Role of State Government in implementation of
Entrepreneurship programme
Functions of State Implementing Agency (SIA) in entrepreneurship
programme:
• To invite the names of entrepreneurs/ eligible entities through expression
of interest.
• To scrutinize the applications received through portal and recommend the
applications for availing loan by the Entrepreneurs / Eligible entities from
the Bank or financial institutions like NCDC etc.
• To get the proposals for entrepreneurship approved from SLEC once the
bank or financial institutions sanction the loan or beneficiary has submitted
the bank guarantee for three years and bank appraisal in case of self
financing project.
• SIA shall also forward the application to Dept of Animal Husbandry &
Dairying (DAHD) for approval of the entrepreneurship projects by the
PAC/EC through portal.
• The SIA shall be responsible for monitoring the projects of the
entrepreneurs and state government and intimate DAHD on their progress
on half yearly basis.

Sub-mission for Innovation and Extension
• Research Development and Innovations: 100% assistance to the
State & Central Veterinary/ Agriculture Universities/ State &
Central research institutions and other credible institutions doing
research in the relevant field and also 100% support to Start ups
and innovative initiatives.

Sub-mission for feed and fodder development
Assistance for quality Fodder seed production
100% incentives will be provided for production of quality
breeder, foundation and certified fodder seed to ICAR, National
Seed Corporation (NSC) & other Central Agencies/ State
Agriculture/Vety. Universities/ dairy cooperatives/ milk
federations /National Dairy Development Board (NDDB) and other
organizations with good credibility.
Funding: 100% cost for Breeder Seeds up to Rs.250/kg,
Foundation seeds up to Rs.150/kg, Certified seed up to Rs.100/kg.
Submission of applications: The State need to examine and
forward the proposals for seed multiplications by the State
Implementing Agencies.
Applications from the Milk Federations and Dairy Cooperatives -
through NDDB & direct applications - Central Agencies through
their respective Ministries.

Sub-mission for feed and fodder development
•Entrepreneurship for feed and fodder:
Eligible Entities: Individuals, SHGs/FPOs/FCOs/JLGs & Section 8
companies to establish silage making unit, fodder block making unit
and TMR plant.
•Funding: 50% subsidy by GOI to the beneficiary account. Remaining
project cost through loan from bank or financial institutions like NCDC
etc. or self financing.
• Subsidy cap: 50% capital cost up to Rs. 50 lakh
• Fund Channelizing Agency: Small Industries Development Bank of
India (SIDBI)

Project Approval Procedure
• All projects and applications to be submitted through portal
developed by DAHD.
• The projects submitted by the State Governments, Agencies including
entrepreneurship projects need to be approved by SLEC, chaired by
ACS/Pr.Secy/Secretary AHD.
• The projects by the Central Agencies are to be submitted through
parent Deptt.
• In case of seed multiplication projects submitted by the State
Agencies to be routed through SIA, in respect of Dairy Cooperatives
and Milk Federations through NDDB and Central Agencies through
parent department to the NLM Division.
• All the project need to be approved by the Project Approval
Committee/Empowered committee.
