BIGKISUPM VISION:

Seven Colleges. One University. juanUPM. This year, as BIGKIS-UPM celebrates its fifth year of molding five-star leaders, we aim to innovate the University Student Council to make it more responsive to the rights, welfare, needs and interests of the UP Manila student body. Instead of presenting a USC that is working on its own, you shall see a holistic USC working with the students, maximizing its limited resources to deliver effective and efficient activities that would impact among the 7 colleges, reverberating into a much broader context that is in the service of the Filipino people. This 2012, BIGKIS-UPM envisions juanUPM, a one UP Manila for the Filipinos where students, organizations, and institutions are working hand-in-hand. United Network for Student Services and Activities


UNITED NETWORK OF STUDENT FORMATIONS BIGKIS-UPM recognizes the USCs crucial role of delivering activities and services to our fellow students. In this regard, we commit to maximize resources by transforming the council as a platform for networking. League of College Student Councils (LCSC) o Facilitate planning as early as summer to integrate and coordinate USC and CSC projects to maximize outputs and ensure project coherence o Draft and implement a manual of operations to standardize the leagues processes United Network of Organizations (UNO) o Institutionalize the network of organizations where member organizations shall be grouped according to interests, causes and activities o Coordinate with the USC for resources sharing and maximizing project outputs League of College Student Publications (LCSP) o Assert the publication funds that should be rightfully allocated for every college o Provide peer or technical assistance to reviving/strengthening college publications

o Be an advocate of free and unbiased journalism in the university Volunteer Corps League (Vol Corps League) o Empower the volunteer corps of all colleges through trainings and seminar o Facilitate manpower sharing as needed University Inter-Fraternity and Sorority League

STREAMLINED USC COMMITTEES This year, we commit to streamline the USC committees, the basic functional unit of the council. To promote a holistic USC, BIGKIS-UPM identified key areas which received less focus during the previous years but are relevant to us Iskolars para sa Bayan. The streamlined BIGKIS-UPM USC shall be composed of the following: Academics, Research* and Freshmen Affairs Environment and Campus Management* Health, Gender* and Service* National and University Issues Sports and Culture Student Rights, Welfare and Basic Services (STRWBS) Ways and Means Ad Hoc Committee on Good Governance* Ad Hoc Policy Committee* *New USC Committees juanUPM WEEK USC Week, Freshmen Week and Organizations Week combined into one to open the academic year with a comprehensive o USC Week shall aim to introduce the USC (officers, projects and services) to the students and recruit volunteers o Freshie Week shall aim to welcome freshmen to UP Manila o Organizations Week shall aim to promote organizations to the students especially to the freshies ACADEMICS AND RESEARCH Gawad Isko: The USC shall recognize students beyond academic excellence by honoring the most outstanding students in the fields of academics, art, sports and advocacy; student organizations, most outstanding faculty and others through voting. Academic Campaigns for a cause. Lets share our academic knowledge to raise awareness not only amongst ourselves but also to the general public Brownbag meetings. Direct coordination with the Office of the Vice-Chancellor for Research/NIH One Stop Shop for Research (From research funding to technical review to publication) Study Sessions. The USC shall provide an avenue for organizations to provide review to students for selected subjects/examinations. The council shall be responsible for ensuring quality of the review process. Intellectual Property Rights Forum CULTURE AND SPORTS Yearlong Bakbakan 7-7-7 (7th Season - 7 Colleges - 7 Events) o To be started on the first semester o Implemented in seasons (one event/sports for a specific period) UPM Feb Fair o Maximize org involvement to make the event bigger

