Amending Administrative Order
No. 70-A, series 2002 re: Revised
Rules and Regulations Governing The
Registration,
Licensure
and
Operation of Hospitals and Other
Health Facilities in the Philippines

PURPOSE:
To protect and promote the health
of the people by ensuring the right to
quality health service appropriate to
the level of care through the
regulation of hospitals and other
health facilities

I. GOVERNMENT OR PRIVATE
GOVERNMENT
Operated & maintained partially or wholly by
the national, provincial, city or municipal
government, or other political unit.
PRIVATE
Privately owned, established and operated with
funds through donation, principal, investment,

II. GENERAL OR SPECIAL
GENERAL
Provides services for all types of deformity,
disease, illness or injury
SPECIAL
Primarily engaged in the provision of specific
clinical care and management.

PRIMARY CARE
Nondepartmentalized
Clinical services: medicine, pediatrics, ob-gyne,

Teaching and training hospital that provides

diseases in the locality, as well as specialized

well as sub-specialty clinical care
Provides appropriate admin & ancillary services

to comply with the requirements for licensing.

health facility by the Bureau of Health Facilities &
Services
Failure

to

SUSPENSION/REVOCATIO
N OF LICENSE
A License to Operate, whether issued initially or
renewed, shall be suspended or revoked upon
violation of RA 4226 and/or of these rules &
regulations.

CLOSURE
The Bureau of Health Facilities & Services shall
immediately close all hospitals & other health
facilities without License to Operate, & may
seek assistance of any government agency to
effectively enforce the closure

PENALTY
Any individual or responsible offices of the
corporation, association, or organization who
will violate any provision of RA 4226 and/or of
these rules & regulations, shall be liable to a
fine of NMT Php 500.00 for first offense & NMT
Php 1000.00 for each subsequent offense. Each
day that it operates after first conviction shall
be considered subsequent offense.

REPEALING CLAUSE
The prescribed guidelines attached to the rules
& regulations by AO No. 70-A, s. 2002, are
hereby withdrawn.

EFFECTIVITY
These rules & regulations shall take effect upon
approval & publication in a newspaper of
general circulation.
