An Act to Enhance the Mobility of Disabled
Persons by Requiring Certain Buildings,
Institutions, Establishments and Public Utilities to
Install Facilities and Other Devices
ACCESSIBILITY LAW
Purpose:
To provide minimum requirements and standards to make buildings, facilities and
utilities for public use accessible to persons with disabilities

Application:
• Public and private buildings and related structures for public use
• Streets and highways and public utilities
• Public transport terminals including those of LRT
Categories of People with Disabilities
1. Confinement to wheelchairs
2. Requiring use of braces, crutches, artificial supports
3. Impairment of hearing or sight
4. Condition of aging
5. Acquired or congenital mental impairments

When do we add handrails?


Handrails are required for accessible ramps for changes in grade higher than 170mm
(more than 1 step)
Handrails shall be installed at both sides of ramps and stairs
May be provided at dropped sidewalks but should not be installed beyond the width of any crossing
so as not to obstruct pedestrian traffic

the rail to the finish floor for ramps, balconies, landings or porches which are more than 750mm
above adjacent grade.

1. Parking slots shall never be located at ramped or sloping areas.
2. For multi-storey indoor parking structures, accessible parking slots shall be located right next to
accessible elevators, or as close as possible to accessible pedestrian entrances
3. Buildings with multiple accessible entrances with multiple parking, accessible slots shall be
located closest to the accessible entrances.

1. Pole mounted parking signage, 600 x 600mm in size and mounted at a minimum clear height of
2m from parking floor.
2. Pavement sign painted or marked on the designated lot:
• A square dimension of at least 1m but not more than 1.5m
• International symbol should be colored White, always face to the right

Directional and information (Audio, Visual and Tactile) signages shall be located at points that can be
conveniently see, herd and felt by all persons with disabilities

Signs (graphics, texts, and braille) on walls and doors should be installed at a maximum height of 1.50m from the
finish floor to the center of the sign.

1. All doors shall have a minimum clear width of 900m


2. Clear opening shall be measured from the face of a fully open door at 90 deg and the door jamb

1. Corridors shall have a minimum clear width of 1.2m to allow for both a wheelchair user and a non-pwd to
pass. Where space is required for two (2) wheelchairs to pass, the minimum width shall be 1.8m.
2. Turnabout spaces shall have minimum dimension of 1.5mx 1.5m and shall be spaced at a maximum of 12m
3. Turnabout spaces should also be provided at or within 3.50m of every dead-end corridor

1. Accessible public toilets shall permit easy passage of a wheelchair and allow the occupant to enter a toilet
compartment
2. Minimum number of accessible toilet compartments on each floor level: 1:20, and 2 where the number of
water closets exceed 20.
3. Accessible toilet requirements:
• Minimum area of 1.7m x 1.8m
• One (1) flip-up grab bar to be mounted on the wide side of the compartment adjacent to the water closet
and be at a height between 280mm and 300mm from the top of the water closet seat and extend more
than 100mm in line with the front of the watercloset. One (1) vertical bar to be provided on the side wall
close to the water closet and located between 350 mm and 450 mm from the front edge. Center line of
water closet is 750mm from wall to grab bar
• Turning space of 2.25sqm.

1. Accessible elevators should be located not more than 30m from the entrance and should be easy to locate
with the aid of directional signs.
2. Accessible elevators shall be provided with handrails mounted at a height of 900mm from the finish floor
3. Accessible elevator cars shall have a minimum clear dimension of 1400mm in depth and 1200mm in width,
with a clear door opening of not less than 900mm.
