Division Meet 2025


Sepak Takraw Technical Guidelines
I. Rules and Regulations
The Tournament shall be managed in accordance with the rules of the International
Sepak takraw Federation (ISTAF) currently enforced. Any unforeseen incidents not
covered by the rules shall be dealt as follow:
1. Case of the general nature that shall be resolved in accordance with the CITY
DIVISION ATHLETIC MEET Game rules.
2. Technical question shall be referred to and resolved by the Technical Committee.
3. In the case of problems not covered by the existing ISTAF rules, the final
decision shall rest with the Tournament Director.
II. Athlete’s Eligibility
1. The provisions on the Eligibility of Athletes stipulated in DepEd Memorandum
No. _______ shall apply.
2. Only athletes and coaches in the approved gallery of delegates shall be allowed
to participate and compete.
III. Composition of Contingent
1. Secondary Boys shall be composed of maximum of Fifteen (15) players and
minimum of 9 players; One (1) coach and One (1) assistant coach.
2. Secondary Girls shall be composed of maximum Five (5) players and minimum
of 3 players; and One (1) coach and One (1) chaperon.
3. Elementary Boys shall be composed of maximum of Five (5) players and
minimum of 3 players; and One (1) coach.
4. Entries and Registrations of Athletes:
4.1. The Team must submit the Team Gallery during or before the Solidarity
Meeting.
4.2. In no way can a team change its players prior to its first match unless
the signature of approval of the Chairman of the Division Screening Committee.
4.3. Upon the start of the competition, no Team shall be allowed to change
its players nor with the swapping of players between events in its school/district.
5. Only the members of the team including the coach/ Asst. Coaches who are listed
on the gallery are allowed to sit on the bench during the whole duration of the game.
6. In Secondary Boys, the school team of 15 players comprising of 3 Regus must
come from the same school.
IV. Disqualification
1. A player or a team shall be disqualified based on the Law 16 (Penalty) and 17
(Misconduct of Team Officials) of the International Sepaktakraw Federation (ISTAF) Law.
2. A player shall not be allowed to play if he used jersey other than the official
uniform of the team.
3. A team who arrived late after the Fifteen minutes’ grace period given to a team
after the conclusion of the match prior to their game will be DEFAULTED.

VI. Categories
1. Sepaktakraw Secondary Boys Team -- 15 Players
2. Sepaktakraw Secondary Boys Regu -- 5 Players
3. Sepaktakraw Secondary Girls Regu -- 5 Players
4. Sepaktakraw Secondary Girls Doubles -- 3 Players
5. Sepaktakraw Elementary Boys Regu -- 5 Players
6. Sepaktakraw Elementary Boys Doubles-- 3 Players
VII. Athletes’ Apparel and Uniform
1. Participating teams should wear the color of their respective District color
assigned to them during their scheduled games. Other sets of uniforms will be allowed
provided that the same permanent number shall be used by the same players.
2. Players not wearing their proper uniform during which their team or regu is
scheduled to play will not be allowed to play.
2.1. Players must wear their jersey uniform with permanent number at the back of
their shirt, numbering 1 to 36; and
2.2. All teams are required to bring own ARMBAND and the Team Captain shall
wear it during the competition.
VIII. Officials
Only DepEd Teachers and Oroquieta Sepak Takraw Club Members are allowed to
officiate in the City Division Athletic Meet. They are required to attend 1 day Refresher
Course at the start of the City Division Athletic Meet.
IX. Protest, Penalties and Sanctions
In the event of any question on any matter arising out of any point, which is not
expressly provided for any rules of the game, the decision of the Tournament Manager,
and the member of the Technical Official shall be final.
X. Conduct of Competition
Secondary Boys Team, Secondary Girls Regu, and Elementary Boys Regu.
1. RULES OF SUCCESSION will be applied. Fifteen minutes grace period will be
given to the team after the conclusion of the last match following their game schedule.
Non-appearance of the team after the grace period will mean forfeiture of the game in
favor of the opposing team.
2. The competition shall be played SINGLE ROUND ROBIN SYSTEM (1 Group Only)
elimination for Secondary Boys (Team Event & Regu Event), Secondary Girls (Regu Event
& Doubles). The completion for Elementary Boys (Regu Event & Doubles) shall be SINGLE
ROUND ROBIN SYSTEM (2 Groups).
3. The top 2 teams in the Secondary Boys and Secondary Girls will advance to the
finals match using the KNOCK OUT SYSTEM, the 1st placer (Gold Medalist) with no loss,
the loser in the championship match will receive 2nd placer (Silver Medalist), and 3rd
placer (Bronze Medalist) and 4th place shall be played for the title. For Elementary Boys,
they will be bracketed/grouped based on draw lots Bracket A, & Bracket B; and draw lots
result which were shown in the bracket table below:

4. For Secondary Boys (Team Event & Regu Event), Secondary Girls (Regu Event &
Doubles), finals in the match is based on the overall ranking, Rank 1 vs Rank 2 using
KNOCK OUT SYSTEM. For Elementary Boys, semifinals Bracket A (rank 1) vs Bracket B
(rank 2); Bracket A (rank 2) vs Bracket B (rank 1) using KNOCK OUT SYSTEM.
5. Two (2) points shall be awarded for the win and Zero (0) for a loss. If Two (2) or
more teams obtain an equal number of points after the elimination, the following rule
shall be applied:
6. In case of a tie, (Regu Won and Regu Lost) the Regu difference (Team), (Set Won
and Set Lost) the set difference (Team), and “against” shall be decisive. This shall be
obtained by deducting the points “against” from the points “for” (ASTAF/ISTAF QUOTIENT
SYSTEM).
7. If these alternatives are all found to be same, then a decision taken by the toss
of the coin shall be decisive.
8. "In a single round-robin format with __________________ participating teams, each
team will play against all the other teams once. At the end of the competition, the team
with the highest number of wins will be declared the CHAMPION. In case of a tie, point
differentials or other agreed-upon tie-breaker rules will be applied. Teams will be ranked
from ___________________________ place based on their overall performance in the round-
robin matches."
XI. Scoring
1. Sepaktakraw tournaments and competitions will be using the 15-points per set
system.
2. In the event of a 14-14 tie, the set shall be won when a side reaches SEVENTEEN
(17) points. In such a situation, the referee shall announce “Setting up to Seventeen (17)
points”.
3. Each match shall be determined on the basis of best of three (3) sets format,
with two minute breaks in between sets. Sets shall be referred to as the first, second,
and third. The Regu which wins two sets first, shall be declared winner of the match.
4. Change side is required when one of the regulations reaches the score of eight
(8) points in the Tie-break Set.
XII. Selection of Players and Coaches/[Link]
1. Team Composition for Provincial Meet as follows:
Secondary Boys; 2 Regu for Team Event CHAMPION, 1 Regu for Regu Event
CHAMPION.
Secondary Girls- Regu Champion
Elementary Boys- Regu Champion
2. The winning coach in each Category such as Secondary Boys- Team Event,
Secondary Girls- Regu, and Elementary Boys- Regu will represent the Provincial Meet.
3. The winner of Secondary Boys- Regu Event will be the assistant coach of
Team Event.
4. The second placer in Secondary Girls- Regu will be the chaperon of the Girls-
Regu.
5. In the event of any question on any matter arising out of any point, which is not
expressly provided in the selection of players and assistant coach or chaperon, the
decision of the Tournament Manager, and the member of the Technical Official shall be
final.
