This letter is respectfully submitted in support of my Immigrant Petition for Alien Worker (I 140)
sent by me, John Da Silva Saulo, as a self-petitioner/beneficiary. I would like to demonstrate my
fulfillment of the following EB 2 National Interest Waiver requirements as holding an Advanced
Degree (or Exception Ability) and provide supporting evidence for it.
I further submit evidence and documentation to demonstrate that a waiver of the labor certification in
my specific case is in the national interest pursuant to In re Matter of Dhanasar, 26 I&N Dec. 884
(AAO 2016), Int. Dec. 3882.
Current Landscape: The U.S. automotive industry, a vital contributor to the economy,
grapples with challenges like environmental sustainability and the transition to electric vehicles.
Navigating these changes necessitates effective program management.

focal point of my plan is to introduce innovative and cost-effective EV programs to the market.
Value Proposition: The impact of my contribution can be assessed through various lenses,
including:
A. Economic Growth Enhancement: Stimulating the growth of the EV market has the
potential to invigorate economic expansion. This can be gauged through increased job
opportunities in the EV sector, growth in related industries such as EV charging
infrastructure, and a heightened contribution to the GDP from the automotive industry.
B. Progress in EV Technologies: My efforts aim to facilitate the development of more
efficient, cost-effective, and widely adopted EVs. This will manifest in the introduction of
new EV models, enhancements in EV specifications (such as range and charging time),
and an uptick in EV sales.
C. Advocacy for Environmental Sustainability: By prioritizing EVs, I actively promote
cleaner alternatives to traditional vehicles. This commitment is exemplified by a
reduction in carbon emissions from the transportation sector and an improvement in

I will achieve my objectives and support economic growth, job creation, and community

Months 1-6:
Seek employment opportunities through LinkedIn, leveraging network connections,
headhunters, and job posting websites, targeting reputable companies in U.S. regions known for
advancements in the automotive industry, particularly those focused on electric vehicle (EV)
technologies, my main target is cities are Detroit-Mi and San Fransisco-CA.
Network with industry professionals and potential employers on professional platforms to
expand professional connections.
Enroll in targeted short-term training programs focused on the automotive industry and EV
technologies to enhance skills and knowledge.
Months 6-12:
Secure a position in a reputable automotive company and utilize extensive project
management experience for meticulous planning, efficient resource allocation, and proactive risk
management to support and expedite product launches.
Implement rigorous project management methodologies, integrating detailed execution plans,
robust risk mitigation strategies, comprehensive management controls, and key performance
indicators (KPIs) to ensure on-time delivery and adherence to budget.
Prioritize the development of meticulous project documentation, including schedules,

(PMs) bear the substantial responsibility of effectively managing and delivering these increasingly
complex programs, despite the challenges they pose.
In an article titled "New Study Reveals Automotive Program Managers Must Be
Superheroes" (Exhibit 3), Steve Tengler highlights data from Business Wire, demonstrating the
remarkable impact of effective program management in the automotive industry. The data indicates
that improvements in program management can yield the highest Return on Investment (ROI), with
an average savings of $567,000 per program, while simultaneously ensuring that 30% of programs
are completed under budget.
Raul Amorin, Product Engineering Director, states (Exhibit 1, page 65): "John ... has been a
fundamental part of our organization as the Program Manager responsible for ... multiple ACME
sites supporting Brazil, Mexico, USA, and Europe. His expertise and dedication have been
instrumental in the successful execution of programs related to ACME's various product lines. ...
John's remarkable contributions to these programs emphasize his exceptional competence, strategic
thinking, and ability to effectively collaborate with diverse teams across multiple regions. His
outstanding leadership and problem-solving skills have consistently facilitated the successful
execution of programs with significant financial implications."
A McKinsey article titled "Winning the race for talent: A road map for the automotive
industry" (Exhibit 18) states that talent management - attracting, developing, and retaining
leadership, managerial, and technical talent - has become a top priority for CEOs and their executive
teams, especially in the automotive sector. This is because the automotive sector is experiencing
unprecedented disruption through changing technologies, business models, competitors, and buying
behaviors.
In addition to the above, I am an individual who deeply values training and sharing
knowledge to foster the development of others. I find immense joy in empowering individuals by
equipping them with the necessary skills and expertise to thrive (Exhibit 1.8).

EVs can also improve air quality and public health by reducing harmful pollutants such as
particulate matter, nitrogen oxides, sulfur dioxide, and volatile organic compounds. A study by John
Spengler of Harvard T.H. Chan School of Public Health found that replacing gas-powered vehicles
with EVs in cities could significantly reduce air pollution–related death and illness (Exhibit 8).
According to the American Lung Association report titled “Driving to Clean Air: Health
Benefits of Zero-Emission Cars and Electricity” (Exhibit 9), the transition to zero-emission
passenger vehicles powered by clean, non-combustion electricity from 2020 to 2050 would result in:
Up to $978 billion in public health benefits
89,300 fewer premature deaths
2.2 million fewer asthma attacks
Even though the United States remained a net crude oil importer in 2022, importing about
6.28 million barrels per day of crude oil according to the US Energy Information Administration
(EIA) (Exhibit 10), EVs can enhance US energy security and economic competitiveness by reducing
oil imports and increasing domestic production of hydrogen cells, batteries, motors, and other
components.
EVs can also lower transportation costs for consumers and businesses by reducing fuel and
maintenance expenses. EVs have fewer moving parts and require less frequent oil changes, brake
replacements, and tune-ups, which reduces maintenance costs. (Source: Energy Saver, an office of

