• An FMS metering system does not have to comply to a International


standard, to be called FMS. It depends on the country and the
application.
• Calling a system ‘Royalty’ or ‘Custody’ or ‘Fiscal’ standard, does not
always specify a particular accuracy of measurement. More information is
needed.

• The procedure involves a plastic sphere being inflated with water


to create a close fit inside a pipe ‘loop’. This is then pushed along
by the oil flow in series with the meter under test and passes
‘sphere detectors’ mounted in the pipe wall which initiate a timer

Why do we need an Air Eliminator?

If we expect air in the liquid phase of the product or pipeline


This can happen through:
• low vapor pressure of the liquid (LPG)
• pumps which are used for the loading
• any leakage at the suction site of the pump
• Empty pipeline during the start of the loading

Thermal relief valve (TRV)

A TRV is a safety installation in the pipeline


In liquid pipe systems, the expansion of the fluid caused by temperature increase
can cause a rupture in a closed system. To avoid this, the design code allows for a
small ‘proprietary’ orifice thermal expansion pressure relief valve to be added to
the system.

Situation before the revamp

• Preemraff refinery in Lysekil – Sweden had a large number of 12” custody


transfer turbine meters installed for their refined products ships loading.
• Due to the lack of performance and reproducibility of the turbine meters -
compared to the ships figures often the maximum permissible error of 0.3% was
exceeded.

• Overall systems uncertainty guaranty 0.15 % better then the OIML R117
