufacturers Safety Data Sheets or assessments must
be referred to prior to the handling of any chemical substance.
 Under no circumstances shall pollutants be discharged or disposed of
into septic or drainage systems.

10.1.6 Ventilation:
 All work areas will be adequately ventilated and employee’s exposure to
atmospheric contamination shall be kept below the recommended levels
as per the applicable statutory requirements.
 Areas in which there exists, or is likely to exist, the presence of
deleterious atmospheric contaminants they shall be identified and
appropriately sign-posted.
 All employees working in areas that are likely to contain atmospheric
contaminants which cannot be adequately removed by ventilation shall
wear the appropriate respiratory protection devices.

 Wherever reasonably practicable, airborne contaminants will be kept to
the absolute minimum by way of engineering solutions as opposed to
use of personal protective equipment.

10.2 Safety:

10.2.1 Safety Induction Training:


 All staff and labors will go through an induction session before their
deployment at site.
 Induction for staff members will also include a general orientation to this
safety plan with specific reference to their roles and responsibilities as
indicated in this plan.
 Subjects to be covered during the induction sessions will be:
 Discipline to be maintained while working near public roads and
live sub stations
 Safety rules to be followed in the site as per the country law.
 Housekeeping and its importance
 What to do in case of accident
 First Aid Services, Location of First Aid Box & Name of First
Aider.
 The respective site foremen will organize toolbox talk for their
technicians once in a week in the morning before starting the work.
 The induction and toolbox talk will be extended to sub-contract
employees also.

10.2.2 HSE Meeting:


 To find solutions for any safety issues remaining unsolved during the
previous fortnight.
 To identify the problem areas and to work out remedial actions for the
same.
 To discuss the causes of accidents occurred during the previous
fortnight, if any, to learn lessons and to plan ways to prevent recurrence
of similar accidents in the future.
 To decide any special safety requirements to be taken during the next
fortnight arising out of the new activities to be taken up during that
period.

 To review the implementation of the Health, Safety and Environment
Plan.

10.2.3 Personal Protective Equipment (PPE):


 All employees must use the personal protective equipment.
 Instruct and train the employees in its use and explain them why it is
needed, when to use it and what its limitations are.
 PPE must be properly looked after and stored when not in use. It must be
cleaned and kept in good repair.

10.2.4 Material Handling and Storage:


 The handling and storage if materials and equipment is one of the
important considerations in the construction field.
 The storage of material must not block any exits from a building.
 All materials shall be handled with precaution and according to good
workmanship practices.
 Isolation of combustible materials from noncombustible types and away
from flame/ ignition sources.
 All hazardous materials must be provided MSDS.

10.3 Environment:

10.3.1 Environment Protection:


 Safety Management has to conduct training intended for the
development of environmental awareness for all employees and
subcontractors.
 Site Management have responsibility for the implementation of
environmental awareness amongst their personnel and have the ultimate
responsibility for the environment and safety on projects.

10.3.2 Waste Management:


 All the scrap materials generated at site will be placed at the scrap bins
provided at the respective areas.

 A skip will be maintained at site if found necessary to dispose all the
solid waste materials and it will be removed through authorized agencies
at regular intervals.
 The Project Manager will allocate separate crew under a foreman for
scrap and waste removal if it is required.
