Lesson 3: Laws That


Promote a Safe
Environment
The National Environmental Awareness and
Education Act of 2008

(RA 9512) protects and advances the right of the


people to a balanced and healthful ecology in
accordance with the rhythm and harmony of
nature. It promotes national awareness on the role
of natural resources in economic growth and the
importance of environmental conservation and
ecological balance towards sustainable national
development.
The law encourages full participation of schools and
universities by

1. Integrating environmental education in their curricula at all


levels, whether they are public or private institutions. The
following topics should be included in discussions.

Environmental concepts and principles


environmental laws
• The state of international and local environment
Local environmental best practices
The threats of environmental degradation and its
impact on human well-being
The responsibility of the citizenry to the
environment
The value of conservation, protection, and
rehabilitation of natural resources
• The environment in the context of sustainable
development
2. Covering both theoretical and practicum modules
comprising activities, projects, and programs including,
but not limited to-

a. tree planting
b. waste minimization, segregation, recycling, and
composting; freshwater and marine conservation
c. Forest management and conservation
d. Relevant livelihood opportunities, economic benefits,
and other such programs and undertakings to aid the
implementation of the different environmental
protection law.
The Seat Belts Use Act of 2012 (RA 8750)
Secures and safeguards its citizenry, particularly the
passengers and drivers of private and public motor
vehicles, from the ruinous and extremely injurious
effects of vehicular accidents. However, vehicles that
do not have seat belts such as jeepneys, buses, and
trains, are exceptions to this rule.

Lesson 4:
Consumer Law
A consumer is an individual or a household
that uses goods and services generated within
the economy.

Consumer protection is a concept that is


designed to ensure fair competition and the
free flow of truthful information in the market
place.
Consumer protection laws prevent businesses
that engage in fraud or specified unfair practices
from gaining an advantage over competitors and
provide additional protection for the consumers
who are unable to take care of themselves
Consumer Law?
It is the policy of the State to protect the interest of
the consumer, promote his/her general welfare, and
establish standards of conduct for business and
industry. It aims to provide consumers the
following:

Protection against threats to health and safety;


• Protection against misleading, biased, and
unacceptable sales acts and practices;
• Provision of data and education to facilitate sensible
choices and the proper exercise of rights by the
consumer,

• Provision of adequate rights and means of


reparation; and

• Involvement of consumer representatives in the


crafting of social and economic policies.

• The right to satisfaction of basic needs – To have


access to basic, essential goods and services, such as
adequate food, clothing, shelter, health care, education,
public utilities, water, and sanitation

• The right to safety – To be protected against products,


production processes, and services that are hazardous to
health or life
• The right to be informed – To be given the facts needed
to make an informed choice, and to be protected against
dishonest or misleading advertising and labelling.

• The right to choose – To be able to select from a range


of products and services, offered at competitive prices with
an assurance of satisfactory quality.

• The right to be heard – To have consumer interests


represented in the making and execution of government
policies, and in the development of products and services.
• The right to redress – To receive a fair settlement of just
claims, including compensation for misrepresentation,
shoddy goods or unsatisfactory services

• The right to consumer education – To acquire


knowledge and skills needed to make informed, confident
choices about goods and services, while being aware of
basic consumer rights and responsibilities and how to act
on them

• The right to a healthy environment - To live and work in


an environment that is nonthreatening to the well-being of
present and future generations
What Are the Reasons for Consumer Protection?

• Unsafe or low quality goods


• Overcharging and incorrect weights
• Misleading advertisements
• Slick and deceptive sales method
Prohibited Acts

The Consumer Act prohibits companies and businesses


from committing the following:

• Manufacturing, selling, and offering –


■ Substandard products
■ Banned products
■ Adulterated or mislabeled food, cosmetics, and drugs
Refusal to permit inspection
Counterfeiting of goods and labels
Violation of intellectual property rights
Use of trade secrets for personal gains
Introduction of mislabeled or banned hazardous
substances
• Deceptive or unfair sales
Faking seals on meters and calibrations of measuring
tools
Altering instruments of weight and measure
Refusal to honor warranty or guarantee issued
Mislabeling
False, deceptive, and misleading advertisements
Wrong pricing of products
• Violation of credit transaction policies
