Analyzing and evaluating the extent of

SWARNA JAYANTI GRAM


SWAROZGAR YOJNA

OBJECTIVE
To bring the rural BPL families above the
poverty line by ensuring appreciable
increase in income on a sustainable basis
through creation of self employment
(swarozgari) opportunities through a mix of
credit and subsidy.

SHORTCOMINGS
Divergence between objectives and design
Lack of support to SHGs
Selection Bias
Gap between sanction and disbursal of
loans

RECOMMENDATIONS

Create awareness
Only those beneficiaries who have the potential to start and
manage the economic activity should be covered under the
Scheme.
Emphasis on the formation of Women Self Help Groups
Minimum of 4 members should also be allowed/recognized in a
women SHG.
Enhance the loan amount and decrease the rate of interest.
Proper training programmes
Government should play a direct role in marketing the
products.
Inherent skills of the swarozgaris need to be upgraded.
Insurance charges should be borne by the Government
exclusively

INDIRA AWAAS YOJNA

OBJECTIVES
To provide a financial aid to the members of SCs/STs,
freed bonded laborers, widows and next-of-kin, to
defense personnel/paramilitary forces killed in action
(irrespective of their income criteria), ex-servicemen
and retired members of paramilitary forces residing in
rural areas. Also, to other non scheduled
castes/scheduled tribes rural poor below the poverty
line for the construction of their dwelling units by
providing them a sum amount as financial assistance.

Lack of awareness
Negligible role played by media
Lack of responsibility
Inadequate system for selection of Beneficiaries
Negligible involvement of NGOs

Skilled labor not used
No latest technology used
Covered area of dwelling units very small
No special attention was paid on basic amenities

these dwellings

Need to create awareness


Covered area should also be enhanced
Concerned officers should discharge their duties with
responsibility
Lump-sum amount should be increased up to
estimated cost of dwelling units
Special attention should be paid to the basic
amenities
Latest and cheapest technology should be used.
Engage technical/skilled labor
Monitoring of Indira Awaas Yojna should be made and
essential feature

PUBLIC DISTRIBUTION
SYSTEM

OBJECTIVES

Purchasing power to the poor to buy enough food to


quench their hunger

Minimum Support Price

SHORTCOMINGS

Inferior quality of food grains in ration shop


Fraudulent dealers replace good supplies with inferior stock
Fair price shop owners large number of bogus cards
Ration shop dealers resort to malpractices
Nutritious food made inaccessible and unaffordable to many
poor
Granting of PDS Services highly irregular
Core objective of price stabilization of essential
commodities has not been met
Inappropriate weighting the materials
Many BPL families are not able to acquire ration cards. Also
many mortgage their ration cards for money
Lack of clarity in the planning and structuring

RECOMMENDATIONS

Vigilant Monitoring Team


A Local Official personnel to be chosen as the Head of
the Vigilant Team
FCI and other important agencies should provide quality
food grains for distribution
Margin of profit should be increased for honest business
Adequate checks and raids should be conducted
Open many more fair price shops
Displaying of rate chart and quantity available should be
enforced compulsorily
Local people centered committee should be established

MID DAY MEAL SCHEME

OBJECTIVES

Provide food to children in schools to fight malnutrition


and related disorders.

Encourage enrolment of poor children in primary and


secondary schools.

SHORTCOMINGS

Checks are conducted only when there are complaints


or serious cases
Unhealthy conditions for stocking food
Poor quality of food is provided to schools
Widespread corruption
Adulterated food
Children made to clean utensils with playground soil
Grains kept in decrepit conditions
Lack of proper infrastructure
Poor availability of utensils

RECOMMENDATIONS

Engage private agencies which would be expected to


follow certain hygiene norms
Check quality of prepared meals
Add variety and assured nutrition to the children
Public-Private Partnership for delivery of nutrition bars
Partial substitution of delivery of loose grains by
packaged items
Using nutritionally fortified GM food grains

MAHATMA GANDHI NATIONAL RURAL


EMPLOYMENT GUARANTEE ACT (MNREGA)

OBJECTIVES

Enhancing livelihood security in rural areas by


providing at least 100 days of guaranteed wage
employment in a financial year, to every household
whose adult members volunteer to do unskilled
manual work.

To create durable assets, such as roads, canals, ponds,


wells.

Denial of Registration
Distribution of job cards
Unsolicited fees being charged for work application
forms
Presence of Contractors
Absence of Worksite facilities
Non-availability of muster rolls at the worksites
Delay in wage payments
Payment of less than the minimum wage
