ABOUT THE CONFERENCE

The School of Law, Sister Nivedita University is pleased to organize a Two-Days


National Conference on the Right to Mental Health, focusing on the distinctive
challenges faced by India’s North-East region, sponsored by the National Human
Rights Commission (NHRC), New Delhi. This event promotes dialogue, research, and
awareness regarding mental health as a fundamental human right. As highlighted by
the World Health Organization (WHO), everyone, regardless of their background or
location, is entitled to the highest attainable standard of mental health, encompassing
access to treatment, liberty, equality, confidentiality, and protection from cruel,
inhuman, and degrading practices in mental health facilities. These principles are firmly
rooted in India’s constitutional values. The country’s mental health legal framework
underwent a significant transformation with the Mental Healthcare Act of 2017, which
strengthened patients’ rights. Additionally, the right to mental health is upheld by
several international intruments, such as the Universal Declaration of Human Rights
(1948) and the International Covenants of 1966.

In a country with a population of 1.44 billion, implementing mental health laws and
ensuring accessibility for all societal segments is challenging. The North-East region, in
particular, faces obstacles due to geographical barriers, socio-economic backwardness,
and a lack of awareness about mental health rights.

ABOUT THE CONFERENCE:

The North Eastern Region District SDG Index & Dashboard, Baseline Report of 2021-
2022, published by the Ministry of Development of North Eastern Region and Niti
Aayog, highlights socio-economic inequalities, urbanization challenges, environmental
threats, and physical health issues that are interconnected with mental health.
Recognizing “Good Health and Well-Being” as a Sustainable Development Goal, the
report aims to promote mental health by 2030. This conference seeks to address these
critical obstacles by bringing together legal experts, mental health professionals,
policymakers, academicians, researchers, and students across discipline to explore the
legal, social, and cultural dimensions of mental health, and to develop strategies for
reducing disparities and stigma associated with mental health in the North-East
region.

About The National Human Rights Commission
The National Human Rights Commission (NHRC) of India was
established on 12 October 1993 under the Protection of Human
Rights Act (PHRA), 1993, as amended by the Protection of
Human Rights (Amendment) Act, 2006. It was established in
line is in line with the Paris Principles adopted in October 1991 at
the first international workshop on national institutions for
promoting and protecting human rights endorsed by the
United Nations. As an embodiment of India’s commitment to
the promotion and protection of human rights, the PHRA
defines human rights as those relating to life, liberty, equality,
and dignity, guaranteed by the Constitution or international
covenants and enforceable by courts in India. To advance these
objectives, the NHRC engages in conferences, seminars, and
workshops to deliberate and share knowledge on human rights
issues. In line with this mission, the NHRC is sponsoring this
conference organized by the School of Law, Sister Nivedita
University, on the Right to Mental Health, with a special focus
on North East India, to enhance awareness and address the
challenges surrounding mental health rights in this region,
engaging diverse stakeholders, including civil society groups,
academics, and human rights defenders.
Call For Papers:
The National Conference invites abstract proposals dealing with existing
challenges and promotion of the Right to Mental Health in North-Eastern
region of the country focusing on the underlying sub-themes, including:

International perspective on the promotion of mental health


The constitutional perspective of the right to mental health
Right to mental health and marginalized groups
Stakeholder approach in the promotion of the right to mental health
Effective awareness of the right to mental health in the professional
sphere
Addressing the challenges to the access of the right to mental healthcare
The issues relating to accessibility and awareness of the right to mental
health in North-eastern India
Substance abuse and its impact on mental health

*The sub-themes are not exhaustive and the researchers are free to write on
any topic related to the theme.

Procedure for Registration and Fee Payment:

Abstract selection would be intimated through mail. Upon receiving the notification,
paper presenter/participants must scan the provided QR code/Netbanking to proceed
with the payment. After completing the payment, participants need to fill out the
registration form given below. Please ensure that the payment receipt is attached
while submitting the form.
