TRAINING RECORD BOOK

(TRB)
SEMINAR
Policy Statement

The Department of Maritime Education of Regency Polytechnic


College reserves the right to admit and reject a student on the basis of
compliance to requirements as set forth by MARINA, CHED, STCW as
amended and Regency Polytechnic College. Admission to the Department of
Maritime Education is not an absolute right but one to be enjoyed under
reasonable condition.

The Department of Maritime Education upholds section 1, Art XIV of


1987 Constitution as well as the declared policy of the school to protect,
foster and promote the right of all citizens to affordable quality education
at all levels and to take appropriate steps to make such education
accessible, in recognition of the CHED.

Regency Polytechnic College offering BSMT and BSMAR-E programs


fully complies the requirements of the MARINA, STCW 78 Convention as
amended and the Commission on Higher Education.

APPROVED SEAGOING SERVICE CATEGORY

The following required seagoing service shall be enrolled


prior to embarkation with standard training agreement or
contract of employment.

Pursuant to the 1978 STCW Convention and Code, as


amended, seagoing service shall be categorized into their: (a)
twelve (12) months seagoing service or (b) thirty-six (36) months
seagoing service that shall be undertaken by the BSMT and
BSMar-E cadets/students in order to complete the requirements
for the conferment of a Bachelor’s degree in Marine
Transportation or in Marine Engineering, respectively and to be
qualified to certification as an Officer-In-Charge of a watch, to
wit:

Structured twelve (12) months seagoing service

For BSMT cadets/students, refers to a structured


accumulated seagoing service of not less than twelve
months under the Deck in any position such as a deck
cadet, ordinary seaman, able seafarer deck or boatswain
that meets the requirements of Section A-II/1 of the 1978
STCW Convention and Code, as amended, documented in
an approved TRB and Company’s training program and at
least 6 months of which shall involve the performance of
bridge watchkeeping duties under the supervision of the
master or a qualified officer onboard seagoing vessel of
500 gross tonnage or more.

Structured twelve (12) months seagoing service( cont’)

* The 12 months structured Shipboard training should


be enrolled and could be any one of the following
options:

- Twelve months (12) as cadet and includes at least


6 months watchkeeping duties;
- At least 6 months as cadet and 6 months as
ratings and include 6 months as watchkeeping
duties; and
-12 months accumulated as ratings and includes at
least 6 months watchkeeping duties.

Thirty six (36) months seagoing service

For BSMT cadets/students, refers to an approved


seagoing service of not less than 36 months under the
Deck Department in any position such as ordinary
seaman, able seafarer deck or boatswain and at least
six (6) months of which shall involve a documented
performance of bridge watchkeeping duties under the
supervision of the Master or a qualified officer
onboard seagoing vessel of not less than 500 gross
tonnage or more.

Thirty six (36) months seagoing service

- The thirty-six (36) months Shipboard training


as ratings without TRB could be anyone of the
following options:
- 36 months as ratings onboard and includes 6
months watchkeeping duties; or
- 36 months as deck ratings and includes 6
months bridge watchkeeping duties under the
supervision of the master or a qualified officer
onboard seagoing vessel 500 gross tonnage or
more.

IN 2010, THE IMO CONVENTION ON
STANDARDS OF TRAINING, CERTIFICATION
AND WATCHKEEPING FOR SEAFARERS
(STCW) WAS REVISED AND UPDATED. THIS
ISF TRAINING RECORD BOOK TAKES FULL
ACCOUNT OF THE NEW REQUIREMENTS
FOR DECK CADETS, INCLUDING NEW
COMPETENCES FOR ECDIS (ELECTRONIC
CHART DISPLAY AND INFORMATION
SYSTEMS), LEADERSHIP AND
TEAMWORKING, AND PROACTIVE
MEASURES TO PROTECT THE MARINE
ENVIRONMENT. 15
THE STCW CODE, WHICH CONTAINS
THE DETAILED REQUIREMENTS OF
THE REVISED STCW CONVENTION.
SETS OUT UNIFORM STANDARDS FOR
THE ATTAINMENT OF COMPETENCES
IN THE VARIOUS MARITIME SKILLS
REQUIRED TO QUALIFY AS A
WATCHKEEPING OFFICER. THE STCW
CODE ALSO STIPULATES CRITERIA BY
WHICH A TRAINEE'S ATTAINMENT OF
THESE COMPETENCES SHOULD BE
ASSESSED BY DESIGNATED ON
BOARD TRAINING OFFICERS.

ENSURE THAT TRAINEES MEET
THE REQUIREMENTS FOR
CERTIFICATION STIPULATED BY

THAT AS FAR AS POSSIBLE THE
OFFICERS SUPERVISING THEIR
TRAINING USE EVALUATION
BASED ON TABLE A-II/1 OF THE
STCW CODE.

EVALUATION OF WHETHER THEY ARE

PURPOSE OF THE RECORD BOOK
The purpose of this Record Book is to help ensure that cadets
follow a structured programme of training and make best use of
their time at sea. In so doing they will gain the practical training
and experiences necessary to become competent watchkeeping
deck officers in accordance with the STCW Convention, as
amended in 2010. It is therefore important that this guidance is
carefully followed.
