    How to start?

    Automation ( IOC scope)


     Get the quotation from the list of PESO approved
    fabricators. TOP loading gantry- flowmeter automation will be done by the existing RA
    vendor.
     Send a request letter to IOCL through Field Officer
     Bowser agreement to be signed
    Automation ( Dealer scope)
     Approval from IOCL
    Specifications of Automation have been freezed and shard with field.
     Place the Order to Fabricator

    STEPS INVOLVED IN COMMISSIONING OF MFDS

    • Procurement of Chassis for Mobile Dispenser


    • Application to PESO Nagpur (in case fabricator has taken "Type Approval"
    • Completion of Fabrication
    • Inspection of the Mobile Dispenser by PESO at fabricator premises
    • Dispatch of Mobile Dispenser to RO
    • RTO Clearance - registration
    • Application to PESO, Circle Office, by dealer for Final License in Form XIX for Mobile Dispenser
    • Receipt of Mobile Dispenser PESO License (Form XIX)
    • Calibration of Flowmeter installed for Top Loading by legal metrology/Stamping of Mobile Dispenser DU by Legal
    Metrology
    • Calibration certificate and PESO licence to be submitted to the IOC
    STEPS INVOLVED IN CONSTRUCTION OF TOP
    LOADING
    • Designated place to be identified ( 10 mt x 10 mt)
    • Drawings to be made by IOC
    • Application to PESO Circle Office for Construction approval of Top Loading Facility by IOC
    • Receipt of PESO Approval for Top Loading Facility
    • Invitation of Flow Meter tender
    • Work Order placement​for Flow Meter
    • Receipt of Flow Meter at site
    • Integration of Flowmeter with Retail Outlet Automation
    • Top Loading Facility commissioining (taking into consideration, licenses from PESO and stamping of
    Flowmeter by legal metrology)

    ( depends on the space availability and adhering to PESO rules)


    SUPPLY LOCATION - FILLING

    • The Ex-MI Price for loading from Supply Locations will be dynamic and based on the market
    conditions.

    • Company will not provide any Retail Selling Price for Mobile Dispenser(s).

    • If any dealer wants to put Mobile Dispenser without Top Loading facility at his RO, in that event
    he can take supply from COCOs/Terminals
    TOP LOADING FACILITY
    CATEGORY 1: DEALER SHOULD HAVE ATLEAST ONE MOBILE DISPENSER
    IN THE NAME OF RO DEALERSHIP

    Condition:

    A/B SITE with volume more than 100 KLPM


    Top loading facility will be provided by IOC provided IRR being positive
    (For B site – fencing to be done by Dealer)

    Monthly Top Loading Facility Fee


    > ZERO for volume more than 60KLPM through bowser
    > else Rs. 10,000/- (plus applicable GST)
    Recovery period : 5 years or 3600 KL volume whichever is later
    CATEGORY 2: DEALER NOT HAVING OWN MOBILE DISPENSER BUT TIE
    UP WITH START UP/S

    Condition:

    A/B SITE with volume more than 100 KLPM


    Top loading facility will be provided by IOC provided IRR being positive

    (For B site – fencing to be done by Dealer)


    Other conditions:
     Dealer to submit Bank Guarantee of Rs. 15 Lacs The BG should have validity of minimum 5 years, extendable for a further
    period
     Monthly Top Loading Facility Fee - (Recovery period : 5 years or 3600 KL volume whichever is later)

    > ZERO for volume more than 40KLPM through bowser


    > else Rs. 10,000/- (plus applicable GST)
    CATEGORY 3:

    A/B site RO less than 100 KLPM

    a) Dealer to construct as per IOCL specifications


    b) STP alongwith pipeline upto flow meter will be at IOCL cost

    OR

    Can be constructed by company after dealer deposits full construction amount in advance.
    CATEGORY 4: DEALER WISHES TO BUILD OWN
    TOP LOADING
    • A/B SITE with no volume restrictions

    • STP along with pipeline upto flowmeter will be provided by IOCL at its cost
    OTHER INFORMATION ON MFDS

    • A. In case a Mobile Dispenser belonging to a Retail Outlet dealer is loaded at a Supply Location, the quantity loaded in the
    Mobile Dispenser shall accrue to Retail Outlet Sales.

    • B. In case of loading in Mobile Dispensers belonging to Start Ups, the sales shall be mapped to the Sales Area to which the Start
    Up has been assigned by concerned Retail Divisional Incharge.

    • C. Stock reconciliation at the RO will include sales from Top Loading facility.

    • The Selling Price will be based on the mutual agreement among seller and buyer.

    • However, the selling price from the Retail Outlet to Mobile Dispenser will not be more than the RSP of the product at the Retail
    Outlet