generate a total of $650 billion in wages for workers across the country. Each job in auto
manufacturing in the United States creates nearly 10.5 other positions in industries across the
economy.
On my part, I have successfully led critical programs with a significant impact on the local
economy, extending to other regions through exported vehicles, as supported by Exhibit 22, featuring
the vehicle for which I was the seat PM responsible for the launch while working in TierCompany.
My substantial contribution to this specific program (PROJECT B) is highlighted in the
recommendation letter from former manager Guilherme Giaconne (Exhibit 1, page 25):
“OEM Compact Car (PROJECT B) Launch: The OEM program involved a complete facility
rebuild. He was responsible for JIT Assembly and Delivery, welding processes, and the development
of a new supplier base encompassing plastic, metal, and textile. … The program brought a significant
positive impact to the area, as many additional people, and direct labor, were required. … His
excellent efforts ensured a seamless launch and the establishment of robust manufacturing
processes.”
As a diligent Program Manager, the programs I am responsible for result in substantial
positive economic effects, translating into job maintenance and cost-effectiveness. This enables
companies to make regional investments, as evidenced by ACME's investment in the region (Exhibit
23), and overall support to those in need – achievable only when new products are brought to market
within financial health. Mauricio San, my former manager at ACME (Exhibit 1, page 47), stated:
“John played a vital role in cost control measures during programs, ensuring that ACME's
profitability met or exceeded expectations.”
2.4 Contribution to GDP and State Tax Revenue of the Automotive Industry
The automotive industry not only fuels job creation but significantly bolsters federal and state
tax revenues. In the year 2020, this sector generated over $70 billion in federal tax revenue and $77
billion in state government revenue. Remarkably, this accounted for 7 percent of the total state tax
revenue collected. Notably, auto industry activities were responsible for generating more than 5
percent of state tax revenue in 28 states, underscoring its noteworthy economic impact (Exhibit
13.1).
Furthermore, the report underscores the pivotal role of auto manufacturing in asserting global
economic leadership. In the United States, manufacturing contributes to 11 percent of the GDP,
positioning the nation as the eighth-largest economy globally, with an impressive $2.64 trillion in
value added in 2021. Specifically, the manufacturing of motor vehicles and parts constitutes 6
percent of the overall manufacturing sector and a substantial 11 percent of the durable goods
subsector. These statistics highlight the industry's significant and indispensable contribution to the
national economy (Exhibit 13.1).

dynamics of the automotive industry. This knowledge equips me to navigate challenges and seize
opportunities in the rapidly evolving market landscape. My past accomplishments demonstrate my
ability to replicate success in the USA.

4 It Would be Beneficial to The USA to Waive the Job Offer and Labor Certification
Requirements.
Mr. Mark Sanders, Managing Director of Staffing & Headhunting, explains: “While potential
employers are interested in your qualifications, your immediate availability is crucial for advancing
the interview process – time is crucial” and “Your presence in the United States would not only meet
the demands of the industry but also contribute to its growth, innovation, and competitiveness”
(Exhibit 1, page 21).

vehicle assembly, creating 120 jobs (Exhibit 20). Similarly, DeltaCompany has expanded its metal
capabilities due to the growing EV market, creating 170 new jobs (Exhibit 21).
These opportunities align with my goal to contribute as a Program Manager in the U.S.
automotive industry. An email from Vishal Zi at Ztek Consulting Inc. confirmed that my experiences
are well-suited for a Program Manager role at a multinational technology company in Detroit, MI
(Exhibit 1.9, page 113).
The scarcity of professionals could impede the timely introduction of new products into the
market. As indicated in Exhibit 27, a snapshot of job postings in the automotive industry based on a
LinkedIn search in June 2023 reveals 8,525 open positions for Automotive Program Management in
the USA. These postings outline specific skills and qualifications essential for Program Management
(PM) roles, including cross-functional team leadership, customer relationship management, and
quality control. This skill set aligns seamlessly with my background, signifying that my role as a PM
in this industry will directly contribute to the growth, innovation, and economic development of the
United States by facilitating the launch of new products.
Job postings commonly feature statements like "Must be able to work in the United States
without corporate sponsorship now and in the future" or similar questions within application forms,
underscoring companies' intent to minimize additional costs during the hiring process and stressing
the urgency of securing an available candidate promptly.
According to the Project Management Institute (PMI) Program Management Job Growth and
Talent Gap report (Exhibit 16), the demand for Program Managers over the next decade is outpacing
that for workers in other occupations, presenting a significant challenge for organizations facing a
talent gap. The report suggests that 88 million individuals in program management-oriented roles
will be needed by 2027. The "2022 Jobs Report" from PMI (Exhibit 17) echoes this, stating, "There’s
a huge demand for experienced, skillful Program Managers," particularly in industries facing supply-
chain challenges.

My proposed initiative is not tethered to a specific employer or location; rather, its aim is to
propel advancements in the automotive industry, particularly in the realm of electric vehicles (EVs).
It is not geared towards addressing an existing or anticipated labor shortage but, instead, focuses on
generating new value and impact for the U.S. economy, environment, and society.
I have substantiated that my specific endeavor within the U.S. automotive industry holds
substantial potential to employ U.S. workers and deliver significant positive economic effects for the
nation. The following key points support this assertion:
- Industry Demand: Demonstrated high demand for professionals with my skill set in the U.S. job
market is evident through letters of support, job postings, and interactions with headhunters,
emphasizing the urgency of filling positions with individuals possessing my expertise.
As demonstrated, my project aligns with U.S. national interests. Granting me a waiver of the
job offer and labor certification requirements would enable the seamless continuation of my project,
accelerating the achievement of national goals and benefits associated with it.
