TRUE BILL OF INDICTMENT

IN THE NAME AND BY AUTHORITY OF THE STATE OF TEXAS, the Grand Jury of Bexar County, State of
Texas, duly organized, empaneled and sworn as such at the January term, A.D., 2026 of the
144th Judicial District Court of said County, in said Court, at said term, do present in and to said Court that in the

County and State aforesaid, and anterior to the presentment of this indictment:

COUNT I: UNLAWFUL RESTRAINT: PEACE OFFICER/JUDGE

On or about the 17" day of December, 2024, in Bexar County, Texas, Judge Rosie Speedlin-Gonzalez,
hereafter styled Defendant, while a public servant acting under color of her office or employment, did then and
there intentionally or knowingly restrain Elizabeth Russell, the Complainant, by restricting the Complainant's
movements without her consent, so as to interfere substantially with her liberty, in violation of Texas Penal Code

§ 20.02;

COUNT Il: OFFICIAL OPPRESSION

On or about the 17" day of December, 2024, in Bexar County, Texas, Judge Rosie Speedlin-Gonzalez, while a

public servant acting under color of her office or employment, did then and there intentionally subject Elizabeth
Russell to arrest and/or detention that the defendant knew was unlawful, and the defendant was acting under
color of her office as a public servant, namely County Court at Law Judge for Bexar County Court at Law
Number 13;
