For data provided according to the 2010 or 2013 NUTS classification we apply the mapping provided by EUJRC to assign the corresponding 2016 NUTS3 regions (https://urban.jrc.ec.europa.eu/nutsconverter/#/). We exclude the French overseas territories, the Canary Islands, the autonomous regions Ceuta and Melilla, and the autonomous regions Azores and Madeira. We restrict the data to the EU15 for the period 1980-2003 and cover the EU28 from 2004 to 2015.
