System, and if so, reasons therefor and steps taken to correct the data distortion?

ANSWER
THE MINISTER OF STATE IN THE MINISTRY OF HEALTH AND FAMILY
WELFARE
(DR. BHARATI PRAVIN PAWAR)

(a) Mother-Child Tracking System (MCTS/RCH Portal) captures data of all births including
home births. Details of State/UT wise home delivery and total no. of deliveries reported by
States/UTs on RCH Portal during 2019-20 and 2020-21 are placed at Annexure-1.
(b) The details of year wise and State/UT wise percentage of total number of caesareans as found
in NFHS – 5 (2019-21) is placed at Annexure-II.
(c) State/UT wise coverage of Janani Suraksha Yojana is placed at Annexure – III.
(d) Efforts have been made by the Government to attain universal immunization by
strengthening routine immunization with interventions like robust microplanning, regular
reviews, effective inter personal communication, community engagement and social
mobilization involving various stakeholders. Special vaccination drives like Mission
Indradhanush, Intensified Mission Indradhanush have been carried out to reach the left out and
drop out children from vaccination. Details of percentage of children of age 12-23 months fully
immunized as per NFHS-5 is placed at Annexure-IV.
(e) MCTS/RCH portal captures line list data with outreach based service delivery reporting. On
the other hand, Health Management Information System (HMIS) captures aggregated service
delivery data entered by health facility, for the services provided by that facility. Therefore, the
information available on the two systems are not comparable.
