BACKGROUND AND RATIONALE

• Risk management for droughts is defined as the process of identifying and


understanding the relevant components of drought risk, and analyzing alternative
strategies to manage that risk,
• It is one of the major environmental disasters, which have been occurring in almost
all climatic zones and damage to the environment and economies of several
countries has been extensive and death toll of livestock unprecedented,
• Like many countries in Africa, Algeria has not been spared by the effects of
drought. Known for its arid and semi-arid climate, Algeria is increasingly facing
extreme climate events that have gradually increased its vulnerability.

OBJECTIVES

• Overall Objective

Support the development of drought monitoring tools and early warning using RS and
GIS (ArcGIS) to improve community resilience to drought in Sebdou region.

• Specific Objectives

1. Enhancing and reliable collection of meteorological data,


2. Enhancing drought monitoring and forecasting,
3. Disseminating effective, credible and reliable warning messages to enable
timely drought preparedness and response,
RESPONSIBILITIES AND TASKS

• Conduct a situational analysis on the occurrence of droughts and current and


ongoing initiatives on drought management adaptation and mitigation in the
municipality of Sebdou.
• Using a Remote Sensing and GIS tools, conduct impact assessments to
quantify how droughts affect specific areas, sectors, stakeholders and local
communities.
• Review the modelling frameworks and tools that are currently deployed within
the Sebdou region to mitigate drought impacts (inter-community/upstream-
downstream and local authorities warn, intra-community warning & response).
• Work closely with local communities, Water Authorities, National
Meteorological and Disaster Management Services, develop drought
management and Early Warning Tools in Sebdou region.
DROUGHT INDICATOR FOR SEBDOU REGION
Methodology

The approach to be employed by TE-DRMM consultancy services entail an


examination of historical events as well as current outcomes and processes. This will
involve analysis of all available historical datasets recorded during long-term
monitoring activities. Meteorological data e.g., precipitation, air temperature and
hydrological data as well as other indicators included:

• Palmer Drought Severity Index (PDSI)


• Standardized Precipitation Index (SPI)
• Soil Moisture Anomaly (SMA)

• Vegetation Condition Index (VCI)


EXPECTED RESULTS

• Availability of up-to-date climate information to inform decision making throughout the


drought cycle.

• Up-to-date and relevant information to share within the region (disaggregated and analysed on
gender issues).

• Improved drought risk decision-making and coordination of national efforts responding to


drought situations in the region.

• Availability of early warning information across different levels.

• Adequate awareness among community members (including women, boys and girls) on how
to react to warnings.

• Phase 4: Development of drought action plan

• Phase 5: Implementation and monitoring of the drought action plan

Kawter Souadji (Master’s degree in Hydraulic)

 10 years’ experience in drought management and mitigation projects.

 5 years’ experience in modeling the Tlemcen area.

 Lead, direct, and organize a wide range of transdisciplinary activities

 Fluent in English language.

 Water Resources Expert:

Samuel Ahana (Master’s degree in Water Resources Management)

 12 years’ experience in drought and flood modelling and early warning systems/GIS.

 Extensive familiarity with the hydrological and hydrodynamic modeling techniques used in
drought forecasting.

 2 years’ experience in disaster risk management projects.

 Agrometeorologist Expert:

Amans Tiwangye (Master’s degree in Agrometeorology)

 9 years’ experience in monitoring agricultural droughts on crop-wise for drought management


projects.

 Extensive expertise in studying weather relationships in crop yields based in agro-climatic and
spectral indices using remote sensing.

 5 years’ experience in crop growth simulation modeling.

 Agro-economist Expert:

Romaric Kokou Posset (Master’s degree in Agroeconomics)

 5 years’ experiences in agriculture and economics sciences

 5 years’ experience in developing, improving, and maintaining the database that is utilized in
processing calculations.

 Expert in performing methodological research, economic analysis, and assuring the quality
and technical accuracy of data.

 3 years’ experience in developing investment plans and strategies for working capital.

 Geophysics and environment Expert:

Moutoiwaf Boussoury (Master’s degree in Geophysics and environment)

 10 years’ experience in applying the principles and concepts of physics, mathematics, geology,
and engineering to the study of the physical characteristics of the earth and other planets.

 5 years’ experience in managing project scope, schedule and cost, following an established
change management process.
