CONSTITUTION
 THE 1943 CONSTITUTION (During the
Japanese Occupation)
 The 1943 Constitution of the Republic of
the Philippines, composed of a preamble
and twelve articles.
 Article I: The Republic of the Philippines
 SECTION 1. The Philippines is a
republican state. The government
established by this Constitution shall be
known as the Republic of the Philippines.
The adjective republican describes
a government made up of
representatives who are elected by
the citizens. In a republican
government, citizens have a lot of
power — their vote determines
who is running the government.
How does a republican government
work? 
The power of government is held by the
people. ... The people give power to
leaders they elect to represent them and
serve their interests. The
representatives are responsible for
helping all the people in the country, not
just a few people.
 Executive-for the office of the President
 Legislative- for the lower house representatives
 Judicial- supreme court
 The executive power is vested in the President.
 The executive is the branch of government
exercising authority in and holding responsibility
for the governance of a state.
 The executive executes and enforces law. In such a
system, the executive does not pass laws (the role of
the legislature) or interpret them (the role of the
judiciary).
 The president, who is to be elected by
the members of the National Assembly
from among themselves.
 National Assembly means,  lower
house of the Philippines from 1907 to
1916, and was renamed the House of
Representatives of the Philippines. The
Philippine Assembly was the first
national legislative body fully chosen by
elections.
 The President is the head of government, and commander-
in-chief of the Armed Forces.
 The powers of the President are:
 to veto any bill of the Assembly-refuse or cancel or
disapproved.
 to promulgate regulations when the Assembly is not in
session and in times of war or national emergency.
-To declare or announce or disseminate publically or to
proclaim. Especially with regard to laws or regulations, to put
into force or effect. government.
-if there are emergencies like wars or disasters no need to
wait for the decisions from the different agencies of the
government-life and death situation. He can decide since he is
the head of the state.
The 1943 Constitution enumerates
the duties and rights of the citizens.
 Requires the government to
develop Tagalog as the national
language.
After World War II; a new
constitution shall be formulated
and adopted to replace this
Constitution.
PREAMBLE

We the sovereign Filipino people, imploring the aid of


Almighty God in order to build a just and humane
society and established a Government that shall embody
our ideas and aspirations, promote the common good,
conserve and develop our patrimony, and secure to
ourselves and our posterity the blessing of independence
and democracy under the rule of law and the regime of
truth, justice, freedom, love equality, and peace, do
ordain and promulgate this Constitution.
