School?

Development and progress in education have been
such that today,school systems generally view
education as being concerned and about
responsible for the “whole” person and not just
for intellectual growth, and being so concerned,
therefore, commit themselves to the goal of
developing the intellectual, physical, social and
emotional edowments of the individual.

School social work exist primarily to
provide a helping service to those
students whose problems in school stem
from social and emotional causes which
interfere with their adjustment and
potential academic achievement.
In relation to these problems, the
purpose of school social work is to
provide services that would achieve
any or all of the following :
A.) Restoration of impaired adjustment
B.) Provision of resources by mobilizing
capacities of individual students, their
parents, families, and the academic larger
communities.
C.) Prevention of maladjustment

The “School Social
Worker” usually
engages in two kinds of
activities:

1. Activities which focus on particular children:
✘ Consist of provision of counseling services to selected children and/or
parents in cases where the children manifest certain problems in
school such as negativism, isolation, bullying other children and etch.
✘ Provision of group services to selected children whose needs and
problems are perceived as amenable to change modification through
a group experience

Activities which focus on particular
children:
✘ Meeting regularly/ocassionally with groups of parents of school children to
discuss/find solution to their children’s/family’s problems which affect the
former’s performance in school.
✘ Collaboration with teachers, school specialist, and community agencies
✘ providing consultative services to individual teachers & other school
personnel usually in the area of human behavior and social environment &
community resources

2. Activities which focus on children in general:
✘ Social workers often participate in school administration by
serving on curriculum and other school committees, by
providing consultation on the educational programs with
groups of parents or teachers, & by acting as liaison between
the school and the community by representing the school on
academic & other community planning bodies.

✘ This includes those activities undertaken for particular children, but are
done for the welfare of the entire school population.
✘ The organization and mobilization of parents to engage in self-help
projects because of school’s inability to put up some very essential
facilities or services, or the social worker’s acting as a mediator that will
enable a school to avail a particular community resource or service,

The first known school social work
program in the country took the form of
an “experiment” which began in
January, 1924 & ended in March, 1925,
at the Zaragoza Elementary School in
Tondo (now the Rosauro Almario
Elementary School)

This school experiment was undertaken
“for the purpose of determining the
worthiness of using the school as an
agency through which preventive and
protective child welfare work can be
done”
✘ Social work returned to the school scene in 1965 when the City of Manila’s
Department of Social Welfare set up a school social service program in eight
public & secondary schools, mainly in response to the high incidence of high
drop-outs in school governments.
✘ By the late 60’s, 15 social workers of the city were serving 30 public
elementary & secondary schools, handling problems of irregular attendance,
health and behavior problems, and learning difficulties
✘ Unfortunately, after 1971, because of administrative problems, the program
ceased to operate.

✘ Private education is also known to have established school
social work programs, among these are Victoria School in
Quezon City, the St.James Academy in Malabon, & Jose Abad
Santos Memorial School (JASMS), affiliated with the
Philippine Women’s University
✘ The program at the JASMS, started in 1962 is today
considered to be a very important aspect of the social worker.

✘ At the St. Joseph Cuppertino School, a school for
mentally retarded in Quezon City. The role of the social
worker involves a wide cope of functions- carrying out
guidance work, facilitating community relations,
recruitment & coordination of the schools’ volunteer
program & coordinating the clinical team.
