Operative Functions 

 Staffing is one of the managerial functions. But this function is normally


performed by the  HR managers for all the departments of the firm. In
most organizations, the HR department  establishes personnel policies and
coordinates the HR functions of all the departments. This  function is also
called the operative function or HRM function. It includes, amongst
others,  the processes of hiring, training, compensating, appraising and
retaining employees, and  attending to their labour relations, health and
safety, and equality concerns


In most organizations, the personnel or HR department establishes policies and
coordinates  functions such as job analysis, personnel planning, the recruitment
and selection of employees, training and development, performance appraisal,
compensation and employee  benefits, labour relations, employee discipline and
control, and occupational health and  safety. 
MAINTENANCE
 Just appointment and training of people is not sufficient; they must be
provided with good working, conditions so that they may like their work
and workplace and maintain their efficiency.
 Working conditions certainly influence the motivation and morale of the
employees.
 Provides for various welfare services which relate to the physical and
social well-being of the employees. These may include provision of
cafeteria, rest rooms, counseling, group insurance, education for children
of employees, recreational facilities, etc.

 In many of the cases, it is found that they
do not contribute towards the
organizational goals as much as they can.
 The human resource manager helps the
various departmental managers to design
a system of financial and non-financial
rewards to motivate the employees.

 To integrate the goals of an organization with
employee aspirations through various employee-
oriented programs, like redressing grievances
promptly, instituting proper disciplinary measures,
empowering people to decide things independently,
encouraging a participative culture, Grievance
redressal: A grievance is any factor involving wages,
hours or conditions of employment that is used as a
complaint against the employer. Discipline: It is the
force that prompts an individual or a group to observe
the rules, regulations and procedures, which are
deemed necessary for the attainment of an objective.
