RNC execute the action to release from congestion for each operator independently.

In flow control , RRC Connection Request of platinum user is with same priority as conversational service .
RNC will save and maintain Platinum Users IMSI-TMSI mapping list
If Initial UE identity IE in RRC connection request is TMSI or IMSI, RNC will distinguish Platinum User by TMSI-IMSI
table.
Whatever CS or PS service is initiated, TMSI will be used preferentially according 25.331.
RNC will get new TMSI from NAS message and refresh IMSI-TMSI mapping list.
Platinum user IMSI list (at most 1000 users per RNC) should be configured by operator with administrator right , without
CN configuration changed.
Platinum user with AMR service will get more downlink power at weak coverage
Platinum user with PS service will get highest scheduling weight. it is independent of the Gold/Sliver/Copper user
configuration.
Gold/Sliver/Copper differentiation is only applied at scheduling phase, but Platinum user prioritizing is applied both at
access and scheduling phase

Cell HSDPA Power Quota is means that the percentage of cell total

Cell HSDPA Power Quota of each group only take effect in case of
cell power congestion
For example
The HSDPA Power Quota is Group Gold 100%, Group Silver 70%, Group
Copper 10%
When cell power is NOT congested, the Group Copper users could use
more power as required. I.e. Quota will not limit the power allocation.
Only Cell power congestion happened, the Group Copper user could use
10% Quota maximally. i.e. Quota is effect.

In idle status. Display H logo if SIB5 HSDPA cell Indicator is true; else, display 3G logo.
In Connection status. Display H logo if HS-PDSCH is allocated; else, display 3G logo .
Normally, System will broadcast cell HSPA capability according to cell configuration.
So, some UE will display H logo at HSPA cell even at idle status. In this case, the
user maybe have misunderstanding that the phone is online always, the battery
consumption and traffic consumption is increased.
At RAN15.0, one Cell HSPA Capability Display Switch is added to control if broadcast
cell HSPA capability at SIB5