ENVIRONMENT AND CAMPUS MANAGEMENT Green Conscious o Strengthening of Zero Styro Policy o Plastic Reduction Scheme o Garbage Disposal and Segregation o Lobby for increased garbage cans o Revive the university-wide clean-up drive Good Neighbors Initiative (GNI): Security beefed up! GNI was started by BIGKIS leaders and this year, we would strengthen our coordination to them to ensure security and improve street lighting within the environment. FRESHIE AFFAIRS Freshmen Primer Return Service Agreement Orientation and Open Forum Freshmen Week under the juanUPM Week Strengthening and Empowering the Freshmen Student Council HEALTH AND SERVICE Pahinungod Link Information Campaign on the free services offered by the UPM Health Services Streamlined Calamity Relief Effort Streamlined Blood Donation Drive Basic Life Support and First Aid Training Fire and Earthquake Drills Interns Insurance and Transportation Expenses Lingap SHS: Book Donation Drive for UPMs three School of Health Sciences NATIONAL AND LOCAL ISSUES STUDENT RIGHTS, WELFARE AND BASIC SERVICES Enrollment and Scholarship Assistance See policy engagement through campaigns and advocacies WAYS AND MEANS The UPM Shop o Sale of merchandise will be started as early as the enrollment season to maximize the project Level UP Job Fair Year 2 o Booths Expansion: Aside from company booths, booths form government agencies (such as NBI for NBI clearance and NSO for Birth Certificate), Bank with express ATM processing, NGOs and others shall also be invited o Jobs 101 Workshop-Seminars: Career orientation and interview o Pre-collated resumes to be submitted to the companies

Policy Engagement through Campaigns and Advocacies


AD HOC POLICY COMMITTEE The Ad Hoc Policy Committee shall work closely with the UP Manila Central Administration to review existing university policies and create clear cut recommendations for revision and enhancement. This direct link shall concretize all policy proposals and it shall also monitor and ensure the implementation.

CORE CAMPAIGNS/ADVOCACIES AND CONCRETE POLICIES Policy engagement bridges social change from students campaigns and advocacies. This year, BIGKIS-UPM brings you a new perspective of directly influencing the policy. Through the different network of student formations and through BIGKIS-UPMs external network (UP System, Student Council Alliance of the Philippines or SCAP and Non-Government Organizations), campaign and advocacies shall be intensified. Specific campaigns and related policies to be covered are the following (but not limited to): Six Will Fix Campaign for Higher Education Budget Subsidy o Objective analysis of would-be-proposed 2013 budget for education o Result of analysis shall be the basis of the following steps or actions Tuition Fee Financing o Review of STFAP Bracketing system and adoption of a scheme that is more student-friendly and is more reflective of the socio-economic status of a student o Installment tuition fee financing scheme or Interest free student loans (if paid on or before the end of the semester) o Direct Bank Payment Scheme to promote safety and decongest lines at the Cashiers Office during enrollment o Increased publicity and access to available university and college scholarships o Coordination with institutions offering part-time jobs which are suited for UP students o Extension of Payment Hours During Enrollment No early time cut-off Student Rights and Welfare (STRAW) Bill o Proper student representation in decision-making processed all 7 colleges External Accreditation of UP Manila Colleges/Degree Programs o Effective information dissemination to majority of the students o Student representation in all processes including decision-making o Transparency in all Processes o Memorandum of Agreement (MOA) with the students ensuring that no TOFI and limitation of academic and student freedom shall happen as a consequence of the accreditation Kalusugang Pangkalahatan (KP) or Universal Health Care o Forums, Discussions and Campaigns o Information dissemination to majority of the students RH Bill and Gender Equality - ECHOS o Membership to intersectoral movements for RH Bill such as RH Agenda o Forums, Discussions and Campaigns o Integration of gender equality and sensitivity with the coordination of the UPM Center for Gender and Women Studies (CGWS) o Information dissemination on sexual harassment within the university with the coordination of the UPM Office of Anti-Sexual Harassment (OASH) Giving Back and Return of Service Agreement (RSA) o Information dissemination to incoming UP Manila students o Return of Service Agreement Orientation with open forum 2013 MidTerm Election: Make Health Count Forum Other Campaigns/Policies o Assert college student publication funds from the administration o Effective and timely system of cancellation of classes (such as in case of weather disturbances) o Library Hours Extension o Anti-Bratinella Policy for UPM Staff o Security of Ermita-Malate Area o Improvement of Street Lighting

IKOT-USC CONSULTATIONS AND EVIDENCE-BASED POLICY RECOMMENDATIONS At the start of the academic year, the USC shall conduct student consultations per college to gather the university or college-specific concerns of the students. These shall be collated and synthesized into a report that would be presented to the UP administration. The time is ideal especially that UP Manila has a new chancellor and he has already expressed his desire to help the student body.

STATUS UP!date: FEEDS DELIVERED DIRECTLY TO YOUR WALL The USC shall create official email and social networking accounts that shall be members of college, batch or class online groups upon the voluntary approval of concerned parties. In this way, direct delivery of important announcements and projects shall be ensured and information dissemination shall be maximized.
