    Background:
    Section 2 and 3 of Republic Act 9155 states that the goal of
    education is to provide Filipino children with the skills, knowledge
    and values they need to become caring, self-reliant, productive
    and patriotic citizens. Further, schools and learning centers are
    the most important vehicle for the teaching and learning of
    national values and for developing in the Filipino learners love of
    country and pride in its heritage.
    San Isidro Elementary School, in its effort to focus on the
    development of values and character traits of the school
    children, have come up with this School-Based Implementation
    Plan for Project 4 M’s that will enable teachers to shape the
    character of the children in the most positive way and enable
    them to develop their moral virtues to guide their behavior and
    attitude in school.
    Part of the character education of the children should include
    information and activities that will encourage them to develop
    positive character traits on the four (4) core values in school

    Objectives:
    Specifically, this School-Based Activity Implementation
    Plan for Project 4 M’s Development Program aims to:

    1. Instill positive concept on the 4 core values and moral


    virtues to equip the children with good values in dealing
    with everyday life in school;

    2. Use good character traits of the pupils as building


    blocks for character development in school;

    3. Appreciate the values formation activities as it seeks to


    impart positive transformation of good character traits
    of the pupils.
    Current State of the Behavior of Pupils in the
    School as per Observation by the School
    Personnel:

    1. Most of the learners talk with their seatmates


    during prayer. Praying is not taken seriously.
    2. They are not sensitive to the needs of others as
    well.
    3. They are not mindful of the scattered trashes
    on the ground and in the surroundings.
    4. They keep on talking with their classmates or
    seatmates even when the National Anthem is
    being played.
    5. They do not take the recitation of the
