INDUSTRIAL DISCIPLINE

HUMAN RESOURCE MANAGEMENT


INTRODUCTION

❏ Defined as an approach which aims instilling orderly


behaviour and respect for willing obedience.
❏ This is crucial for healthy industrial environment and
escalating production.
❏ Benefits : goal attainment, smooth functioning of
organization.
MEANING AND DEFINITION
❏ Discipline means getting obedience to rules and
regulations of organization.
❏ Three meanings according to webster’s dictionary
❏ First, it’s the training that corrects moulds,
strengthens or perfects individual behaviour.
❏ Second, it is control gained by enforcing obedience.

❏ Third, it is punishment or chastisement.


CONCEPT OF DISCIPLINE
TYPES OF DISCIPLINE
NEGATIVE DISCIPLINE:

❏ This aspect uses “fear” as a force to enforce discipline in the


organization.
❏ If any employee or worker defies the rules and regulations
strict punishment is levied on them.
❏ Negative disciplinary action involves such techniques as
fines reprimand, demotion, layoff, transfer etc.
POSITIVE DISCIPLINE:
It is based upon the concept of SELF DISCIPLINE.

❏ This approach of self control asserts on cooperative efforts


of employees to abide by the rules of the organization.
❏ Positive discipline can be achieved through rewards and
effective leadership.
❏ According to Dr. Spriegel, "positive discipline does not replace
reason but applies reason to the achievement of a common
objective”.

❏ Thus, Positive aspect of discipline plays a much greater role in


safeguarding industrial peace and prosperity.
MAIN CHARACTERISTICS OF DISCIPLINE

❏ Discipline is self control.


❏ It is a Negative approach.
❏ It is a Punitive approach.
AIMS & OBJECTIVES OF DISCIPLINE
❏ For the achievement of organizational goals it tries to earn the
willing approval of employees.
❏ To introduce the component of uniformity and assurance despite
the numerous difference in informal behaviour patterns in the
organization.
❏ For improving the quality of production by enhancing the
morale and working efficiency of the employees.
❏ To generate respect for human relations in the organization.
❏ To confer and seek direction and responsibility.
IMPORTANCE OF DISCIPLINE IN INDUSTRY
❏ Discipline acts as a cornerstone for the smooth functioning of
any enterprise.
❏ For any enterprise however big or small manpower is the
most pivotal resource and thereby all efforts should be made
to discipline them.
❏ Absence of discipline in any industry can create a great
amount of commotion and confusion thereby decreasing its
productivity.
❏ All steps should be taken to encourage mutual trust and
confidence between the workers and the management
❏ Maintenance of discipline is a precondition for attaining
the aims and purposes of the organization swiftly.
❏ Disciplined employers will assist in creation of pleasant
industrial environment which will be beneficial for the
industry and the nation both.

CAUSES OF INDISCIPLINE
The following are the common causes of indiscipline:

❏ Lack of Proper Leadership


❏ Lack of Supervision
❏ Violation of Rights of Employees
❏ Absence of Grievance Settlement Machinery
❏ Lack of Proper Promotional Policy
❏ Employer’s Attitude

MC GREGOR’S HOT STOVE RULE
❏ Proposed by Douglas Mc.Gregor in the early 60’s.
❏ The model method for enforcement of discipline
should have the four important characteristics of a
red – hot – stove.
❏ Advanced warning
❏ Immediate effect
❏ Consistency
❏ Impersonal approach
1) Advanced Warning :–

❏ A red – hot stove tells us, “don’t touch me, you will
suffer”.
❏ Similarly a worker knows what is expected of him and
what will be the result if he fails to live up to those
expectations.
2) Immediate Effect :-

If one overlooks the advance warning and touches the


stove, gets immediate result (fingers may suffer burns)
likewise workers may get instantaneous effect on
committing any act of indiscipline.
3) Consistency: –
❏ Everytime we touch a red – hot stove we get the same
result.
❏ Similarly the disciplinary action does not distort for the
same fault committed again.
❏ The employee will be subjected to penalty if an
employee commit the mistake.
4) Impersonal Approach :
❏ Red – hot stove functions uniformly for all, doing away
with any favoritism.
❏ In the same way, management should not discriminate
in imposing punishment on basis of caste, creed,
colour, sex etc. It should guarantee the fundamental
right to equality.
PROCEDURE FOR DISCIPLINARY ACTION
The following steps should be taken care of while
administering a disciplinary action:

❏ Ascertaining the Statement of the Problem


❏ Searching for the Underlying Facts
❏ Deciding upon the Type of Penalty
❏ Application of Penalty
❏ Follow-up on Disciplinary Action
CODE OF INDUSTRIAL DISCIPLINE (INDIA)
❏ The code enjoys upon parties to accord due recognition to
each other rights and responsibilities.
❏ It is State-induced voluntary agreement between labour
union and management to abide by certain imposed rules
of behaviour in order to ensure that disputes do not rise.
❏ It enjoys upon parties to refrain from taking any unilateral
action in connection with any industrial matters.
❏ To abjure strikes and lock-outs without notice and without
first exploring avenues of all possible settlements.
❏ It lays emphasis on a mutual settlement of disputes through
negotiations and conciliations.
❏ It enjoys that neither party should resort to
intimidation,violence,victimisation or indulge wilful damage
to property.
❏ It emphasizes that awards ,decisions,agreements and
settlements should be properly and readily
implemented.
❏ It directs employees and their trade unions to take
action against officers and members who indulge in
activities which are contrary to the spirit and letter of
the code.
